Amendment 0001 Summary

This is Amendment 0001 to Solicitation 1240LT26Q0168 issued by the USDA Forest Service, Intermountain Region (CSA) on August 26, 2026. The amendment addresses the "Forest Wide Well Decommissioning" project for the Mystic River and Custer Ranger Districts in the Black Hills National Forest, South Dakota. The contracting officer is Lucas J. Dahlman, and the point of contact for this amendment is Contract Specialist Holly Hlavac (Holly.Hlavac@usda.gov). The amendment makes three substantive changes: consolidates contractor questions and answers from a pre-bid site visit (with the sign-in sheet redacted for privacy); provides Revision 1 to Attachment 1 (Statement of Work) and Revision 1 to Attachment 2 (Schedule of Items), with all changes highlighted in red font; and extends the period of performance end date from July 31, 2027 to September 30, 2027. The overall performance period is now September 30, 2026 through September 30, 2027.

The consolidated Q&A addresses six technical questions regarding well decommissioning procedures. Key clarifications include: three wells (Map #4 Rifle Pit Well, Map #8 South Rockerville, and Map #16 Slate Prairie Well) are not accessible with a 4-wheeled F550 truck and 20-foot trailer but contractors should be able to reach within 50 feet of remaining wells; steel and concrete pipe must be removed flush with ground surface; both cement grout and bentonite grout are acceptable; bentonite chips may be used per South Dakota regulations (74:02:04:69) as a "clay" backfill material with tremie pipe required for casing diameters less than 16 inches; and if bentonite chips are used as backfill, a minimum of two feet of dry bentonite, bentonite grout, or cement grout must be placed at the aquifer top, with the upper three feet of casing or hole backfilled with native material if not filled with clay products.

SUBJECT: Summary of Changes, Amendment 0001, Consolidated Questions and Answers, Forest Wide Well Decommissioning Mystic River and Custer Ranger Districts, Black Hills National Forest, South Dakota

Contractor Questions:

1. Are all of the well locations accessible with a 4 wheeled F550 truck and a 20ft long trailer U.S. Forest Service Response:

No. The below wells are not accessible with the equipment listed above. They should be able to get within 50’ of the remaining wells.

Map #4 Rifle Pit Well Map #8 South Rockerville Map #16 Slate Prairie Well

2. Does pipe removal include a depth below the ground surface or does flush with the ground surface meet the requirements?

U.S. Forest Service Response:

Steel and concrete pipe is to be removed flush with the surrounding ground.

3. Can cement grout be used, or just bentonite grout?

U.S. Forest Service Response:

Cement grout may be used.

4. Can bentonite chips be used in lieu of grout to fill larger diameter holes?

U.S. Forest Service Response:

Bentonite chips may be used in accordance with South Dakota 74:02:04:69 Requirements for plugging wells or test holes completed into unconfined aquifers with only one aquifer encountered. In Rule 69, bentonite chips fall under the definition of “clay” within that rule. For the wells with casing diameters less than 16 inches, you would need to tremie pipe in the chips.

5. If chips are used, do the chips have to be capped with concrete?

U.S. Forest Service Response:

No. In Rule 69, bentonite chips falls under the definition of “clay” within that rule. If clay (bentonite chips) is to be used as a backfill material, a minimum of two feet of dry bentonite, bentonite grout, or cement grout must be placed at the top of the aquifer. The top three feet of casing or hole, if not filled with clay, bentonite grout, or cement grout, shall be backfilled with native material.

6. Can the Period of Performance delivery date change to September 30, 2027?

U.S. Forest Service Response:

Period of Performance delivery date has changed from July 31, 2027, to September 30, 2027.
