About this file
This is a Statement of Work (SOW) for the U.S. Department of Agriculture (USDA) regarding electrical repair services at the Fernan Sewage Lift Station. The project involves three primary deliverables, each due no later than thirty (30) business days after notice to proceed: (1) replacement of the corroded disconnect switch, control box housing, and compromised breaker box components with new water-resistant equipment; (2) protection of exposed power cables through replacement of damaged cables, installation of a junction box and metal conduit, and installation of a protective, waterproof covering at the point of penetration; and (3) replacement of the existing light fixture with a low-profile, hard-wired LED fixture and installation of an easily accessible switch at the vault entry point. The work is necessitated by safety hazards created by corroded electrical components in a damp underground vault environment, unsecured power cables presenting tripping and electrocution risks, and an existing light fixture that poses head-strike dangers to service technicians.
Contractor personnel must hold required licensing for tasks performed. All travel expenses should be included in the quote. The government will furnish no materials or equipment. No security requirements, data rights provisions, or Section 508 accessibility standards apply to this contract. The work will be performed at the Fernan Ranger Station, which serves as the main office for the Coeur d'Alene River Ranger District and supports approximately 90 employees during the busy summer season.

Project Fernan Sewage Lift Station Electrical Repair
General Information
1.0 Scope of Work
The electrical infrastructure powering the two Unimount electric motors (see Pump Label 1 photo for specifications) that drive the lift station pumps presents several dangerous safety hazards to the service technicians who perform routine maintenance and monitoring. The hazards identified are as follows:
Corroded Disconnect and Breaker Components: The damp environment within the vault has corroded the connections and wires in the breaker box and disconnect switch. This presents several unsafe conditions and adds unnecessary wearing to the electrical motors that operate the pumps.
Exposed Power Cables on Floor: The unsecured power cables that come into the vault from the floor present a tripping hazard and are exposed to damage from foot traffic. To protect the cables and technicians, the point of penetration must be secured and the cables protected in a conduit rated for a damp environment.
Damaged light Fixture: The existing light fixture uses an A19 lightbulb that, due to the cramped conditions of the vault, presents a risk of being struck by a technician’s head while performing service on the lift station system. As a light source is necessary in the space to insure the safety of technicians, a low-profile light fixture is needed
To compound these hazards, the underground vault that they are contained in is cramped with machinery, minimal access to natural light, and often has standing water on the floor, increasing the chances of accidental electrocution. To mitigate these hazards, the exposed cable will need to be replaced and contained within waterproof conduit, the damaged light fixture will need to be replaced with a low-profile light fixture, and the corroded disconnect and circuit breaker box will need to be replaced with new equipment appropriate for the damp environment.
2.0 Background
The Fernan Ranger Station Serves as the Coeur d’Alene River Ranger Districts main office as well as houses a majority of the district’s specialist resource shops. During the busy summer season, the district supports approximately 90 employees and frequently has outside visiting crews utilizing the facilities.
