About this file
This document is a federal contract amendment (Standard Form 30) for the FY25 GAOA Horseshoe Creek Trail Bridge Installation project, solicitation number 1240LU25Q0013. The amendment, issued by the USDA Forest Service Intermountain Region, updates two key elements: the coordinates for the Government Furnished Items site are corrected to 45.49011,-109.91255, and all offers must be submitted to Paula Sales at paula.sales@usda.gov.
The amendment also includes a detailed questions and answers section covering critical procurement details. Key clarifications include: stringers cannot be hauled on pack mules, no liquidated damages clause applies, performance and bid bonds are required based on contract value (20% of bid price if over $150,000), no Disadvantaged Business Enterprise goals are in effect, and road access to two trailheads varies in difficulty. Notably, contractors must bid on both the base and optional bridge installation portions, with no site visits scheduled prior to contract award. The project involves installing a new trail bridge in the Beartooth Wilderness on the Custer Gallatin National Forest, with a performance period from 08/01/2025 to 09/15/2026.

1240LU25Q0013 Questions & Answers
GAOA Trail Bridge Install in Beartooth Wilderness
Q1: Are the stringers pictured the ones the offerors are to use?
A: Stringers cannot be hauled on pack mules. The stringers are 50¿ long and it is not feasible to bring them on mules.
Q2: What is the amount in liquidated damages?
A: The liquidated damage clause is not included in this procurement. Therefore, it does not apply.
Q3: Is there a bid bond form provided or can the offerors use the surety¿s standard form? Can the
Forest Service let the offerors know what is the amount of the bid bond? 5%,10%. 20%?
A: In accordance with FAR 28.102-1, offers for construction contracts are only required to submit a performance bond on contracts under
$150,000. Therefore, if the bid is under
$150,000, the offeror will need to only submit a performance bond. If the bid is over $150,000, offerors must submit both performance and bid bonds. In accordance with FAR 28.101-2, bid bonds must be at least 20% of the bid price, but not exceed $3 million.
Q4: Is there a DBE goal or good faith efforts goals that needs to be met?
A: Disadvantaged Business Enterprise (DBE) does not apply to this procurement, and no good faith efforts goals need to be met.
Q5: How are the road conditions for access to the two trailheads?
A: Upper Stillwater Trailhead is a much shorter hike into the bridge site. Only 7.5 miles, but the access road to the trailhead itself is rough and should be investigated by the bidders in advance to ensure they are aware of the existing road conditions. While the Stillwater Trailhead from the North is 16.2 miles away, road access is better. It is closer to the current location of the stringers (Meyers Creek Admin Site), and is the access point that the Forest Service personnel typically use.

Q6: How has the Forest Service accessed the site previously?
A: The Forest Service previously worked with private landowners to stage material near the trailhead and were able to pick up and fly from there. Contractors will need to secure their own permission if they wish to do something similar.
Q7: Are the coordinates for the Meyers creek admin site correct on Page 6 of the Statement of
Work?
A: Current coordinates are directing vendors
Roundup, MT. This error can be found on page 6 of the SOW, under the ¿Government Furnished
Items¿ heading. Correct coordinates should be:
45.49011,-109.91255.
Q8: Is there a possibility of requesting an expedited flight plan approval¿either directly with the Forest Service or through the FAA? Is there a process in place to accommodate this request or if there are any additional steps, the offeror should take to ensure compliance within the given timeline.
A: The Forest Service cannot guarantee any such expedited flight plan approval.
Q9: Is there a site-visit scheduled for this project for the optional bridge installation portion of the contract?
A: There will be no site visits prior to the contract award. During the post award phase, the site will be visited a few times. It is several mile hike into the site and typically requires an overnight stay.
Q10: Does the Forest Service want an offer up front for the installation portion?
A: Yes. Each offeror must bid on both the base and option.
