About this file

This document is an Amendment of Solicitation (Standard Form 30) for the San Juan Cattle Guard Replacement project in the San Juan National Forest, Durango, Colorado, issued by the USDA Forest Service. Amendment 0002 consolidates questions and answers from potential contractors, addressing various project-specific details such as underground utilities, erosion control, hazardous spill procedures, and cattle guard manufacturing. Key responses include: no known underground utilities exist but contractors are responsible for locating them, no additional erosion control measures beyond standard requirements are needed, only spill response procedures require approval, and ABC Concrete in Farmington, New Mexico is an approved cattle guard manufacturer. The Forest Service explicitly stated they will not approve in-house cattle guard fabrication and will not provide a pre-approved vendor list beyond Big R and ABC.

SUBJECT: Summary of Changes, Amendment 0002, Questions and Answers, 1240LT25R0043 - San Juan Cattle Guard Replacement, San Juan, Colorado.

Contractor Questions:

1. Are there any known underground utilities, drainage structures, or subsurface obstructions at the cattle guard sites beyond what is shown in Attachment 7?

U.S. Forest Service Response:

No known utilities but they may exist. Contractor is responsible for locating.

2. Beyond the requirements in the FSSS (e.g., diversions, dewatering, BMPs), are there additional project-specific erosion or sediment control measures expected during wet-weather events, especially in steep mountain soils?

No

3. Does the Hazardous Spill Plan require prior approval of all fuels/lubricants stored on-site, or only spill response procedures?

Only spill response procedures.

4. Are there known noxious weed infestations at project sites that require extra cleaning or decontamination measures beyond the standard weed-free requirements?

There are not.

5. Are there seasonal activities (timber harvest, hunting, high recreation use) requiring coordination to avoid traffic conflicts during construction?

Any of the above could occur.

6. The SOW references 1-inch minus structural backfill per FP-14 Table 703-2. Does the Forest Service have approved local sources, or must contractors supply solely from commercial pits meeting this gradation?

Aggregate will come from commercial pits accompanied by a sieve analysis.

7. Will the Forest Service publish a pre-approved list of ‘equal’ vendors beyond Big R and ABC, or should alternative vendors be submitted for CO approval post-award?

No, the Forest Service will not publish a pre-approved list of ‘equal’ vendors.

8. We would like to inquire about the cattle guards specified in the solicitation. After reaching out to Big R Manufacturing, we were informed that they no longer produce cattle guards in the required size. Could you please advise if there are alternative manufacturers we should consider, or if it would be acceptable for us to fabricate the cattle guards locally to the same specifications?

From what I have found is the options provided only make the cattle guards 8ft long and your requirement is 7’9” which we can make in house should you approve the option.

U.S. Forest Service Response:

ABC concrete in Farmington New Mexico is another manufacturer that produce cattleguards. We do not approve of manufacturing the cattleguards in house.
