About this file
This is a Questions and Answers document (Amendment 0001) for a federal medical linen and laundry services solicitation (ID: 12436860) for the 88th Medical Group at Wright-Patterson Air Force Base.
This is a recurring follow-on contract for commercial laundering services of Government-Owned Linen (GOL), succeeding previous contract FA860121D0014 held by Economy Linen & Towel Service Inc. The scope is strictly laundry services for existing government-provided inventory; the contractor will not supply, lease, or rent linens or other items. The estimated annual volume is 750,000 pounds (approximately 62,500 pounds per month or 14,423 pounds per week), though actual quantities may vary based on hospital capacity. Pricing will follow a price-per-pound ($/LB) structure consistent with the previous contract. Current operations utilize an off-site, contractor-owned and contractor-operated (COCO) commercial facility where soiled linens are picked up from Building 830, processed at an accredited facility, and clean linens are delivered back to the base. Standard hospital linen will be commercially laundered, while specialized items requiring dry cleaning must be processed and packaged separately in accordance with the Performance Work Statement (PWS).

SOLICITATION / NOTICE ID: 12436860
MEDICAL LINEN AND LAUNDRY SERVICES – 88 MDG
QUESTIONS & ANSWERS (Q&A) – AMENDMENT 0001
Q1: Is this a brand-new requirement or is there an incumbent contractor currently performing these services? If there is an incumbent, what is the previous contract/award number and the name of the contractor?
• A1: This is a recurring follow-on requirement, not a brand-new contract. The previous contract number was FA860121D0014 and the incumbent contractor was Economy Linen & Towel Service Inc.
Q2: What was the pricing structure previously in place (e.g., cost per pound, per piece, flat monthly rate, etc.)?
• A2: The previous contract utilized a price-per-pound ($/LB) structure for standard bulk medical linen processing.
Q3: Regarding the scope of services: are you seeking strictly "wash and fold" laundry services, or does the requirement also include the provision/rental of linens and other inventory items (such as sheets, towels, gowns, etc.)?
• A3: This contract is strictly for the laundering service of Government-Owned Linen (GOL). It does not include any linen supply, lease, or rental. All inventory is owned and provided by the Government.
Q4: What are the estimated weekly or monthly pounds of linen to be processed?
• A4: The estimated annual quantity is 750,000 lbs. This averages out to approximately 62,500 lbs per month (approximately 14,423 lbs per week). Please note that these are estimates only; actual quantities may vary based on hospital inpatient/outpatient capacity.
Q5: What is the current system/method for laundry being used for the 88th Medical Group at Wright-Patterson Air Force Base?
• A5: The current system relies on an off-site, contractor-owned, contractor-operated (COCO) commercial facility. Soiled linens are picked up from Building 830, processed off-site at the contractor's accredited facility, and clean linens are delivered back to the base.
Q6: Is linen and dry cleaning kept separate?
• A6: Yes. Standard hospital linen is commercially laundered, not dry cleaned. Any specialized items requiring dry cleaning must be processed and packaged separately from standard linens in accordance with the PWS.
