SECTION C – STATEMENT OF WORK

C-1 SCOPE OF PROJECT

All work shall be done in accordance to the FP-14 or the Forest Service Supplemental Specifications, whichever applies.

This project will involve pit development and use of a government pit or commercial source pit, staking out government pit boundary, mining materials, crushing pit material into a blended surface course aggregate with commercial source additives meeting contract requirements. Supplied surface course aggregate from commercial source will meet the same contract requirements as surface course aggregate created from government source. The project will involve performing the following (quantities are identified in the Schedule of Items):

1. Base Bid

a) 14 miles of reconditioning from MP 13.7 to MP 27.7 of Deep Creek Road (FSR 101) and Williams Creek Road (FSR 021).

b) Crush, mix, haul, and place surface course aggregate (typical 4 inch depth after compaction) along 14 miles of Deep Creek Road and Williams Creek Road (MP 13.7 to MP 27.7).

2. Option Items

a) Perform roadway reconditioning along project length according to executed option line items (from 3.7 to possibly 9.7 miles of reconditioning).

b) Supply and place surface course (typical 4 inch depth after compaction) along project length according to executed option line items (from 3.7 to possibly 9.7 miles of surfacing).

Project stationing: MP 4 is start of FS jurisdiction of Williams Creek Road (FSR 021), and project length (base plus option items) extends through MP 27.7 of Deep Creek Road (FSR 101) at the junction of Deep Creek Road and Panther Creek Road (FSR 055).

Crush and mix aggregate includes development and use of pits, either government source and/or commercial source, to the specified gradation, including adding approximately 2% bentonite by weight to achieve desired properties. Actual % will be based on contractor’s initial materials testing. This includes clearing and grubbing, removing overburden, mining, crushing, mixing aggregate with bentonite using a pugmill, weighing, creating stockpiles (including any loading or hauling to create stockpiles), testing, and final site reclamation including placing overburden, waste materials, mulching, and seeding. Perform the work in accordance with MSHA 30 CFR, part 56.

Surfacing - Aggregate Surface Course includes necessary surface preparations before placing aggregate such as: material and quality control testing, surface preparation (reconditioning), clearing and grubbing, spreading, watering, compacting, temporary traffic control, erosion control measures, and all other incidental work to surface the road (see surfacing typical on sheet G-05).

Surface to the compacted depth specified in the drawings for the full roadway width, including all existing shoulders, turnouts, and widenings. Intersecting roads shall be bladed, shaped and surfaced for a smooth transition. Spread control and staking for aggregate is the responsibility of the contractor.

Protect the environment and resources impacted by all construction activity according to all legal requirements, regulations, specifications, and best management practices (BMPs).

East Leesburg Pit: Develop pit for operations, including clearing and grubbing, placing all removed timber (root wad and all) at designated location on sheet G-13, all incidental to crush and stockpile aggregate payment. Mine, crush, and blend aggregate with approved additives, stockpile material in the pit for surfacing, or other areas to be approved by the CO. Reconditioning of Road 234 (see sheet G-13) up to the pit from Road 020 will be incidental to pit development.

Williams Summit Pit: No material to be mined/excavated here. Can be used as staging, stockpiling, crushing, and/or camping location by the Contractor. Submit a request with proposed operations/activities to be approved by the CO.

Delays: Delays may not exceed 30 minutes followed by an open period of at least 5 minutes, only to occur within weekday hours of 6 AM to 5 PM. No more than 1 mile of road may be subject to such delays at a time.

There will be no road closures.

Testing will include but is not limited to:

1. Testing crushed and blended aggregate to verify desired properties.

2. Quality Control testing to verify properties of placed and compacted aggregate.

3. Surfacing depth measurements.

4. See FP-14 table 301-1 and C-12 for more information.

Other Requirements:

1. All construction equipment shall be pressure washed before entering National Forest System lands. The removal of mud and debris from treads, tracks, and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The cab shall be cleaned of any dirt or debris. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations. Provide at least 14 days advanced notice to the CO. Inspection locations can be performed at the contractor’s business location or at the SCNF Supervisor’s Office (1206 S Challis St, Salmon, ID 83467) or another approved facility.

2. The Contractor shall provide temporary toilet facilities (porta-potty) during the duration of the project at a minimum: each approved camping location, each crushing operation, and each stockpile location.

3. Areas for staging operations and storage of materials shall be approved by the CO.

4. Overnight camping location is as designated on the drawings. Additional location requested by the Contractor will be allowed if approved by the CO and the District Ranger, submit a request in writing with the number and description of camping personnel per site, vehicles, trailers, and other equipment.

5. Traffic Control: Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.

a) No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and approved by the CO.

b) Construction signing for temporary traffic control shall conform to the 11th Edition of the Manual of Uniform Traffic Control Devices (MUTCD). All advanced warning traffic control signs will be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around.

c) Two electronic message boards shall be provided by the contractor for all aggregate placing operations, approximately 5’x5’; solar powered, placed at the start of each road or critical junctions, for the duration of surfacing efforts, for programming by the COR. Signs may need relocation if option items are awarded.

6. Submit notices with appropriate technical data (location, times/dates, equipment, velocity calculations, volume per day) for drafting water with minimum 14 days of notice to the CO. The maximum performance of the pump and screen configuration must not exceed the maximum allowable velocity of 0.20 ft/s, with only 1 hose per drafting site. Drafting locations have been identified in the attached plans and appendices. Required specific water drafting mitigations are included in the plans which apply for all project drafting locations, including instructions on decontaminating any equipment used in live water.

7. Prepare and implement individual pit plans, to be approved by the CO. The Forest Service .dwg CAD file(s) for the pits may be provided upon request after award. Pit plans will include the following elements for each pit:

a) Narrative explaining:

i. Stages of use

ii. Aggregate stockpiling/surfacing plan (locations, volumes, production rates, etc)

iii. Erosion, dust, and storm water mitigations

iv. Vehicles, trailers, and equipment planning to occupy the pit

v. Safety plans/measures not referenced in a traffic control plan.

b) Pit plan view(s)

c) Profile view(s) of removing material

8. Any traffic over highway legal loads or 80,000 lbs going over any Forest Service bridge, shall be requested by the Contractor using the attached bridge overload permit form (U.S. Department of Agriculture – Forest service Bridge Use Application and Permit) a minimum of 30 days prior to the activity so the permit may be processed. The contractor is responsible for any Idaho Department of Transportation or any other applicable jurisdiction permits for loads, access, mobilization, and all other contract activity. Send a CC to the CO.

9. Weekly operation meetings. At a minimum the CO and contractor superintendent will meet weekly at an agreed upon time. Meeting can be virtual or physical at the pits or another agreed upon method. Topics to cover during the meeting will include but is not limited to:

a) Progress

b) Plans for upcoming week, including testing, equipment mobilization, and invoices

c) Sediment and Erosion control

d) Water drafting

e) Contractor needs

f) Government needs C-2 Project Location The project is located along Williams Creek and Deep Creek Roads (FSR 021 and FSR 101) on the Salmon-Challis National Forest, Lemhi County, Idaho. The base bid line items occur from MP 13.7 to MP 27.7. Option line items start at MP 4 and go up to MP 13.7.

C-3Prebid Conference

A presolicitation site visit was held on 11/06/2024. Snow levels prevent a solicitation site visit, although Williams and Deep Creek Roads are both plowed year round, and the pit can be accessed via snowshoe about 3 miles from those roads. Half the distance is currently a groomed snowmobile trail, the other half receives no winter use at all.

C-4 Start Work Work will commence no later than 14 days from the Notice to Proceed. It is estimated that the Notice to Proceed for project work will be issued on or about mid-July 2025.

C-5 Period of Performance 07/14/25 – 09/01/27 Contract Time:

· Base Items – 75 days

· Option Items – Additional 15 days for each item C-6 Standard Specifications The Federal Highway Administration’s Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, 2014 applies as the Parent specifications for the project.

These specifications are referred hereafter as “FP-14.” Units of measure for the project are U.S. Customary units.

C-8 Inspection of Worksite The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

C-9 Government Furnished Property Raw materials in East Leesburg Pit, to be processed by the contractor into crushed aggregate meeting specifications and awarded quantities.
