This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Sawtooth Sunbeam Dam Stairs project, issued by the USDA Forest Service Intermountain Region. Amendment 0001 provides questions and answers from a Request for Information (RFI) received on 6/4/2025, with no changes to the original solicitation. The project involves removing and replacing a large set of stairs at the Sunbeam Dam Interpretive Site in the Sawtooth National Recreation Area, located in Custer County, Idaho, approximately 13 miles east of Stanley.

The project has a period of performance from 7/7/2025 to 10/15/2025, with an estimated construction value between $100,000 and $250,000. Key project details include protecting existing vegetation, potential rock removal, concrete and steel work, site surveying, and archaeological sensitivity considerations. The offer due date remains June 11th, 2025 by 1700 (MT). Potential project complications include possible work stoppages related to Chinook Salmon spawning or archaeological findings, with the contracting officer determining appropriate compensations for delays.

QUESTIONS AND ANSWERS TO REQUEST FOR INFORMATION RECEIVED ON 06/04/2025

1. Will the contractor be responsible for protecting the existing bushes/shrubs in the immediate vicinity of the stairs? All trees shall be protected. A reasonable amount of effort should be made to protect all bushes and shrubs

2. Given the nature of the project and the surrounding topography of the project site, the existing soils will be disturbed in the project site vicinity. Please confirm this will be acceptable. Disturbance is ok within the immediate project area.

3. Per the photo shown on plan sheet G-02 there are multiple rocks near/on the existing stairs/path. Will the contractor be responsible for moving these rocks? Yes

4. If the contractor encounters rock while digging, will this be seen as a differing site condition and handled in accordance with FAR Clause 52.236-2? As shown in the photo rocks should be expected while digging. If bedrock in encountered differing site conditions would apply

5. Plan sheet C-03 calls for timber backing planks at the bottom of the stairs where the stairs meets the existing ground.

a. What is the expectation here? The timber back plank detail on sheet C-04 also applies planks at the bottom of the stairs

b. Are the timber backing planks expected to only mount to the steel brackets? Yes

c. Is the contractor expected to compact the existing soil at the bottom of the stairs? Yes

6. What is the ground material at the bottom of the stairs? The 4x4 landing will be made of steel and the native material will be used beyond the backing planks

7. Is the contractor expected to import/export materials at the top and bottom of the stairs? At the top of the stairs contractor will import aggregate and pour concrete as seen on Sheet C-04. At the bottom of the stairs the contractor does not need to import material, the native material will be compacted against the timber planks

8. Will the project site need to be surveyed and staked? Yes

a. Will the contractor or Forest Service be responsible for this? Contractor is responsible for staking.

9. Will the contractor be required to seed the disturbed areas after construction? No

10. The bid schedule has a line for mobilization, but nothing for project conditions such as project management, supervision, or profit and overhead. Should the contractor weigh each line in the proposal to include these provisions? Yes

11. What delays could the contractor see if Sawtooth NRA fish biologists deem work to pose an impact on the spawning Chinook Salmon? The entire project could be paused until spawning season is over.

a. Will the contractor be compensated for these delays? Additional time would be added to the contract and the CO would determine if a remobilization cost was appropriate

12. Is the construction site considered an archeologically sensitive area? The entire project area and dam site are considered an archeological sensitive area. The archeological monitor’s highest area of concern is the excavation for the concrete piers.

13. Please identify the areas of the project site that are considered archeologically sensitive. N/A

14. Specification section 011500 Archeological Protection subsection 1.3 submittals A. 5. Requires the contractor to submit a plan for relocating work in the event of temporary work stoppages at each archeologically sensitive area. Please clarify what is meant by ¿relocate work¿. The stoppage would be specific to areas where artifacts are found. Work in areas of the project where stoppages are not occurring could continue

15. Is the archeological monitor referenced in specification section 011500 to be employed by the Forest Service, or is the contractor to include those services? The monitor will be a Forest Service employee.

16. If the contractor is to engage with an archeological monitor, where should the pricing for that service be included? N/A

17. If the contractor is to engage with an archeological monitor, what are the required qualifications and certifications needed for said archeological monitor? N/A

a. Specification section 011500 subsection 3.3 A regarding work stoppage requires the contractor to prevent stoppage at one area from stopping work at the construction site. With this being such a small construction site with the entire scope contained to a specific area, please confirm that any stoppages due to archeological findings will be acceptable and that the contractor will be compensated for these stoppages.

If it is not feasible to relocate work additional time would be added to the contract and the CO would determine if a remobilization cost was appropriate

18. In the experience and qualifications section of the technical proposal requirements, it asks the contractor to specifically highlight road reconditioning and rock crushing projects. This experience doesn¿t seem relevant to this project. Please advise. This is a copy/paste error from a previous project. The contractor should highlight relevant projects that include concrete installation and metal fabrication.
