About this file

This document is a Questions and Answers (Q&A) file related to a federal contract opportunity for interior flooring installation at a Forest Service (FS) facility. The file addresses contractor responsibilities and site logistics for the project.

Key requirements include: the contractor must arrange secure off-site storage for furniture with one day allowed for pod loading/unloading; the contractor is responsible for removing, storing, and reinstalling all furniture and peripheral electronics (monitors, etc.), while FS personnel will handle laptops, radios, and printers; a dumpster may be approved on-site if located to avoid impeding access, security, and safety, positioned at least 100 feet from buildings; the contractor must plan for employee access to a minimum of one large room for operations during installation, with the specific schedule to be determined post-award; work is not permitted on weekends; concrete surface preparation must follow manufacturer recommendations to maintain warranties; and contractors may propose alternative materials if the specified materials cannot meet installation and warranty requirements, with full justification and assumptions provided. The document also notes that the previous contractor's mastic removal method is unknown. An attendee sign-in sheet dated 1-29-26 for a SERCA RFP Flooring meeting is included as a secondary page.

Text version

• Will storage on-site for furniture be allowed?

o There is not a lot of room on-site for a storage container for furniture during the project that won’t interfere with site access. Plan for storage off-site that is secure. One day for loading and unloading a pod may be acceptable. Please include assumptions and project plan for storage in purpose.

• Will the Contractor be responsible for moving and storing electronic equipment? (computer, monitors, printers, radios, etc) o It is the contractor’s responsibility to remove, store, and reinstall all furniture and packed boxes to the rooms and conditions they were before the start of the project. This may include monitors, peripheral electronics, etc. FS fire personnel will move laptops, radio/communication equipment, and printers.

• Will a dumpster be allowed to be left on site?

o A dumpster may be approved to be left onsite during construction if it can be located so as not to impede access, security, and safety. It will not be allowed to be placed near a building but will be within 100 feet

• What is the required area to be left for employees to work out of during the project?

o There will be a varying number of employees working from the building during implementation depending on fire activity. Depending on the time of year and duration, we may be able to vacate the building completely, but actual implementation needs will be determined after award and once a schedule for the work is known. Plan for having employee access to at a minimum of one large room for their operations and workstations at a time during installation. This could be the conference room and then move to another room as needed. Please include your plan for this in your proposal.

• Can work be done on the weekends?

o Work is not allowed on the weekends.

• How was the mastic from the carpet removed by the previous contractor?

o Unknown.

• Is griding of the concrete for a more level and adhesive surface required?

o It is required to follow manufacturer’s recommendations for installation. State in proposal all assumptions and need to ensure warranties are kept.

• Can an alternative material for the offices be recommended?

o Yes, if the proposed materials are not suitable for the installation and warranties cannot be met, propose a different material in your proposal, state why and all assumptions.
