About this file

This is Amendment 0002 to Solicitation 12444326Q0044 for HVAC maintenance services at Grey Towers, issued by USDA-FS CSA East 5 on August 24, 2026, with an effective date of September 10, 2026. The amendment provides a Questions and Answers document and an updated Attachment 1 schedule of items to be posted on SAM.GOV. The contract period of performance is October 1, 2026, through September 30, 2027.

The Q&A document addresses 18 inquiries from prospective contractors concerning equipment specifications, scope clarifications, and contractual requirements. Key points include confirmation that Attachment 3 Item 20 should reference "Pavilion" rather than "Visitor Service Center," that CLIN 0002 covers 17 AHU units in the fall, that there is no third filter change required, and that the MFB Maintenance Garage (Attachment 3 Number 23) is not part of the contract scope. The Government clarified that contractors must field verify certain equipment specifications including chiller identification and cabinet unit ventilator details, that FAR 52.219-14 Limitations on Subcontracting does not apply despite the 100% Small Business set-aside, that Service Contract Act wage determination classifications are the contractor's responsibility, that insurance requirements listed in the SOW should be disregarded, and that invoices must be submitted on the Invoice Processing Platform (IPP). Additional guidance indicates no VRAS automated system is available, the Government has no refrigerant on-site, and no page limit or format requirement applies to technical approach narratives.

Questions and Answers

1. Chiller identification. CLINs 0003 and 0004 price chiller start-up and shut-down, and Attachment 2 items 3 and 4 identify the Mansion Chiller, chiller circulating pumps #1 and #2, the Bait Box A/C, the Maintenance Building A/C and the Curator A/C. None of this equipment appears in Attachment 3, Technical Specifications.

Could the Government provide the make, model, nominal tonnage and refrigerant type for the chiller and for each of the three A/C units, together with the chiller's fluid capacity for the annual drain-and-fill required by item 4? Contractor must field verify

2. Pavilion furnace. Attachment 2 items 5 and 6 include a Pavilion furnace in the boiler/furnace start-up and shut-down scope, but no Pavilion unit appears in Attachment 3. Item 20 On Attachment 3 should read Pavilion, Not Visitor Service Ctr Could the Government confirm the make and model? Contractor must field verify

3. Units listed in Attachment 3 but not in Attachment 2. Attachment 3 lists a Visitor Service Center unit (row 20) Item 20 On Attachment 3 should read Pavilion, Not Visitor Service, an MFB maintenance-garage hot-air unit (row 23) and an Ice House AHU (row 12), none of which appear in the item 5 / item 6 start-up and shut-down lists. Are these units within the scope of CLINs 0005 and 0006?Yes ,they are in included in CLIN 0005 and0 006

4. Third filter change. Attachment 2 contains a work item, numbered "3)", reading "Filter on 18 AHU units - Remove and replace all air filters in AHU unit's, new filters are supplied by contractor." This appears to be a third annual filter replacement, separate from the spring change (item 1) and the fall change (item 2). Attachment 1 contains no corresponding CLIN. Should offerors price a third filter change, and if so under which line item? No, there is not a 3rd filter change. We note Attachment 2 uses the number "3)" twice.

Attachment 2 under Item 2 there should not be an additional #3 only a bullet point under 2 Filters and Belts: should read filters are supplied by contractor.

5. Fall unit count. CLIN 0002 and the item 2 heading both read "18 AHU units," but the item 2 itemization lists 11 AHUs and 6 cabinet unit ventilators - 17 units -because the bathroom exhaust fan is serviced once per year in the spring. Could the Government confirm that the fall service covers 17 units?

Yes, Item 0002 should be 17 AHU units Fall, the Schedule of Items will be updated.

6. Cabinet unit ventilators. Attachment 2 items 1 and 2 refer to 6 cabinet unit ventilators requiring filters and cleaning twice per year. Attachment 3 does not identify any unit by that description. Could the Government identify the six units and their filter sizes, or confirm that they are to be measured at the site visit? Contractor must field verify

7. AHU numbering. Attachment 2 refers to "11 - AHU 1 through 13." Attachment 3 lists AHU 1 through 6 and AHU 10 through 13; AHU 7, 8 and 9 do not appear. Could the Government confirm that the 11 units are the ten numbered AHUs in Attachment 3 plus the Ice House AHU? Contractor must field verify

8. Filter sizes. Attachment 3 records the filter size as "determined by contractor" for the Letterbox (row 17) and Curatorial (row 22) units, and leaves it blank for the Farmhouse (row 18), Gatehouse (row 19) and Visitor Service Center (row 20). We plan to measure these at the site visit; please confirm that is the Government's expectation. Contractor must field verify

9. Limitations on subcontracting. The acquisition is a 100% Total Small Business set-aside and FAR 52.219-6 is checked at page 3, but FAR 52.219-14 is shown unchecked. Could the Government confirm whether 52.219-14 applies to the resulting contract and, if so, which performance-of-work percentage governs? FAR 52.219-14 Limitations on Subcontracting clause is not included in this solicitation.

10. Service Contract Act classification. FAR 52.222-42 at page 3 lists the equivalent federal-hire class as 23530 Machinery Maintenance Mechanic at $31.74. Wage Determination 2015-4213 also contains class 23410, Heating, Ventilation and Air- Conditioning Mechanic, at $35.25. Does the Government have a view on which class it expects to apply to technicians performing the boiler, chiller and air-handler maintenance under this contract? The clause also states – “This Statement is for Information Only: It is not a Wage Determination”. It is the contractor’s responsibility to ensure they utilize the appropriate classification and comply with the Service Contract Labor Standards wage determination.

11. Scope of "minor/routine repair." CLINs 0007 and 0008 provide that the service-call fee covers a minor or routine repair at no additional charge to the Government. Could the Government indicate a threshold - by labor time, part cost, or example - that distinguishes a minor or routine repair from one requiring CO authorization? This is at the discretion of the contractor, sometimes it may be common practice for a contractor to simply put a belt back on that slipped off and state that is included in the service call fee and there is no additional charge for example.

12. Insurance. Attachment 2 paragraph A.a requires the contractor to furnish insurance, but the solicitation states no coverage types, limits, additional-insured requirement, or certificate deadline. What evidence of insurance will be required, and by when? Please disregard the insurance requirement listed in the SOW.

13. Invoicing. Block 18a of the SF-1449 is blank and no invoicing system is identified.

Where should invoices be submitted under the resulting contract? Invoices must be submitted on the Invoice Processing Platform (IPP).

14. Representations. Blocks 27a and 27b of the SF-1449 leave both the "ARE" and "ARE NOT ATTACHED" boxes unmarked, and no full text of FAR 52.212-3 or 52.212-5 is included in the solicitation. Should offerors submit a completed 52.212-3 with their quotation, or does the Government rely on the offeror's annual representations in SAM together with the individual provisions listed at page 13? FAR 52.212-3 is not included in this solicitation.

15. Quotation format. The solicitation identifies no page limit or required format for the technical approach, and Attachment 5 contains only a past-performance form. Does the Government have a preferred page limit or format for the technical approach narrative?

No page limit and no format requirement.

16. Is there a VRAS, automated computer system? No

17. Does the government have refrigerant on site? No

18. Attachment 3 : Number 23 Unit name MFB Maint. Garage is not part of the contract
