About this file

This is a Questions and Answers document for federal contract solicitation 1240LT26Q0078, titled "CTNF Teton Basin Grants Darby Single Vault Toilet." The Q&A addresses nine vendor inquiries regarding the installation of a single vault toilet at a trailhead facility in the Teton Basin area.

Key clarifications from the government include: the original October 1 delivery date has been extended via Amendment 0001 to accommodate the five-month manufacturing lead time required by vault toilet manufacturers; excavated material disposal location will be determined post-excavation based on site conditions, heritage considerations, and aquatic zone constraints, with contractors responsible for determining feasibility of reuse as backfill; moisture content measurement requirements for fill compaction remain mandatory to ensure proper foundation stability and prevent future cracking and settling; the project must be constructed exactly as shown in the contract drawings, including the privacy screen in front of the door, with no substitutions accepted; and base material specifications and backfill procedures are detailed in Specification 133402-12 Section 3.3 and Section 312000-2 Section 2.1, respectively. The government encourages vendors to conduct independent site verification prior to bidding, as no formal site visit was planned. For weed-seed-certified aggregate material, the nearest known source is the town of Driggs, approximately 10.5 miles from the project site.

Project Title: CTNF Teton Basin Grants Darby Single Vault Toilet Solicitation#: 1240LT26Q0078

Q & A

1. The manufacturers of the vault toilet meeting the specifications of the contract require a 5 month lead time. Meeting a 1 Oct delivery date does not align with the current material lead time. Will the government extend the 1 Oct due date to allow for the long material lead time?

Yes, please see amendment 0001

2. Can the government identify the disposal location where the excavated material will be hauled to include the haul route and distance?

The location will be determined based on actual material that the contractor needs to dispose of; accounting for heritage, aquatic zones, etc. This is a trailhead that is graded and designed, so the material can't alter the slopes, which would affect run-off, etc. Some contractors will use most of the fill and others won't. Also, until the excavation takes place, we don't know if the material is suitable backfill.

3. The area around the vault toilet will be unpaved. Can the requirement to measure moisture content be removed to simplify construction due to the non-critical nature of the fill around the precast toilet?

The moisture control is intended to ensure proper compaction, providing a stable foundation for the building, preventing future cracking and settling.

4. Will the government accept other vault toilets that do not have the privacy screen in front of the door as long as they meet the performance specifications in the SOW?

Project must be bid as shown in the drawings.

5. Where would you like the excavated spoils placed or disposed of after the vault is installed?

See Section 024100-1 Section 3.1 C

Q & A

6. Can the excavation be backfilled using the native material removed for the vault installation?

See Section 312000-2 Section 2.1

7. What are the existing ground conditions at the site? Is there significant rock present, particularly rocks exceeding 6 inches in size?

There was no formal site visit planned. Vendors are encouraged to verify site conditions prior to bidding

8. What are the specifications for the base material beneath the vault (type, thickness, compaction requirements, etc.)?

See Specification 133402-12 Section 3.3

9. Are there any known rock pits or aggregate suppliers within approximately 25 miles of the project that can provide weed-seed-certified material?

The town of Driggs is approximately 10.5 miles from the site. Vendors should verify available pit sources.
