About this file

This document is a pre-solicitation notice for the Smiley Creek Bridge Replacement & Road Realignment project in the Sawtooth National Forest. The Forest Service plans to issue a full solicitation in early 2025 for this construction project, which includes: installing a new prefabricated steel bridge superstructure with timber abutments and a crushed aggregate wear surface, constructing new road approaches on either side of the bridge totaling approximately 300 feet each, and performing other related site improvements. The anticipated project timeline is from May to October 2025. This pre-solicitation notice is solely for informational purposes to allow prospective vendors the opportunity to visit the site prior to seasonal weather impacts. The Forest Service estimates the construction value to be between $500,000 and $1,000,000. Vendors interested in attending the November 7, 2024 site visit must notify the point of contact, Braidy Richins, by the prior day's noon deadline. The Government does not intend to award a contract based on this site visit.

Smiley Creek Bridge Replacement & Road Realignment Inclement Weather Seasonal Site Visit

(November 7, 2024, 11:00 AM) Pre-Solicitation #1240LT25R0005

Questions and other notes/additions are shown below in italics.

1. Introductions

2. Project Overview

a. Construct new single lane road bridge across Smiley Creek having an anticipated 60’-70’ span. Bridge superstructure expected to be prefabricated modular steel set on treated timber abutments. Surfacing will likely be crushed aggregate.

b. Construct new road approaches on either side of bridge to established limits. Anticipate about 300’ length maximum for each approach. This could get extended to include the full road re-route length as depicted on the attached bridge/road layout drawing.

c. Armor existing stream at abutments and at vulnerable stream bank locations where required to ensure long term viability of new bridge and road approaches.

d. Clearing and grubbing necessary for new bridge and road re-route; existing two-track.

e. Potential existing road decommissioning and existing crossing culvert removal. Culvert has already been removed but is still sitting near existing road crossing. Existing road crossing has been converted to a short-term ford crossing.

f. Camping for contract personnel will be permitted near the new bridge site at a location as approved on the ground by the Contracting Officer. Disturbance to the site shall be minimized, weed-free prevention practices shall be followed, and appropriate camp site cleanliness/etiquette shall be met.

The Government does not intend to award a contract based solely on this site visit nor does it intend to pay for any costs incurred in response to this announcement. The intent of this notice is to ensure that prospective vendors may see the areas prior to heavy snowfall and issuing the solicitation.

3. Project Specifications

a. Standard Specifications – FP-14 (available online).

b. Forest Service Special Provisions – Included in contract. These supplement the FP-14.

4. Anticipated Project Timeline

February/March – solicitation posting May 5, 2025 – start date for administrative and construction preparation tasks September 1, 2025 – start date for on-the-ground construction October 31, 2025 – construction completion date

5. Questions?

- Q: What happens with the trees that are removed to accommodate new bridge and road approaches?

- A: Tree will be used for stream revetment and road rehab/decommissioning. There is no need to haul off-site.

- Q: What are extents of aggregate surfacing, and would it need to meet certain gradation?

- A: Will likely coincide with bridge approach roadway limits and bridge crossing. This will be denoted on the plans and will likely need to be an imported angular crushed surfacing material meeting a set gradation. This will be determined with the final design.

- Q: Will riprap need to be imported from commercial source?

- A: Likely not. Suitable material can be salvaged from the site along with be Government-furnished.
