About this file
This is a Questions and Answers document for Amendment 0001 to the Soap Creek West Bank Repair project located in the Gunnison Ranger District, Colorado, issued by the U.S. Forest Service Procurement & Property Services on September 16, 2026.
The document addresses contractor inquiries regarding material sourcing, project logistics, and technical requirements. Key clarifications include: boulders for rootwad placement can be scavenged onsite; all rip rap for bank and barb must be imported unless explicitly designated as government-furnished; traffic control, dewatering, and sediment control plans do not require professional engineer stamps; staging areas have been pre-identified on provided maps with two campsites and a turnout designated for closure during construction; and contractors may stay on site using available developed or dispersed camping. Construction activities must occur during the low-water window between August 15th and October 15th with a mandatory 120-day completion timeframe. The Forest Service will provide construction staking/survey and will aid in locating and selecting trees for rootwad collection, with trees to be flagged and mapped by USFS personnel and located before Commissary Hill in areas safely accessible with standard hauling equipment. The contractor is responsible for tree collection with USFS assistance in selection. A bid bond is not required. Geotextile fabric is specified for barb details, and oversight design will be provided. No qualifications or disclaimers regarding accessibility of government-furnished root wad collection locations are acceptable in proposals.

SUBJECT: Summary of Changes, Amendment 0001, Soap Creek West Bank Repair, Gunnison Ranger District Colorado
Contractor Questions
On the plan sheet D5, there is a requirement for boulders in the rootwad placement. Are these boulders to be scavenged/borrowed on site or imported?
Forest Service Response
Those boulders can be scavenged/borrowed from onsite.
Do the traffic control & dewatering and sediment control plans require a PE stamp?
No
Have limits of disturbance been designated as far as stockpiling/staging material or is best practices within the general project site?
A. If limits of disturbance have been designated, could you prove a drawing/map or an approximate square footage of the area.
Forest Service Response
We pre-identified staging areas. They should show as points in the map attached, but the square footage is not delineated. As shown on the map, the two campsites and turnout closest to the stream work will be closed during constructions activities for staging.
I didn't see anything about the survey for the project, either construction survey or asbuilt closeout requirements.
A. Is construction survey/layout the responsibility of the contractor or Forest Service?
B. Are there any requirements for as-built post construction survey.
C. If yes, is it the responsibility of the contractor or the Forest Service?
Forest Service Response:
A. Construction staking/survey is the responsibility of the Forest Service
B. There are no strict requirements outlined, but final approval and acceptance of work is the responsibility of the Forest Service. USFS technical monitors will appear onsite regularly to monitor progress of work.
Are project dates extending into September 2027 or is there an anticipated date for the NTP? If NTP date has been appointed, are we held to 120day completion time allowance?
Forest Service Response:
The construction activities for this project must occur during low-water condition, which should be understood (for the sake of this project) to fall between August 15th and October 15th. Because of this relatively short window, all onsite construction activities must be completed within 120 days (please see attached schedule in SOW).
Is all rip rap for bank and barb to be imported??
Forest Service Response
Yes. Unless a material or supply is explicitly stated in the schedule of items as government furnished, the contractor should plan to import it.
Where is an appropriate staging area for materials and can contractor stay on site?
The contractor can definitely stay on site. There are available developed as well as dispersed camping opportunities. The staging areas for materials have been preidentified on the maps provided
How far are root wads, footer logs and boulders estimated to be from their installation area on the bank?
Detail is called out in the provided construction drawings.
Will Site #11 and #12 be closed during construction?
Yes, Site 11 and Site 12 will be closed during construction.
Are their site pictures available?
The only photos available are ones provided in the SOW.
Is there a specific in-stream working window?
Forest Service Response
Stream work should occur during low-water condition. This condition typically exists between late summer and the first significant snowfall. This will be discussed during the Kick off meeting to the awarded contractor, however the estimated timeframes would look to be around August and October.
Will the trees be furnished and staged at the project site by the USFS/Government? If not, will USFS aid in the selection of the trees to be harvested?
A. If not furnished and staged by the USFS, is it anticipated that the trees can be harvested near the project location so that an excavator can walk from the harvest location to the project site without the use of trucking?
B. What is the fabric called out in the detail for the barb? Is this a mirafi or something different?
C. If not furnished and staged by the USFS, is it anticipated that the trees can be harvested near the project location so that an excavator can walk from the harvest location to the project site without the use of trucking
D. Will there be oversight design?
Forest Service Response
A. We intend for the contractor to collect the trees themselves, but the USFS will aid in locating and selecting trees.
B. Geotextile.
C. Yes D. Yes.
Contractor Question
Is a bid bond required, and if so, what is the amount or percentage?
Forest Service Response
A bid bond is not required to be submitted with your proposal. The solicitation does not contain FAR 52.228-1 (Bid Guarantee), meaning no pre-award security is required during the bidding phase.
Drawings state that logs are government furnished; are boulders and other materials to be sourced onsite or imported?
Forest Service Response
Any materials not stated as government-furnished will have to be imported for the sake of time and cost-effectiveness. However, some boulders for the rootwads can likely be source onsite.
Will the government furnished trees/root wads be located before commissary hill or in an area that is safely accessible with the required hauling equipment?
Yes. No operations will be expected at or beyond Commissary Hill.
Will the Forest Service identify and designate the specific locations where the contractor is to collect the trees/root wads
Yes. Trees for rootwad/log collection will be flagged and mapped by USFS personnel.
If the designated trees/root wads are located beyond Commissary Hill or in an area that cannot reasonably be accessed with the necessary trailer/equipment, how should contractors account for this in their proposals?
Forest Service Response
The contractor should expect to be able to access trees with a backhoe/excavator and load onto a trailer staged nearby. The contractor will not be expected to collect trees that are not reasonably accessible with a piece of heavy equipment and a large trailer. Trees selected will be as close to developed roads as possible to mitigate impacts.
Would it be acceptable for contractors to include a qualification or disclaimer regarding accessibility of the Government-furnished root wad collection locations?
No
Is there a source in mind for the step boulders?
Forest Service Response
There is not a specific source in mind. I just know that there are a lot of boulders around the campground and along the road nearby
