About this file

This is a Statement of Work (SOW) issued by the US Department of Agriculture (USDA) for the Soap Creek Campground Streambank Rehabilitation project located on the Gunnison Ranger District at GPS coordinates 38.549728°, -107.317753°. The project involves repairing approximately 200 feet of the west bank of Soap Creek adjacent to campsites #11 and #12, following erosion damage from a 2019 high spring runoff event that threatened the recreational sites.

The contractor must perform stream bank stabilization work including hauling and installing imported riprap, installing one rock stream barb, installing five root wads (government-furnished logs sourced from National Forest land within 10 miles of the site), constructing three rockery steps for pedestrian access, regrading and hardening the streambank, hauling away excess streambed material, revegetating the bank with locally-sourced willow plugs and onsite willow cuttings, and decommissioning disturbed areas. Work must occur during low-water conditions using best stream management practices, with contractor-provided traffic control and water/sediment control plans subject to USFS Project Manager approval. Key deliverables include submission of traffic control and sediment control plans no later than two weeks prior to mobilization, equipment mobilization by August 15th, completion of all field tasks by October 15th, and final site inspection prior to demobilization before snowfall closes campground access. The contractor must supply a resume for the head of field operations/onsite supervisor. Applicable specifications include Federal Highway Association standards, USFS Supplemental Specifications, Bureau of Reclamation Bank Stabilization Design Guidelines, and NRCS Stream Restoration Planning & Design guidance. No Army Corps of Engineers permit is required as the project falls within nationwide permit provisions for stream activities.

Project

Soap Creek CG Streambank Rehabilitation

General Information

1.0 Scope of Work

This project involves repairing approximately 200 ft. of the west bank of Soap Creek adjacent to sites #11 and #12 in Soap Creek Campground on the Gunnison Ranger District. The stream work will include hardening the banks with imported riprap, installing one rock stream barb, five root wads, and planting willows. For details or examples of the work requested, see construction drawings. Drawings rely on specifications outlined in the NRCS Stream Restoration and Design Field Guide and the USDA’s National Engineering Handbook, Part 654, Streambank Armor Protection with Stone Structures, Technical Supplement 14K.

2.0 Background

In 2019, a high spring runoff event significantly widened a section of Soap Creek, threatening the two campsites. The goal of this project is to prevent further stream bank destabilization on the western bank adjacent to the campground, in perpetuity, while simulating the existing stream ecosystem as much as possible, within budgetary constraints, as per

USFS design standards. Since this stream work is directly adjacent to a recreational site, aesthetics and recreational functionality are also important considerations.

The GPS location for the project site is 38.549728°, -107.317753°. Affected stream bank is adjacent to Sites #11 and #12 in the Soap Creek Campground along NFSR 771.2C on the Gunnison Ranger District. See maps and drawings supplied for more details.

Contractor Requirements

3.0 Technical Requirements / Tasks

Stream bank stabilization treatments are to include:

1. Hauling, delivery, and storing of riprap and rockery at site, size classification(s) and volume(s) provided in schedule of items,

2. Selection, hauling, delivery, and storing of five (5) logs with full root wads intact and five (5) logs without root wads, government furnished, sourced on National Forest land within the Soap Creek Drainage- no more than ten

(10) miles from project site

3. Installation of one steam barb, otherwise known as a rock vein or j-hook, made of imported rock and/or root wads,

4. Streambank regrading, hardening, and reinforcement with boulders and five (5) root wads,

5. The construction of three (3) rockery steps built into stabilized bank for pedestrian access to stream,

6. Hauling away and proper disposal of excess streambed material,

7. Revegetation of streambank, to include the planting of locally sourced willow plugs and willow cuttings sourced onsite, and

8. Decommissioning and rehabilitation of disturbed areas, as needed.

Additional project stipulations are listed below:

1. The project is to occur during low-water conditions using best stream management practices and

2. The contractor is to provide traffic control and dewatering and sediment control plans, to be enforced for duration of construction activities.

3. Compliance with all applicable standards and specifications.

The scope of work of this project falls within the nationwide permit for stream activities; therefore, an Army Corps permit is not required.

Applicable Specifications & Resources Include:

• The Federal Highway Association’s Standard Specifications for Construction of Roads and Bridges on Federal

Highway Projects, FP-24, Sections 100, 150, 200, 250, 624, 703, 704, & 705

• USFS Supplemental Specifications, Sections 100, 150, 250, 624, 703, 704, & 705
