About this file
This document is a Questions and Answers (Q&A) file for the Red River Work Center Manhole Sealing solicitation (1240LU26Q0109) issued by the Nez Perce/Clearwater National Forest, dated August 17, 2026. The project involves sealing and coating 16 manholes and 1 meter vault to prevent groundwater infiltration. The government's scope includes surface preparation, grouting of active leaks, and application of epoxy coating to manhole interiors, with an estimated 1,971 square feet of surface area requiring coating. The meter vault dimensions are 5 feet in diameter by 7.5 feet in height. Manholes vary in depth from 5.4 feet to 13 feet, with 4-foot round diameters used for estimation purposes. The project is scheduled during late summer and fall when water infiltration decreases, minimizing the need for patching actively leaking seams.
The Q&A clarifies approved materials and alternatives for the work. Quadrex Structure Guard epoxy coating is acceptable with the use of infiltration control grout at leaking seams. Quadex Quad-Plug and Quadex Hyperform cementitious grouts are acceptable for seam repairs and surface patching if approved by the epoxy coating manufacturer. Tnemec CPP spray liner with Mortar Tec silicate base is approved as an equivalent alternative to Dura-plate 6000. The contractor is responsible for confirming actual square footage of coating and determining application feasibility. The lift station will remain in operation but is not included in the coating work scope.

Red River Work Center Manhole Sealing Nez Perce/Clearwater National Forest, Solicitation: 1240LU26Q0109
8/17/2026
Submitted questions and answers:
1. Q: Would you consider Quadex Structure Guard as an approved epoxy coating per section 09950 part 2.02, C? A: Quadrex Structure Guard would be acceptable if an infiltration control grout is used at the seams that are currently leaking. Some seams are actively leaking so adhesion may need additional work at those locations.
2. Q: Would you consider Quadex Quad-Plug as an approved cementitious grout for stopping active leaks within the manhole? A: This product is acceptable for repairing the seams and patching the surface of the manholes that are actively leaking. If this material is acceptable by the manufacturer of the epoxy coating, then it would be accepted. It is unknown how easily it will spread over the manhole seams, and concrete interior surface defects of the manholes, but this is up to the contractor to figure out.
The manhole system for this project appears to have most of the ground water seepage into the system during the spring. In late summer and fall, the water actively entering the system slows down/or stops. The government is anticipating the repairs during this time to prevent the need for patching an actively leaking seam or crack.
3. Q: Would you consider Quadex Hyperform as an approved cementitious grout for stopping active leaks within the manhole? A: This product is acceptable for repairing the seams and patching the surface of the manholes that are actively leaking. If this material is acceptable by the manufacturer of the epoxy coating, then it would be accepted. It is unknown how easily it will spread over the manhole seams, and concrete interior surface defects of the manholes, but this is up to the contractor to figure out.

4. Q: I would like to submit Tnemec CPP spray liner as an alternative product. The Mortar tec silicate is the base product to fill in holes cracks or create the desired profile for the CPP spray liner. A: This product would be satisfactory as an equivalent to the Dura-plate 6000.
5. Q: Clarification requested on Item 102 Manhole inside surface prep and grouting.
On the maps provided there are 16 MH'S, are all 16 getting coated? A: Yes, 16 manholes to be sealed and 1 meter vault.
6. Q: Clarification requested on Item 103 Manhole lift station vault coating sealing did not see the lift station on the map or the vault. Will need diameters and depths on both the lift station and vault. A: The lift station will not be coated as part of this project. The meter vault is 5’ diameter x 7.5’ in height.
7. Q: Is the lift station going to be out of service during coating application? A: No, but it will not be coated in this project.
8. Q: It has a square foot for the coating of 1971SF. A: The 1971sf is the government estimate for the total SF of surface to be coated including manholes and meter vault. It is the contractors responsibility to confirm square footage of coating.
9. Q: Is that the mh's depths? A: The Manholes have various depths from 5.4’ height up to 13’ height. The diameter used is a 4’ round manhole (estimate was for 4’diameter for the entire height).
