Amendment Details and Key Changes:
The offer submission deadline has been changed to March 3, 2026 at 4:30 PM PST, with documents to be emailed to Contracting Officer Kellie Shaw (kellie.shaw@usda.gov), Contract Specialist Pat Newberry (patricia.newberry@usda.gov), and PPS.proposals@usda.gov. The contractor must commence work within 7 calendar days after receiving the notice to proceed and complete all work within 90 days of commencement. The period of performance is December 1, 2026 through March 1, 2027, with final cleanup of premises included in the completion timeline. Attachments 2 (Schedule of Items) and 4 (Drawings) have been updated to include an optional Parking Area Milling. A site visit was conducted on February 4, 2026 at 11:00 a.m., with attendance from five construction companies: Fixnou LLP, Hance Construction, Sage Construction Group, Robertson Welding and Construction, and Red Bear Construction LLC.
Questions and Answers Summary:
The Q&A document addresses 34 contractor inquiries regarding scope clarifications, material specifications, and project requirements. Key determinations include: ceiling tiles will be painted rather than replaced; siding will be aluminum to match existing; all exterior doors and windows at the bunkhouse are to be replaced; basement windows are being replaced; 30" gas ranges will be installed; lead paint and asbestos testing (rather than full abatement) will be bid; the parking area milling is optional; non-structural concrete does not require testing; the government will remove and store furniture not being replaced; and there are no liquidated damages assessed on the contract. An updated Schedule of Items will reflect these clarifications.

The following quesƟons and answers are being provided for informaƟonal or clarificaƟon purposes only.
1. What is the period of performance expectaƟon? Is it the 90 days listed?
A: Yes – Period of performance is expected to be 12/1/2026-3/1/2027.
2. POP is listed as Dec 1 2026 – March 1 2027, do they have this full amount of days to complete the project?
A: Yes – Period of performance is expected to be 12/1/2026-3/1/2027.
3. The anƟcipated date for construcƟon to start is Dec 1, 2026. The contractor is supposed to commence work 7 days aŌer the NTP. There seems to be a preƩy long gap between the due date and the start date and I wanted to verify it with you.
A: The combined synopsis/solicitation, under Solicitation Information, Other Information, states that construction is anticipated to begin on 12/1/2026 and complete work within 90 days ARO. The ARO is a typo. It should be complete work 90 days after commencement of work.
4. Will there be a SF1442 uploaded to sam.gov to be included with our proposal?
A: Yes.
5. Is this project tax exempt for materials?
A: No it is not.
6. Exterior doors and windows at the bunkhouse look newer are we sure we are replacing them?
A: Yes, exterior doors and windows are to be replaced.
7. On the Garage price schedule line 004AB it says remove replace window. On drawing A5.02 note 02 it says replace missing windowpanes and repair glazing. Are we replacing the windows or just the broken or missing glass?
A: Schedule of items should read repair/reglaze instead of remove/replace. This will be reflected in an updated SOI.
8. There is a dimension for the basement windows, but the keynotes do not specifically state to remove and replace. Are the basement windows being replaced?
A: Yes, the basement windows are being replaced
9. SOI has 60 LF of concrete at the bunkhouse being replaced, but it looks more like 10 LF is damaged. Replacing all or just damaged?
A: Just the damaged section. Will be reflected on updated SOI.
10. The Schedule of Items, 0003AA, the bunkhouse concrete is saying 60lf remove/replace.
The plans state repair sidewalk as needed liŌ uneven secƟons with foam injecƟon. Is the intent to repair the small porƟon of sidewalk where it needs to be liŌed or is there more of a square footage of concrete the government wants replaced?
A: Repair the damaged porƟon of sidewalk. New quanƟty will be on updated SOI.
11. Page A3.01 keynote number 2 says to repair vinyl siding, soffit and facia including all louvers, On the price schedule the quanƟty listed for replace siding is 16 SQ that equals 1600 Square Feet. The exterior walls equal just over 1600 square feet. Do we assume that we are tearing off all siding and replacing all siding? Matching the exisƟng will be nearly impossible and any patches will look just like patches. Also, the vinyl trim around the windows will likely become damaged along with siding installing the new windows.
A: Yes, we are replacing all siding.
12. Page A4.01 shows one water heater on the floor plan however there is two water heaters the second is behind the door as it opens, they both look new along with the furnace and were installed by the same contractor we are guessing at the same Ɵme. On the price schedule a line item is to replace 1 water heater. While touring the Baker House we observed the water heater was leaking and looked in need of replacement on the price schedule there is a line for furnace replacement and not for the water heater do we assume the price schedule is incorrect.
A: The water heater replacement was meant for the House. This will be reflected in the new SOI.
13. Page A1.01 LeŌ side elevaƟon shows the two trees next to the house they are scraping the side of the house will those be removed for the new siding installaƟon or trimmed away from the house wall.
A: Yes
14. Page A2.01 note 03 says to paint all interior walls and repair drywall as needed. In the kitchen table area, the walls are all a tongue and groove wood. Will this area be painted as well?
A: PainƟng will only be on Drywall surfaces only.
15. In the bedrooms there is wood paneling with some damage area it looked as there was no drywall behind the paneling only insulaƟon. Are the paneling walls geƫng painted and patched as well?
A: Paneling will be removed and replaced with drywall.
16. Page A2.01 note 04 It says to remove all ceiling Ɵles repair and texture in all areas with ceiling Ɵle and paint all ceilings. Are we replacing the ceiling Ɵles or installing drywall?
A: Ceiling Ɵles are no longer being replaced. They will just need to be painted. Will be reflected in the updated SOI
17. Drawing A2.01, keynote 4, states remove ceiling Ɵles, repair, and texture (in all areas with ceiling Ɵle). The Schedule of Items 0002AS shows 12 sf of remove/replace ceiling Ɵles. For bids to equal, are we to follow the drawings or do we only bid 12 sf?
18. Page A2.01 note 17 says to remove and replace service entrance meter and electrical panel including breakers. The meter looked to be a new digital style meter, and they are provided by the uƟlity company. Can you provide the name of the uƟlity company? And provide a more detailed SOW.
A: The entrance service meter will no longer be replaced. Will be reflected in the updated SOI.
19. The Price schedule for the Baker House has a quanƟty of 12 square feet for the remove and replace of ceiling Ɵle, the quanƟty of ceiling Ɵle is much greater can you please confirm?
20. Page C1.01 note 01 mill exisƟng asphalt add 6” recycled asphalt aggregate over milled base. The price schedule shows a quanƟty of 4000 square feet. Can you idenƟfy the 4000 square feet area to be milled and new to be added?
A: The SF will start at the garage and extend out towards the entrance unƟl the 4000 SF is met. This also has been moved to an opƟonal item on the updated SOI.
21. Drawing C1.01 and from the site visit, there is a lot more area of exisƟng asphalt than the Schedule of Items is referring. To keep biding equal, shall we account for only replacing 4,000 square feet as per the Schedule of Items?
22. On the Baker house price schedule, the line item 0002BA Lead Paint/Asbestos MiƟgaƟon do we assume all painted surfaces and flooring and Ɵle will need to be miƟgated? Or do we provide an amount to test the areas in quesƟon and then provide a cost to miƟgate the areas that are required?
A: Provide an amount to test the areas. Will state this more clearly on the updated SOI.
23. Page 157 of the specificaƟons provides this model number for refrigerator/freezer
Whirlpool WRF535SWHV or approved equal; however, it is no longer available. This is the model number WHIRLPOOL REFRIGERATOR WRFF3336SW we have been quoted. Is it an acceptable equal?
24. Baker Garage price schedule line 0004AA calls out fiberglass shingles. The Bake Dwelling price schedule line 002AA calls out Asphalt shingles. On page A5.01 note 03 remove and replace Asphalt shingle roof. Fiberglass is more light weight and cost twice as much.
Asphalt is less cost and beƩer for cold weather. Can you confirm the type of shingles for the garage?
A: The Garage should have asphalt shingles. Will be fixed on updated SOI.
25. Can the government define the unit in 0003AC on the Schedule of Items? Is the government referring to a roofing square, 100 square feet? Is the intent to remove/replace the enƟre siding on the bunkhouse with 16 square? The drawings state to “repair” vinyl siding.
A: Yes. This should read remove and replace. Will be shown on updated SOI.
26. The garage also does not have facia boards. Will these need to be added for a proper installaƟon of drip edge or will drip edge be aƩached to the under lying sheeƟng?
A: AƩach drip edge to underlying sheeƟng.
27. During the site visit the question was asked about who is responsible for moving all furniture and decorations from the Bunkhouse, Baker House, and Garage. Will the contractor be required to move and store furniture?
The exisƟng furniture, appliances, etc. that are not being replaced by the contract, will the government or contractor be responsible for moving and storage?
A: The government will remove and store all furniture and appliances not being replaced under the contract.
28. SpecificaƟons for ResidenƟal Appliances 113100-2, specifically 2.4 Range, is specifying an electric range. From the site visit there are gas ranges exisƟng in the bunkhouse (reference drawing 4.02). Is the government intent to have electric ranges installed with new wiring from the panel? If so, will capping and abandoning the gas line be acceptable?
A: Will work on geƫng a new specificaƟon found. Replace with standard 30” gas range.
Cabinet layout will need to be slightly adjusted but should not be an issue since they are being replaced.
29. On the Garage price schedule line number 0004AG remove and replace broken siding quanƟty 2 square. Can you provide the locaƟon of the damaged siding?
A: Any spliƫng or water damaged siding. Cannot recall specific locaƟons on the building.
30. Baker house replace siding doesn’t specify if it replaced with vinyl or aluminum to try and match exisƟng siding. Response?
A: Aluminum siding to match exisƟng.

A: Flooring will no longer be removed and new flooring will be placed over exisƟng.
Ceiling Ɵles are also no longer being removed and will be painted instead. TesƟng for lead paint and asbestos will be present in the SOI.
32. Cast-in Place Concrete 033000-14 specificaƟons, 3.13, field tesƟng of concrete by a third-party inspecƟon agency is being stated. Quality Control 014100, 3.6, also refers to tesƟng and compacƟon tesƟng. The scope of work on the concrete is sidewalks and steps which is a non-structural item, is the government requiring concrete tesƟng and reports for this work?
A: Any non structural Concrete will not need tesƟng
33. Is it possible to extend the RFP submission date for Ɵme to clarify the scope of work for
Abatement?
In the State of Utah the Division of Air Quality (DAQ) has the authority over asbestos projects. They have a set of rules enƟtled R307-801 concerning asbestos inspecƟons and abatements. The DAQ has deemed nearly all structures to be inspected prior to demoliƟon or renovaƟon. I have aƩached both a flyer, flowchart, and the R309-801 rules from the DAQ.
You cannot price asbestos abatements without knowing what building materials contain asbestos. This requires an inspecƟon by a state-cerƟfied asbestos inspector prior to renovaƟon or demoliƟon.
Concerning lead-based paint: All pre-1978 housing would require lead paint inspecƟon if the building is target housing or a child-occupied facility (children 6 or under spend X hours at the facility twice or more a week). Components with lead paint (5,000 PPM or greater) from housing are exempt from the lead paint requirements for disposal. Other faciliƟes would fall under the OSHA requirements, regardless of the amount of lead in paint. The lead paint inspecƟons are required in renovaƟon. (AddiƟonal informaƟon received from this vendor on abatement. I’ll check with CO to see if we want to post with Q&A.)
A: The RFQ submission date is being extended.
A on abatement: Please bid for tesƟng of Lead Paint and Asbestos. The line item for abatement will be changed to tesƟng on the updated SOI.
34. What is the cost per day for liquidated damages?
A: There aren’t any liquidated damage costs assessed on this contract.
