About this file

This is Amendment 0002 to Solicitation 1240LT26Q0165, issued by USDA-FS CSA Intermountain 8 on August 11, 2026, with an effective date of September 9, 2026. The amendment provides clarifications to a metal roof replacement project at the Wapiti Ranger Station in Cody, Wyoming. The period of performance runs from October 1, 2026 to November 1, 2027, with contract time specified as 30 calendar days after the effective date of Notice to Proceed, subject to authorized extensions. The preferred roof system is standing seam, 24 gauge metal with a green finish/color, with the specific color to be finalized post-award during the submittal phase. Optional line items for sheeting, soffit, and fascia repairs should be priced as unit rates (per square foot or linear foot), and contractors must include hazardous materials testing and potential abatement in their proposals, as no prior asbestos or hazardous materials testing has been conducted.

The amendment addresses site logistics and operational constraints for the Forest Service administrative site. A designated staging area is provided for materials, equipment, and dumpsters, with site access via combo lock provided to the awarded contractor. Operational hours are restricted to 0800–1600 to accommodate Forest Service staff living on-site. Winter weather conditions will be considered, but contractors must account for seasonal constraints in schedule development. Optional line items will be evaluated based on unit cost rather than estimated quantities, as quantities are unknown and subject to change based on conditions discovered during work. The applicable Davis-Bacon Act Wage Determination is WD20260041. The proposal due date remains unchanged. Point of contact is Lucas Dahlman at lucas.dahlman@usda.gov.

Question and Answers

1. The solicitation specifies the installation of a "new metal roof system" but does not detail the technical specifications. Could the Government clarify the required metal panel profile (e.g., standing seam, exposed fastener), panel gauge (e.g., 24 or 26 gauge), material, and finish/color requirements?

ANSWER: Preferred roof system is standing seam, 24 gauge with a green finish/color. Specific color requirement to be finalized after award during submittal phase of contract. Updated SOI document from 8-24-26 specified hidden fastener (standing seam) profile.

2. Regarding the optional line items for sheeting, soffit, facia repairs, could the Government provide estimated quantities (e.g., square footage for sheeting, linear footage for soffit/fascia) or confirm if these should be priced as unit rates (e.g., per SF or LF)?

ANSWER: These should be priced as unit rates (e.g. per SF or LF) as seen in the SOI.

3. Given that the project involves the removal and disposal of existing asphalt roofing, has any hazardous material testing (specifically for asbestos in the shingles, felt, or mastic) been conducted? If so, can the Government provide the report, or should contractors include testing and potential abatement in their proposals?

ANSWER: No asbestos or hazardous materials testing has been completed; contractors should include testing and potential abatement in their proposals.

4. The period of performance is 12 months, and the project is located in Cody, Wyoming, which experiences severe winter weather. Will the Government permit a winter shutdown period where the contract clock is paused, or must the contractor plan to complete all work within a continuous

12-month period regardless of seasonal weather constraints?

ANSWER: Winer conditions will be taken into consideration however, the contractor will need to account for the weather during schedule development. Also worth noting that contract time is specified as 30 calendar days after effective date of NTP, subject to extensions as authorized.

5. Will the Government designate a specific on-site laydown area for materials, equipment, and a dumpster at the Wapiti Ranger Station? Additionally, are there any site access, security, or operational hour restrictions we must adhere to during construction?

ANSWER: Staging area identified in Staging Area Map (attached). Site is Forest Service admin site. The Contractor given the award will be given a combo lock to RS for site access during work period. Operational hours from 0800 - 1600 to accommodate FS staff living at the site.

6. While the solicitation notes adherence to Davis-Bacon Act wage determinations, the specific

Wage Determination (WD) number is not specified. Could the Government confirm the applicable WD number and category (e.g., Building or Residential) for this project?

ANSWER: Refer to Solicitation attachment 4_WD20260041.

7. The solicitation warns that the Government may reject offers with significantly unbalanced option prices. Could the Government clarify how the optional line items (sheeting, soffit, fascia repairs) will be factored into the price evaluation for award (e.g., will the total evaluated price include the base bid plus all options at maximum estimated quantities)?

ANSWER: Option items will be evaluated based on unit cost rather than estimated quantities as quantities are unknown and subject to change depending on conditions discovered during work.
