12444323Q0070 Questions and Answers 21AUG2023

1. Is there a cost estimate , budget or ballpark figure for the project listed?

A. We do not provide a cost or budget estimate for this project.

2. Is there an actual start date for the project?

A. 452.211-74 Period of Performance (FEB 1988) The period of performance of this contract is from 18SEP2023 through 17SEP2024.

3. The subject solicitation is for "expanded" pre-acquisition environmental site assessments of seven tracts in accordance with 40 CFR 312, 33 CFR 137 and ASTM Standard E1527-13, with the objective of identifying the full range of "environmental issues and liabilities" associated with the parcels. In the context of this solicitation, can the Agency clarify what it expects an "expanded" ESA to address that is not stipulated in a Phase 1 ESA per ASTM standards?

A. This is from the scope of work:

“The Agency requires identification of the environmental issues and liabilities with the parcel beyond those associated with Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) liabilities and petroleum products. These environmental issues and liabilities include, but are not limited to, those issues and liabilities under the Resource Conservation and Recovery Act (RCRA), the Safe Drinking Water Act (SDWA), the Clean Air Act (CAA), the Clean Water Act (CWA), the Toxic Substance Control Act (TSCA). These issues and liabilities include, but are not limited to, asbestos containing material, radon, lead-based paint, non-hazardous solid waste disposal areas, wastewater disposal systems, drinking water systems, drinking water and/or other wells. The agency also requires a mapped inventory of all the above ground infrastructure associated with the parcel (including but not limited to buildings, tanks, pipelines, roads, etc…) and known underground infrastructure (identify known locations of pipelines, tanks etc…). Unknown underground infrastructure will be dealt with in a contract option. All locations of structures, lines, wells and all findings shall be mapped, and an Arc GIS shapefile created.”
