About this file
This is a Questions and Answers document for a federal fencing project (MOF Fencing) managed by the U.S. Forest Service. The project involves approximately 1,255 linear feet of existing fence removal and 1,800 feet of new fence construction across three distinct areas: 500 feet to be removed and not replaced, 755 feet to be removed and replaced on the East side, and 1,045 feet of new fence in a new location. The work must be completed within a 60-calendar-day performance period, with the contractor expected to begin this year and complete by January. Ground conditions are typical for West Virginia—not rocky beyond normal levels and soft when wet but not swampy. The Government will furnish all posts and barb wire per NRCS 5-strand barbed wire specifications, but contractors must provide steel staples, brace wire, T-post clips, and brace pins. Three T-posts are required for every wooden post, with wooden brace posts included. Materials must be picked up by appointment from the Parsons Forest Service office, and contractors must provide their own loading equipment.
Site access requires a key (to be provided) as the road is locked year-round. Pre-work site visits and field inspections are available on day one with the Range Tech or Contracting Officer's Representative (COR) to walk the fence line and place additional flagging if needed. Orange-striped flagging marks areas for removal or removal-and-replacement; blue-and-white flagging marks areas to be reclaimed for pasture. Contractors must clear all limbs interfering with construction but should avoid clearing trees over 10 inches if possible. Only chainsaw tree removal is permitted, with no heavy equipment allowed on the Eastern side of the East project section due to environmental sensitivity. Stumps must be cut to ground level to facilitate future UTV access and maintenance. Proposals may be submitted by email, and no performance bonds, payment bonds, bid guarantees, or letters of credit are required. Invoicing and payment will utilize Integrated Procurement Platform (IPP) procedures. Wage rates are determined per the attached wage determination document. Severe weather delays will be negotiated, and any quantity discrepancies in the Scope of Work and Measurement and Payment sections can be negotiated at contract award.

MOF Fencing Q&A Document
1. Can I get a description of the ground conditions in the work area? Mainly is the area rocky or swampy?
Not rocky beyond the usual rocky level for WV. It is soft with rain but is not swampy.
2. What is the period of performance?
I’d like it done be January but I thought a, possibly early, date is in the contract.
3. How long after submission of proposals until award is made?
That depends.
4. What is the wage rate for employees?
See attached wage determination.
5. Can proposals be E-mailed?
Yes, see solicitation.
6. Is there a preferred method of post-installation?
Pounded in some way, shape or form, preferably not digging holes.
7. Will there be a site visit?
I am out of time for a site visit, but I flagged the area. Orange striped flagging for the fence to be removed, and removed and replaced around the current pasture. Blue & white around the area to be reclaimed for pasture. I can do a pre-work visit.
8. What type of posts are being used?
3 T posts for every wooden post and wooden brace posts. NRCS 5 strand barb wire fence specs.
9. What type of fastening system is being used to secure wire to posts? If wooden are hand driven steeples being used?
Steel staples in the wooden posts, wire T post clips for the T posts.
10. Is there any special permits needed to perform work?
No.
11. Does the material from clearing fence line need to be hauled away?
Preferably, but not if it isn’t in the contract.
12. The Scope of Work appears to contain conflicting quantities for the project. Can you please confirm the correct quantities for:
The fence building and removal only partially overlap, although they are in the same part of the pasture. The 500ft of fence blocking the new section of pasture will be removed and not replaced. 755ft of fence on the East side of the project will be removed and replaced.
1,045ft of fence will be built in a new location.
o New fence construction (1,800 feet vs. 3,520 feet referenced in the Measurement and Payment section), and
There will be 1,800 ft of fence building, 3,055 ft of fence work done because the 755 ft section is both removal and building.
o Existing fence removal (400 feet vs. 1,255 feet referenced in the Scope of Work)?
There is 1,255ft of fence removal.
13. If any of these quantities are incorrect, will an amendment be issued to update the Scope of Work and/or Schedule of Items?
It can be negotiated.
14. Can you confirm that all government-furnished fencing materials (posts, braces, wire, staples, etc.) will be available prior to the Notice to Proceed?
All posts and barb wire will be furnished. No stables, brace wire, T post clips or brace pins will be furnished.
15. Are there any anticipated access restrictions, road closures, or seasonal limitations that could impact the 60-day period of performance?
The road is locked year round. A key will be provided.
16. Will there be a pre-work site visit or kickoff meeting with the COR prior to beginning work? Yes.
17. Given the terrain area, should we anticipate heavy rock presence?
Not rocky beyond the usual rocky level for WV.
18. Is there a count on the exact number of gates that are within the fence line run, and if the gate hardware is bent or broken and unusable to be reused on the new gate, will there be new materials available?
No gates.
19. Will all materials be available at the start date or will there be a scheduled delivery time within the 60 days that it will show up?
Contractor must schedule a time to pick up materials from the Parsons FS office.
20. Regarding the laydown yard where materials are stored: is there a gate or a specific gate code required for access? Additionally, are there any other entry requirements or protocols we should know about if we need to pick up materials throughout the workday?"
There is a lock where the materials are stored. Schedule a pickup.
21. – Existing Fence Removal Quantity Could you please confirm the correct quantity of existing fence to be removed? The solicitation and Scope of Work reference approximately 1,255 linear feet of existing fencing, but one bid sheet section references 400 feet for “Remove Existing Fence.”
Please confirm the correct quantity to be used for pricing.
The fence building and removal only partially overlap, although they are in the same part of the pasture. The 500ft of fence blocking the new section of pasture will be removed and not replaced. 755ft of fence on the East side of the project will be removed and replaced. 1,045ft of fence will be built in a new location.
22. – Government-Furnished Materials Pickup Location Could you please confirm the correct pickup location for the Government furnished fencing materials? The Scope of Work references the Cheat Potomac Ranger Station in Parsons, WV, but the Measurement and Payment section references the Durbin District Ranger Station.
Please confirm the exact pickup location and whether the Government will assist with loading the materials.
Materials pick up is in Parsons, WV. The Range Tech involved in the project is in Durbin, WV.
23. – Fence Line Flagging The Scope of Work references the line flagged for the new fence location. Could you please confirm whether the proposed fence line is currently flagged in the field, and whether the Government will maintain or refresh the flagging before work begins?
The flagging is fresh. The Range Tech or COR will do a field visit on day 1 to walk the line with the contractor and place more flagging then if requested.
24. – Stream, Ditch, or Gully Crossings The Scope of Work states that fences across gullies or streams require special braces and design, and that the site specific design will be provided. Are there any known stream, ditch, or gully crossings within the proposed fence alignment? If so, please provide the locations and required details/designs for pricing.
There are no streams on the project of great enough size to require special design.
25. – Gates and Existing Hardware Could you please confirm whether any gates are included in the project limits? If any gate posts or gates are affected, please confirm whether existing gates and hardware are to be removed, reinstalled, replaced, or protected in place. If so, please provide the locations.
No gates.
26. – Offer Due Date Clarification
The SF 1442 included in the solicitation documents appears to list the offer due date as July 15, 2026 at 1:00 PM local time. However, the SAM.gov posting appears to show a due date of July 22, 2026 at 1:00 PM EDT. Could you please confirm the correct offer due date and time for this solicitation?
I’d like it done be January but I thought a, possibly early, date is in the contract.
27. Can we visit the site with a representative from your office, if so when would that be convenient.
I am out of time for a pre-bid site visit, but I flagged the area. Orange striped flagging for the fence to be removed, and removed and replaced around the current pasture. Blue & white around the area to be reclaimed for pasture. I can do a pre-work visit.
28. Clarify 1800 Clear fence line. ( is this for the new fence or is it 1800’ of existing fence that needs to be cleared on each side.
The fence building and removal only partially overlap, although they are in the same part of the pasture. The 500ft of fence blocking the new section of pasture will be removed and not replaced. 755ft of fence on the East side of the project will be removed and replaced.
1,045ft of fence will be built in a new location.
29. Clarify amount of existing fence to be removed. Total fence to be removed is 400ft, 1255ft, or 1800ft?
See above.
Could you please let me know if it is possible to obtain a key to access the site for an inspection?
I won’t be in the office tomorrow to give a key.
30. Additionally, would I be permitted to use a side-by-side or ATV to access the area for bidding purposes?
I don’t know.
31. Could you please confirm that no performance bond, payment bond, bid guarantee, or irrevocable letter of credit is required for this solicitation. No, see the solicitation.
Are the fence posts to be wood or metal, or a combination? Please clarify the required post types by fence section.
3 T posts for every wooden post, wooden brace posts. All provided.
32. At the Parsons material pickup location, will equipment be available to load government-furnished materials, or should the contractor plan to provide loading equipment?
Contractor must provide loading equipment.
33. If government-furnished materials are secured, will an appointment be required for pickup?
Yes, appointment required.
34. If severe weather prevents work, does that affect the 60-calendar-day performance period?
Depends on how long the delay is.
35. If access roads become blocked by fallen trees or other obstructions, how should the contractor proceed, and how does that affect the performance period?
Contractor can clear the road to access site or contact the COR or Range Tech for help.
36. If trees or limbs interfere with fence removal or installation, what level of clearing is authorized?
Clear all limbs in the way. Avoid clearing trees over 10” if possible. Only chainsaw tree removal and no equipment on the Eastern side of the East part of the project due to a sensitive area there.
37. If trees must be removed within the fence line, should stumps also be removed?
Cut stumps to near/ground level. The intent is for ease of construction and future maintenance with UTV access.
38. When will the new fence alignment be staked or marked in the field?
Project is flagged. Orange striped flagging for the fence to be removed, and removed and replaced around the current pasture. Blue & white around the area to be reclaimed for pasture.
