About this file
This is Amendment 0002 to Solicitation 1240LT26Q0021 for the Dubois Housing Roof Replacement project, issued by the USDA Forest Service Region 4 Utah Acquisition Support Center on February 18, 2026. The amendment provides answers to questions received in a Request for Information (RFI) and clarifies bid bond requirements from a previous amendment.
The project involves removing and replacing metal roofs on 7 housing units at the Dubois Administrative Site, located on the Dubois Ranger District of the Caribou-Targhee National Forest in Clark County, Idaho, approximately 50 miles north of Idaho Falls. The primary specification requires Flat Profile 1-3/4" Standing Seam Metal Roof Panels, 10" Wide, Standard Finish, 24 gauge, with 1.5" snap-lock standing seam panels at 16" coverage width acceptable as equivalents if gauge is comparable. For low-slope roof areas (Dwellings #3 and #4) at approximately 2:12 slope, the same standing seam panels are acceptable with manufacturer approval, and high-temperature ice and water shield underlayment is required. Vent caps listed in the Schedule of Items refer to ridge vent end caps and are separate from standard roof penetration boots, which are considered incidental. The bid bond requirement is 20% of the quoted price. Questions were due April 3, 2026 by 1600 MST, with quotations due April 10, 2026 by 1600 MST (later extended to April 10, 2026 by 1600 MT per the amendment header). The Period of Performance is May 1, 2025 to July 31, 2025. All inquiries and submissions should be directed to Westley.Bisson@usda.gov.

Amendment 0002 – Questions and Answers
Question: Could you please clarify which panel profile is required for bidding? 1.75" flat standing seam metal roofing panels, or corrugated/exposed fastener metal panels as shown in the detail?
Additionally, if standing seam panels are required, please confirm whether a 1.5" snap-lock standing seam panel with a 16" coverage width (Triad Building Components) would be considered an acceptable equivalent.
Answer: Please use Flat Profile 1-3/4" Standing Seam Metal Roof Panels, 10" Wide, Standard Finish, 24 gauge for bidding.
A 1.5" snap-lock standing seam panel with a 16" coverage width would be considered an acceptable equivalent, assuming the gauge is comparable.
Question: On the schedule of Items, the Soffit is listed in LF while the Fascia is listed in SF, did these two units get mixed up? Additionally, our measurements for these items, especially the fascia are much greater, is it only 522 Linear Feet that is being replaced?
Answer: Fascia is in square feet, measured at 6 inches wide. The soffit is in linear feet, typically 2 feet wide, but varies. Note that Dwelling #5 garage will not have soffit.
Question: Roof Panel System Please confirm the intended roof panel system. The project description appears to reference a standing seam panel, while Section 074113 reads as an exposed-fastener system. Please confirm panel type, gauge, fastening method, and basis of design.
Answer: The intended roof panel system is Flat Profile 1-3/4" Standing Seam Metal Roof Panels, 10" Wide, Standard Finish, 24 guage. Fastening system should meet manufacturer's recommendations.
Question: Low-Slope Roof Areas (Dwellings #3 & #4) Please confirm the acceptable roof system for approximately 2:12 slope conditions, including any additional underlayment or detailing requirements.
Solicitation 1240LT26Q0021 / Amendment 0002 Dubois Housing Roof Replacement 03/27/2026
Answer: The Flat Profile 1-3/4" Standing Seam Metal Roof Panels, 10" Wide, Standard Finish, 24 guage are an acceptable roof system for the slope conditions.
Follow manufacturer's recommendations. Some higher-profile snap-lock panels (e.g., 1.75-inch) can be used on 2:12, but only if approved by the manufacturer as they are not as watertight as mechanically seamed systems. A single, continuous layer of high-temperature ice and water shield is acceptable for underlayment.
Question: Vent Caps vs. Roof Penetration Boots Please clarify whether vent caps listed in the Schedule of Items are separate from standard roof penetration boots and how quantities should be interpreted.
Answer: Vent caps listed in the Schedule of Items refer to the end caps for the ridge vents and are separate from standard roof penetration boots, which are considered incidental.
