The LMIR is a 10-year, open-continuous BPA available to all Forests, Grasslands, and federal agencies, covering a wide range of natural resource, restoration, project management, technical, and field service scopes under NAICS 115310. Vendors may submit applications at any time during the BPA's active period by emailing sm.fs.lmirbpa@usda.gov. The BPA listing is available on SAM.gov at the provided URL.

The submission package requires six documents: (1) the signed solicitation document (12363N23Q4023 – Amendment 6) with page 1 signed and box 17A completed, along with a stand-alone Technical Approach describing company capabilities and addressing each requested scope with no page limit; (2) Amendment 6 Pricing List with general hourly rates for each scope of interest, noting that rates are for evaluation only and actual pricing occurs at the call-order level; (3) Amendment 6 Locations and Scopes spreadsheet indicating desired scopes and geographic locations; (4) signed Amendment 6 SF-30 form; and (5) all five signed SF-30 forms from Amendments 1–5 combined. Two reference documents (Amendment 6 List of Changes and Instructions for Contractors and Amendment 6 All Scopes LMIR BPA) are provided for information only and do not require submission.
