12444323Q0039 Questions and Answers Pre-Bid Conference 04/03/2023
1. The tank does not appear registered on PADEP databases. Can you confirm its registration status?
Answer: Registration status is unknown. The Forest Service recently took possession of a life estate lease. The previous owners were Hazel Thacher and her daughter, Marianne Thomas.
2. Would it be permissible to leave an excavation open for one to two weeks while awaiting analytical results assuming proper health and safety protocols are implemented?
Answer: Yes if the excavation was safely secured.
3. Can a sample of the tank contents be collected today (i.e., during the Pre-Bid conference)?
Answer: Yes
4. Do you have an estimate on the size and age of the tank?
Answer: The size and age are unknown. The house was probably constructed in the 1890s. Family members indicated that the house originally was heated with coal. It was suggested that the oil furnace was probably installed in the 1950s. However, this is unconfirmed. It was replaced with a propane furnace prior to 2017.
5. Are there external circumstances that require the work to be completed within 30 days or can the performance period be reasonably extended to accommodate unforeseen conditions (e.g., soil contamination or delays)?
Answer: The original contract period will run 30 days. If contamination is encountered, the contract will need to be modified to address the extra work.
