Question & Answers – Solicitation 12444026Q0037 - Updated 3/25/2026 Questions in Bold & Black Answers in Bold & Red
1) Subcontractor Building Access: Performance Work Statement (PWS) Section 2.4 states that "Only the Contractor and the contractor’s employees shall be permitted in the building". However, solicitation Section 129 allows for subcontracting provided the personnel and their experience are listed in the quote. Please clarify if authorized subcontractor personnel, if disclosed and approved, are included under the definition of "contractor’s employees" for the purpose of facility access. Yes, subcontractors would be considered contractor’s employees.
2) Site Visit Schedule: Provision 52.237-1, Site Visits, is incorporated by reference. As no specific date or time is listed in the solicitation, please provide a scheduled date or a point of contact to arrange a site visit to the Winn Ranger District Office and Winn Work Center. G’Laydis Farris would be the POC for any site visits. glaydis.farris1@usda.gov
3) Estimated Square Footage: To ensure an accurate Firm-Fixed-Price (FFP) submission that aligns with the requirement to break down all pricing elements, please provide the estimated square footage and/or floor plans for both the Winn Ranger District Office and the Winn Work Center.
Work center – approx. 2,800 sq ft Work center – approx. 2,800 sq
Office – approx. . 6,750 sq ft
4) Government-Furnished Property (GFP) Contradiction: PWS Section 2.7 states the contractor is responsible for providing personal protective equipment (PPE), specifically listing "gloves" as an item provided at no cost to employees. However, Section 4.0, Item 6, lists "Gloves" as Government-Furnished Property. Please clarify which party is responsible for the provision of gloves. Latex gloves (medical exam type gloves) are available as government furnished property; however, any other type of glove would need to be furnished by the contractor.
5) Service Schedule Specifics: The Schedule of Items requires cleaning "twice a week". Does the Government have preferred days of the week for these services, or is the specific twice-weekly schedule left to the discretion of the contractor within normal duty hours (0730 to 1600)? Mondays and Thursdays from 1-4pm is listed in section 2.3 Hours of Operation, however the district is flexible on days of service, provided that they are not back-to-back. Dates and times of service would need to be negotiated and approved by the COR. Examples would be Tuesdays and Thursdays, Mondays and Wednesdays, etc. Time of day is also flexible between 730am and 4pm.
6) LincPass Eligibility Timeline: Section 129 requires that the Primary and Alternate personnel included in the quote must be "insured according to the minimum insurance requirements". Please clarify if these individuals must also have an active USDA LincPass or completed background check at the time of proposal submission, or if eligibility for a LincPass is a post-award requirement. No LincPass is required. Access to property is not allowed without FS staff present.
7) If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract? Contract# is 12444221P0068.
8) Are there any changes in the previous scope to new one? No changes
9) The PWS requires interior and exterior glass cleaning; however, it does not specify the number, size, or accessibility of windows and glass surfaces. Please provide the total number of windows (interior and exterior), approximate dimensions or square footage, and any accessibility considerations (e.g., height, ladder requirements) to ensure accurate and consistent pricing among offerors. 25- windows, 5- doors w/ windows. 12- windows at work center. Site visits are highly recommended.
10) The PWS requires routine servicing and periodic cleaning of trash receptacles; however, it does not specify the number, size, or types of trash containers at each facility. Please provide the total number of trash receptacles, their approximate sizes/types (e.g., office bins, restroom containers, large receptacles), and whether any exterior containers are included in the scope. Currently we have 30 trash receptacles on site, including 5 large cans.
11) The PWS requires routine carpet maintenance and semi-annual steam cleaning; however, it does not identify the total square footage of carpeted areas within the facilities. Please provide the approximate square footage of carpeted flooring at each location to ensure accurate and consistent pricing among offerors. 5250 sq. ft. carpeted flooring at office. No carpet at work center
12) The PWS identifies certain Government-furnished equipment and supplies; however, it is unclear whether this includes resources required for the semi-annual carpet steam cleaning. Please confirm whether carpet cleaning equipment (e.g., carpet extractor/steam cleaner) and all associated chemicals required for carpet cleaning are Government-furnished, or if these items are to be provided by the contractor. Contractor is responsible for furnishing all carpet steam cleaning items and products.
