About this file
This document is an Amendment (0001) to Solicitation 1240LT25R0034 for the Brainard Lake Recreation Area (BLRA) Recreation Site Improvements Project in Arapahoe-Roosevelt National Forest, Pawnee National Grassland, Fort Collins, Colorado. The amendment includes a comprehensive Q&A document addressing contractor inquiries about project details, with key clarifications including: on-site work can start August 1, 2026 and end November 30, 2026; a qualified Superintendent can simultaneously serve as Quality Control and Site Safety Supervisor; small equipment can be used for grading and trail work with minimal disturbance; camping is not allowed on-site; and tree/slash removal must be done offsite or chipped according to specifications. The project involves improvements at multiple recreation sites (Arickaree, Niwot, and Red Rock), with specific constraints on simultaneous work at different locations to minimize visitor parking impacts.

SUBJECT: Summary of Changes, Amendment 0001, Questions and Answers, Solicitation 1240LT25R0034, Brainard Lake Recreation Area (BLRA) Recreation Site Improvements Project, Arapahoe-Roosevelt, NF, Pawnee NG, Fort Collins, Colorado
Contractor Questions:
1. The Statement of Work included with the RFP lists the order for completion of work at each site. My question is can work be completed simultaneously at each picnic ground? For example, a toilet structure under construction at one site while site work is ongoing at another.
U.S. Forest Service Response: The Arickaree site can be worked on simultaneously as either Niwot or Red Rock. The Red Rock toilet decom and sitework near the toilet remove can be worked on simultaneously as either Arickaree or Niwot. The work at the parking area for Red Rock cannot be done at the same time as the work at Niwot. This is to reduce the parking impact to the site for visitors.
2. Please provide the sign-in sheet from the site visit.
U.S. Forest Service Response:
The sign-in sheet will not be provided due to proprietary information that was included.
3. At the site visit it was mentioned that work should take place late summer into the fall, putting the timeframe of on-site construction likely in late summer / fall of 2026. Please confirm and also provide any dates / time periods of when work cannot be performed at the Rec Area.
U.S. Forest Service Response: On site work could start as soon as August 1, 2026, and end November 30, 2026, with close coordination with the Forst Service and site concessionaire on public messaging and traffic control.
4. Can a qualified Superintendent also fill the roles of the site Quality Control Supervisor and Site Safety Supervisor?
U.S. Forest Service Response: Yes, this is acceptable.
5. Is there a dumpsite at the Rec Area for removed trees? Or does the contractor need to dispose the trees off site?
U.S. Forest Service Response: Specification, Clearing and Grubbing 311100 addresses removed trees.
Section 3.1I states “Sound logs that exceed 8 feet in length and 4 inches in diameter at the small end, that are capable of being skidded by chokers or tongs, shall be decked at the location designated by the Contracting Officer.”
Section 3.1J states “Material smaller than described above shall be treated as slash and disposed of according to 3.4.”
Section 3.4 states two slash treatment options, chipping and removal. Removal states that slash shall be hauled to a designated location or removed from the site. No location has been identified on site for disposal. So, all slash shall be either chipped according to the specifications or hauled and disposed of offsite in accordance with local laws.
6. Is camping on site allowed?
U.S. Forest Service Response: Camping is not allowed on site for this project.
7. Is there a recommended manufacture for picnic tables?
U.S. Forest Service Response: Picnic tables are comprised of concrete bases and lumber seats and tops. There is not a recommended manufacturer as the lumber can come from many sources and the concrete bases can be made by any precast company.
8. Does all grading and trail work have to be done by hand or is small equipment allowed to be used?
U.S. Forest Service Response: Small equipment can be used if minimal disturbance is met.
9. Will the contractor be expected to move the trashcans to a new location?
U.S. Forest Service Response: Relocating the dumpsters will be coordinated with the on-site concessionaire. The contractor will ensure they are not damaged by the contractor’s work.
10. On the Schedule of Items, pay item number 16 shows a unit of Lump Sum but a quantity of “0”. Confirm that this is a typo and then quantity is supposed to be “1”.
U.S. Forest Service Response: Yes, this is typo, the quantity for the Schedule of Items line item 16 is supposed to be “1” not “0”.
11. Is a SWAMP Plan needed for this project?
U.S. Forest Service Response: Since this project is less than an acre, a SWAMP plan is not anticipated.
