Bidders Notes:
1. There is no “Show-me” trip scheduled for this project, prospective quoters are encouraged to view the sites themselves to make their own estimate on the amount of work needed.
2. Access Information:
a. Any FS gates encountered to view the units should contain a combo lock (combo “6000”) to allow access to view the units. Please call the individuals listed in number 3 and 4 below, if there are issues.
b. FR264 has a combo lock on it with the code "6000". The road is very brushy. I would recommend walking the road to look at the units. It's just short of 1 mile to the furthest unit. Corners of the blocks are flagged/tagged off the road.
c. FR365A is a little brushy; however, drivable to the stone pit. It is a short walk to the units from the stone pit, following the pink flags.
d. On Optional Item 2, unit 208035 is a short walk from the gate on FR649. All other units on Optional Item 2 are on open Forest Service system roads.
e. The vicinity maps included in the bid package are georeferenced. They can be loaded into the Avenza App (free version) on your smartphone. It will show your location as a blue dot as you view the units. Please call the individuals listed in number 3 and 4 below, if there are issues.
3. Additional technical information or assistance with locating the specific project areas in Item 1 may be obtained by contacting William Keesler (william.keesler@usda.gov) at the Marienville Ranger District office, Marienville, PA. Office hours 8:00-4:30 Monday – Friday.
4. Additional technical information or assistance with locating the specific project areas in Item 2 may be obtained by contacting Kevin Wiltsie (kevin.wiltisie@usda.gov) at the Supervisors office, Warren, PA. Office hours 8:00-4:30 Monday – Friday.
5. Contractor must be registered in www.sam.gov in order to submit an offer on this project. Obtaining a duns number and registering in SAM is free.
6. Award under this solicitation shall be based upon Simplified Acquisition Procedures, and, accordingly, shall consider both price and other factors, such as experience, past performance (which includes quality, timeliness, cost control, business practices, customer (end user) satisfaction, and key personnel past performance).
7. Bids shall be submitted for each Area and for all Items listed above. Item 2 is an optional item. The Forest Service reserves the right to initiate or decline the optional Item under this contract.
8. This is a Performance Based Service Contract. Please note disincentives under Inspection Methods in Section E.
