LUCERNE CAMPGROUND RECONSTRUCTION PHASE 5 AMENDMENT 001
• Site Visit (Wed., 4/1/26, 1:30pm)
• Questions either in-person at the Site Visit, or via E-mails before or after the Site Visit.
Pipeline Quantities; clarification between Contract Drawings and Schedule of Items:
1. Drawing W2 – this work is BASE WORK… 831 LF of 4” HDPE, w/ appurtenances.
2. Drawing W3 – this work is OPTION: Irrigation Mainline Segments 2 & 3… 700 LF of 4” HDPE, w/ appurtenances.
3. Drawing W4 – 75 LF at the Road Crossing is BASE WORK, the rest is OPTION: Irrigation Mainline
Segments 2 & 3… 440 LF – 75 LF = 365 LF of 4” HDPE, w/ appurtenances.
4. Drawing W5 – this work is BASE WORK… 378 LF of 4” HDPE, w/ appurtenances.
5. Schedule Of Items, BASE WORK = 831 (Note 1 above) + 75 (Note 3 above) + 378 (Note 4 above) = 1284
LF.
6. Schedule Of Items, OPTION: Irrigation Mainline Segments 2 & 3 = 700 (Note 2 above) + 365 (Note 3 above) = 1065 LF.
Q&A:
Q1) Is there a price range for this project? There is typically a range of like $250k - $1million, $1 million - $3million, etc.
A1) No, there is no stated price range. The revolutionary FAR overhaul no longer requires project magnitudes to be disclosed.
Q2) Is the “lowest price technically acceptable” based on the Base work or the Base work plus some combination of the Option work?
A2) Per the referenced clause FAR 52.217-5 Evaluation of Options - Except when it is determined in accordance with FAR 17.202(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
Q3) Is there a hazmat survey clearance for the 2 old toilet buildings to be demolished?
A3) No. These buildings are the same make & model of prior buildings that were cleared and removed from Loops A, B, C, D, and G in 2009 and 2018. They are older model Romtec Buildings; with recorded install date of 1978, with 410 sq ft footprint (approx).
Q4) Roof Pitch of the Poligon 14x14 in the Drawings is steeper than the Roof Pitch of the existing Poligon 14x14. Which do we want?
A4) Roof pitch shall be 1:12, to match the existing pre-manufactured shelters located in Loops A through D.
Specification Section 136000, 2.1.D.1 shall be revised to:
Roof: Monoslope, Pitch 1:12
Q5) Section C Technical Specifications 1.3.A.1. states:
Construction areas will be closed to the public during construction. The Forest Service will issue a closure order to the public. The Contractor will be responsible for signing and limiting public access. The Contractor shall construct a temporary fence with appropriate signing at locations necessary to keep the public out of the work area.
A5) Camping and access to Loops A thru D, and Loop G shall remain in effect. Temporary closures at the entryway of each of these loops for the Irrigation System and Landscaping Work shall be closely coordinated with Contracting Officer. Temporary closure of entry roads to each of these Loops for camping shall only be for a few hours at a time, coordinated with Contracting Officer, to accommodate the ongoing camping.
Section C Technical Specifications 1.3.A.2. states:
“Access to Loops A, B, C, D & G and the main entrance road must remain open to the public at all times during construction, except for when work is being performed in those areas. The contractor is responsible for providing traffic control when needed according to Section 1.4 below.”
Subsection 1.3.A.2 is accurate. However, Subsection 1.3.A.1 shall be deleted.
Q6) Directional Drilling vs Open Cut; Can HDD be used in lieu of open trenching under asphalt? If allowed, provide requirements. If not, confirm full asphalt repair scope.
A6) Contractor can propose value-engineering if it saves the government money. The contractor would be responsible for proposing what they plan to do rather than the government providing additional requirements for something that is outside the scope of the project. If boring is proposed and approved, the contractor shall demonstrate that the installed line fully meets the sloped requirements for drainage. The contractor shall provide a mechanism (test) to show that the pipe is fully sloped without low points and connects to upslope and downslope connections points without bellies or low spots.
Q7) Asphalt Trench Repair Requirements; Clarify trench repair limits, pavement section, sawcut requirements, and whether repair is incidental or paid separately.
A7) As shown in the clouded sections of Contract Drawings and Technical Specifications, the scope of work does not include pulverizing and reconstructing asphalt road (shown on R4), or sections of asphalt crack repair (shown on R1). However, asphalt paving is still needed to patch existing roads at trench crossings.
Drawing W6 detail shows required asphalt cross-section and limits for repairs.

Q8) Utility Conflicts; Confirm accuracy of existing utilities and required separation distances. Clarify compensation for conflicts.
A8) See Note 1 on Drawing DE1 and Note 4 on Drawing W1 regarding contractor responsibilities for utility locating. Drawing W7 shows separation distances.
Q9) Irrigation Scope Clarification; Clarify which zones are Base vs Option, and full scope including controllers, valves, and commissioning.
A9) Waterlines, see Pipeline Quantities; Clarification between Drawings and Schedule Of Items above. It shows the breakdown of what is Base Work and what is Option Work.
Q10) Access & Traffic Control; Clarify work windows, closures, and whether traffic control is incidental.
A10) Section C 1.4 A TRAFFIC CONTROL AND CONSTRUCTION SIGNING states "Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items."
Camping and access to Loops A thru D, and Loop G shall remain in effect. Temporary closures at the entryway of each of these loops for the Irrigation System and Landscaping Work shall be closely coordinated with Contracting Officer. Subsection 1.3.A.2 is accurate. However, Subsection 1.3.A.1 shall be deleted.
Q11) Incidental vs Pay Items; Clarify whether items like trench repair, traffic control, and testing are incidental or paid.
A11) Section C 1.4 A TRAFFIC CONTROL AND CONSTRUCTION SIGNING states "Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items."
Q12) Statement of Work. Paragraph 1.3.A.4 requires equipment to be cleaned before entering National Forest System Lands. Will equipment inspection be required? If so, where will this take place and what is the notification requirement for scheduling?
A12) Contractor and Contracting Officer will monitor the equipment coming onto the site and will be randomly inspecting it . No formal, scheduled inspections will occur. It is contractor’s responsibility to bring equipment onto the project site that has been cleaned per 1.3.A.4.
Q13) Paragraph 1.3.A.6 states that water is to be pumped from the reservoir for construction water. Is there special permitting required to pull water from the reservoir? What is the location where this is to be accomplished?
A13) Forest Service has water rights to perform this work. Coordinate with Contracting Officer. Location will be off to the side of the boat ramp at Lucerne.
Q14) Paragraph 1.3.A.8 states power is available for construction; however contractor must coordinate payment to the concessionaire. Who is the concessionaire and what is the rate for power usage? Will a separate meter be required?
A14) Only limited, incidental power is available from existing toilet buildings. For such usage, no separate meter would be required. Power for construction equipment & power tools is not available. Such power would need to be provided by contractors via portable power generators.
Q15) Paragraph 1.5.A states that camping is permitted within the construction area. At the site visit it was stated that this was not the case. Please confirm if camping in the construction area is acceptable. What is the Rate for camping at the campground and will special reservations need to be made in advance?
A15) Contractor can make the necessary arrangements with the on-site campground concessionaire and the Contracting Officer to stay in either Loop E or Loop F. Nightly rates vary from $20-$30 nightly, and the duration limit of 16 days can be waived.
Q16) Specifications included are titled as Phase 4. Are the correct specifications provided with the project documents. If so will inapplicable sections be removed? ie Irrigation Barge, Select Borrow, A16) The first page of Section C shows “Phase 5” but all other specs show “Phase 4” in error. Even though labeled with the Phase 4, the Technical Specifications are appropriate for this Project as attached and included in this Solicitation. Project Drawings, Schedule of Items, and Section C of Technical Specifications do a good job of explaining what work is included in the scope of work and what is not. The Technical Specifications will not be further edited to remove any references to work not included in the scope of work.
Q17) Specification 023701 requires a NPDES permit to be submitted. At the site visit it was stated that no SWPPP would be required. Please confirm if this permit is required.
A17) NPDES permits are required for any project that disturbs more than 1 acre, in the State of Utah. This project is anticipated to disturb more than 1 acre and therefore, it does require a NPDES permit based on the disturbed area.
Q18) Specification 024100, paragraph 3.1 identifies a waste disposal area. Can this location be identified on the plans to account for hauling?
A18) Section 024100 (3.1)(D) states: Disposal Area: All waste material above “shall be hauled to the designated disposal area on Government property within 4 miles of the campground, as designated by the Contracting Officer.”
Q19) Specification 024102, paragraph 3.2.d references use of borrow material or excess excavation material. What is the location of the approved borrow material?
A19) Sheet G1: BORROW SOURCE: THE GOVERNMENT SOURCE FOR PIPE ZONE MATERIAL, SPECIAL BEDDING AND SELECT BORROW IS LOCATED APPROX. 3 MILES FROM THE
CAMPGROUND.
Section 312010 (2.3): SOURCE
A. Select borrow shall be obtained from a government borrow area designated by the Contracting Officer.
The source is located within 4 miles of the campground.
Q20) Specification 133402, paragraph 2.1.D references "Tioga" Double-Vault Toilet. No requirements for the larger flush style units on the drawings are provided. Will the specification requirements for the larger units be provided?
A20) ADDED: Specification Section 133401 PRECAST CONCRETE RESTROOM BUILDING, which is the specification for the Flush Toilets.
DELETED: Specification Section 133402 PRECAST CONCRETE VAULT RESTROOM BUILDING, which is the specification for the Vault Toilets. This Section has been removed from the specification package.
Q21) Specification 321203, Calls for crack sealing the existing road system in
Loops A, B, C, D. Is crack sealing part of this project?
A21) No, there is no crack sealing in the scope of work.
See Drawing R1 and the Schedule of Items.
Q22) Mandatory Full-Time Onsite Supervision & Staffing; Contractor interpretation is that full-time onsite supervision is required due to project complexity, remote location, and safety requirements. Lack of clear direction creates risk of uneven bidding where some contractors may carry reduced staffing and lower costs. Contractor requests confirmation that full-time onsite supervision and associated costs are required to ensure fair competition and proper project execution.
A22) The included clause FAR 52.236-6 states that, “Superintendence by the Contractor. During performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on site a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor”.
