About this file
This Statement of Work (SOW) details a cattle guard replacement project for the US Department of Agriculture (USDA) in the San Juan National Forest, located in Southwest Colorado. The project involves replacing 30 failing cattle guards across the forest, with each replacement requiring prefabricated concrete bases, steel grates, bedding material, approach aggregate, and potential minor fence work. The work will be performed between May 1 and November 30, with installations on gravel surfaced level 3 and 4 roads, all within a two-hour drive of Durango.
Key technical requirements include removing old concrete bases and running surfaces, installing new prefabricated concrete bases and steel running surfaces from specific manufacturers like Big R or ABC Concrete, replacing wooden posts with 6-inch steel posts, and ensuring proper traffic control. The cattle guards must meet AASHTO LRFB bridge design specifications, with work hours limited to 7:00 a.m. to 7:00 p.m. Monday through Friday. The contractor must provide a traffic control plan within five business days after contract award and submit biweekly payroll reports. The project aims to replace aging infrastructure and support timber, recreation, and range traffic through the next 60 years.

Project San Juan Cattle Guard Replacement, San Juan National Forest, Durango, Colorado
General Information
1.0 Scope of Work
Replace 30 failing cattle guards across the forest with prefabricated concrete bases and steel grates. This cattle guard replacement contract located within the San Juan National Forests is intended to replace structurally obsolete cattle guards across the forest (see attached road listing). Contractor will be responsible for purchasing and installing cattle guard bases, running surfaces and wings as well as disposing of the removed material off of federal land. Bedding material and approach aggregate will be required with each cattle guard. Minor fence work may be required to tie the range allotments into the wings. Traffic control will be the responsibility of the contractor with delays not exceeding ½ hour.
Terrain across the forest varies between flat mesa tops and steep winding mountain roads. The majority of this work will occur on gravel surfaced level 3 and 4 roads as defined in FSH 7709.58, 12.3. None of the roads have chip sealed or asphalt surfaces. All projects can be reached within a two-hour drive from Durango, Colorado.
Typical operating season is May 1 – Nov. 30. Operations shall avoid freeze thaw conditions and timing should be approved by the CO.
2.0 Background
Most of the cattle guards are 60+ years old, many of them have monolithic concrete pours that are deteriorating and old railroad track running surfaces that don’t have enough steel left on them to weld. These replacements will help carry the forest through the next 60 years of timber, recreation, and range traffic.
Contractor Requirements
3.0 Technical Requirements / Tasks
The contractor is expected to provide all materials and deliver them to the pre-determined sites. Mobilize to each site, remove the old concrete bases, running surfaces and posts retaining any existing signage. Provide for traffic control with advanced warning signs that read “road work ahead” and “be prepared to stop”, work will not occur on weekends or federal holidays. Install prefabricated concrete bases at the appropriate grade for the road, ensuring that they are level then place the running surfaces, compact contractor provided 1’-minus aggregate around the structure with a jumping jack style compactor. Install new steel posts and wings when possible and tie in existing range fences. Install existing warning signs to the new posts, place 5 cubic yards of material to the approaches to ensure a smooth transition.
DISPOSAL OF STRUCTURES
Old concrete bases and old posts will be properly disposed off of national forest lands. Contractor has the option of leaving steel running surfaces on site to be removed by the forest service. Disposal will be paid for under pay item 203.
CATTLE GUARD INSTALLATION
The work as outlined will consist of concrete cattle guard bases and steel running surfaces at predetermined locations across the San Juan National Forest. Contractor shall replace cattle guards with pre-cast bases and steel running surfaces. Cattle guards shall be purchased from Big R manufacturing, ABC concrete or approved equal. Length will be the standard 7’-9” and not the BLM 8’ length. Widths have been determined on the attached spreadsheet. Contractor shall control operations to ensure to prevent damage to property, structures, and traffic.
Work hours will be between 7:00 a.m. to 7:00 p.m. Monday - Friday, excluding federal holidays, unless otherwise agreed to in writing.
Contractor will furnish all labor, equipment, tools, transportation, traffic control, support vehicles and supplies necessary to complete the work according to the specifications and as shown on the drawings.
All wooden posts on the sides of the cattle guards will need to be replaced with 6”diameter (round or square) steel posts. Signing on the wooden posts will be installed on the new posts.
Cattle guards that span only ½ the road width and have an associated bypass gate will require the installation of 2 6”x6”x8’ treated timber posts to prevent material from sloughing into the cattle guard. Installation will be paid for under pay item 619.
The cattle guard shall be designed in accordance with the 9th edition of AASHTO LRFB bridge design specifications, customary U.S. units and all current interim specifications. The design vehicle in AASHTO is the HL-93. Construction specifications shall be standard specifications for construction of roads and bridges on federal highway projects, FP-14, publication no. FHWA-FLH-14-001. Plans, specifications, and estimates shall be in English units.
