About this file
This document is a Questions and Answers (Q&A) addendum to a federal contract solicitation for greenhouse roof replacement at the Hilo Repository, issued by USDA-FS CSA Intermountain on September 17, 2026. The amendment answers 25 contractor questions regarding project scope, site conditions, scheduling, and operational requirements.
The project scope is limited to replacement of greenhouse roof panels and associated roof accessories for a Conley Series 7500 greenhouse measuring 35.5 feet wide by 36 feet long (extending to 37 feet), with panel full slope length of 19.5 feet. Panels and all associated materials must be contractor-furnished and must maintain compatibility with the existing greenhouse system using Conley materials. The contractor is responsible for all debris removal and lawful disposal. Work must be completed within 90 calendar days of receiving the Notice to Proceed, which must be issued no later than November 28, 2026, to ensure completion by February 26, 2027. Site access is restricted to Monday through Friday, 7:30 AM to 4:00 PM, with the government removing plants prior to construction but retaining metal grow benches and other equipment. The contractor bears responsibility for protecting all remaining contents from falling debris, dust, water intrusion, and damage. Roof replacement may be performed in sections with no maximum allowable open-roof area requirement, and no temporary weather protection is required. Deteriorated framing or support components discovered during work will be treated as differing site conditions requiring separate quotes. The labor classification for this work is Glazier under Hawaii Wage Determination HI20260001. A Hawaii state contractor license is required, local subcontractors and equipment rental providers are permitted, and material staging areas and on-site parking will be accommodated within reason.

Greenhouse Roof Replacement Hilo Repository Questions and Answers 001
Q1. Site visit and existing conditions & Roof dimensions and quantities:
Could you provide photographs, Greenhouse Manufacturer, dimensions/measurements and the panel count? I could not find this information in the documentation.
A1.
• Manufacturer: Conley
• Series 7500
• 35.5’ wide x 36’ long, (roof extend out to 37’)
• Length of Panel full slope, 19.5’
• 19.5’ under the vent & 4.56’ for the vent
Q2. Existing support structure:
We plan to include a pre-trip to ensure all measurements and quantities are correct. If deteriorated framing, purlins, flashing, or other supporting components are discovered during the review or after removal of the existing panels, how will that work be addressed and priced?
A2. We would need a separate quote to have those issues addressed. This would be treated as a differing site condition.
Q3. Temporary weather protection:
What temporary protection measures are required if portions of the greenhouse remain exposed overnight or during inclement weather?
A3. No, weather protection is needed.
Q4. Site access and staging:
What areas will be available for material delivery, equipment staging, storage, and debris removal? Are there restrictions on delivery vehicles or equipment access? Will we be responsible for the cost of debris removal?
A4. We can arrange a material delivery area and equipment storage. Contractor will be responsible for the cost of debris removal.
Q5. Greenhouse operations & Schedule and working hours:
Will the greenhouse remain operational during construction, and are there requirements for protecting plants, research materials, utilities, or other Government property? Can we have access to the work site 7 days a week; 7am to 7pm? Are there site-specific working-hour restrictions, blackout dates, or operational constraints that should be incorporated into the project schedule?
A5.
• No, the government will remove plants from the greenhouse prior to construction.
There will be metal grow benches that will remain in the greenhouse.
• No, access to the site will be Monday-Friday, 7:30am - 4:00 pm.
Q6. Local labor and equipment Are contractors permitted to use local subcontractors and equipment-rental providers for mobilization and site work?
A6. Yes
Q7. Davis-Bacon Classification: Do you have input on Which labor classification under Wage Determination HI20260001 should be applied to the removal and installation of 8mm twin-wall polycarbonate greenhouse roof panels – Roofers, Sheet Metal Workers, or Glaziers?
A7. The Glazier classification best suits the work of installing polycarbonate greenhouse roofing.
Q8. Period of Performance: The SF1442 (Item 11) states the contractor shall complete performance within 90 calendar days after receiving notice to proceed. The continuation sheet lists a Period of Performance of 10/01/2026 to 02/26/2027, which spans approximately 148 days.
Please confirm which governs.
A8. Once the notice to proceed (NTP) is issued, the contractor will have 90 days to complete the project. The NTP must be issued starting work no later than 11/28/2026, to allow the entire project to be completed by 2/26/2027. If issued before 11/28/2026, the 90 day contract time begins, and the project must be complete at the end of the 90th day no matter what calendar date it falls on.
Q9. Material Staging/Laydown: As an out-of-state contractor, we would freight materials to Hawaii ahead of our crew's arrival and use a drayage company to deliver them to the site in advance of mobilization. Is there a designated laydown or staging area on site where delivered roofing materials could be stored prior to our crew's arrival and the start of installation? Please advise on space availability and any access restrictions for delivery trucks.
A9.
• Staging area can be accommodated within reason.
• Delivery driver must coordinate with POC to schedule drop off
Q10. On-Site Parking/Equipment: Are there any restrictions on contractor-provided vehicles, rental equipment, or a job trailer being parked or staged on site during the period of performance?
A10. On-Site Parking/Equipment will be accommodated within reason.
Q11. State Contractor Licensing: Does performance of this contract require the contractor to hold a Hawaii state contractor license, or is the Hilo Repository considered federal property for purposes of state licensing jurisdiction? We would appreciate written confirmation on this point given the nature of the site.
A11. A Hawaii state contractor’s license will be required for the work on this project.
Q12. The Government advised that the plants will be removed before construction. Please confirm whether all plants and research materials will be removed before work begins. Please also confirm whether the existing benches, irrigation lines, tools, equipment, and other contents will remain inside the greenhouse.
