About this file
This is a Statement of Work (SOW) for a USDA federal contract project addressing electrical infrastructure repairs at the Fernan Sewage Lift Station operated by the Coeur d'Alene River Ranger District.
The project scope addresses four primary safety hazards: incompliant control panel access clearance, corroded electrical components, exposed power cables presenting tripping hazards, and a damaged light fixture. The contractor must complete the following technical tasks: relocate the disconnect switch and control box housing to a new 4-foot by 6-foot by 6-inch concrete pad positioned 5-6 feet above ground adjacent to the vault access; replace all corroded components including the disconnect switch, circuit breakers, and distribution block with corrosion-resistant alternatives; protect all exposed cables by replacing damaged sections, installing a waterproof junction box cover at the penetration point, and placing cables in waterproof conduit; and replace the existing light fixture with a low-profile, hard-wired LED fixture equipped with an easily accessible switch. All contractor personnel must hold required licensing for their assigned tasks. Travel expenses must be included in the quote. All deliverables are due no later than 60 business days after notice to proceed. No government-furnished materials, security requirements, data rights, or Section 508 standards apply to this contract. The Fernan Ranger Station serves approximately 90 employees during peak season and frequently hosts visiting crews.

Project Fernan Sewage Lift Station Electrical Repair
General Information
1.0 Scope of Work
The electrical infrastructure powering the two Unimount electric motors (see Pump Label 1 photo for specifications) that drive the lift station pumps presents several dangerous safety hazards to the service technicians who perform routine maintenance and monitoring as well as causing strain on the equipment they supply. The hazards identified are as follows:
Incompliant Control Panel Access Clearance: The control panel and electrical shutoff must be moved out of the vault and above ground level in order to bring the system into OSHA and applicable electrical safety code compliance.
Corroded Disconnect and Electrical Components: The damp environment within the vault has corroded the connections and wires in the control panel box and electrical shutoff switch. This presents several unsafe conditions and adds unnecessary wearing to the electrical motors that operate the pumps.
Exposed Power Cables on Floor: The unsecured power cables that come into the vault from the floor present a tripping hazard and are exposed to damage from foot traffic. To protect the cables and technicians, the point of penetration must be secured and the cables protected in a conduit rated for a damp environment.
Damaged light Fixture: The existing light fixture uses an A19 lightbulb that, due to the cramped conditions of the vault, presents a risk of being struck by a technician’s head while performing service on the lift station system. As a light source is necessary in the space to insure the safety of technicians, a low-profile, LED light fixture is needed
To compound these hazards, the underground vault that they are contained in is cramped with machinery, minimal access to natural light, and often has standing water on the floor, increasing the chances of accidental electrocution. To mitigate these hazards, the exposed cable will need to be protected within waterproof conduit, the damaged light fixture will need to be replaced with a low-profile light fixture, and the electrical shutoff and control panel box will need to be moved above ground and corroded components within the control box will need to be replaced with new components.
2.0 Background
The Fernan Ranger Station Serves as the Coeur d’Alene River Ranger Districts main office as well as houses a majority of the district’s specialist resource shops. During the busy summer season, the district supports approximately 90 employees and frequently has outside visiting crews utilizing the facilities.
Contractor Requirements
3.0 Technical Requirements / Tasks
-Move Disconnect Switch, Control Box Housing Above Ground -The new control panel housing and electrical shutoff must be placed on a 4ft x 6ft x 6in concrete pad adjacent to the vault access. A mounting Frame shall be installed on the concrete pad so that the top of the control box and electrical shutoff sit 5ft-6ft above the surface of the pad.
-Excavate around the east side of the vault down to access the electrical cable penetrations.
-Disconnect all control panel components from the current control box and move all useable components to the new control box
- Replace Disconnect Switch, Control Box Housing, and Corroded Components
-Dispose of all components displaying signs of corrosion including, but not limited to, the disconnect switch, circuit breakers, and distribution block.
-Install corrosion resistant replacements.
-Protect Exposed Cables:
-Replace any worn or damaged cables.
-Install a protective, waterproof covering at the point of penetration.
-Place all exposed cable into waterproof conduit.
-Replace Light Fixture:
-Remove current light fixture.
-Install low-profile, hard wired LED fixture.
-Install a switch in an easily accessible location from the entry point of the vault.
