RFQ

It is stated in the documents that there is no vehicle access. Can we bring UTV (golf cart size) and similar small vehicles?

ATV/UTV will not fit on trial. Equipment which fits within single track pedestrian trail will be approved if necessary for transport of materials or equipment and low risk of trail damage. The trail is steep and contains multiple tight switchbacks. Any trail damage caused during transport or construction is the responsibility of the contractor to repair.

In the Schedule of Items that we are to submit, a line item for the bridge 0005 is listed as Install Prefabricated Glulam Bridge. Another section mentions the use of a helicopter. Are we allowed to bring in the glulam materials and build the bridge on-site and in-place?

Bridge may be assembled onsite.

3 L.2 Quote Preparation Instructions

In the Factor 3 Past Performance section, it is mentioned to submit the CPARS printout. What is that and how do we get that?

CPARs is the reviewing program for all federal contracts. If contractor has previous federal projects with CPARS requirements, they should be provided. Otherwise, please include a performance report/review for previous projects to be considered for past performance.

4 Is it allowable to pack materials and build it in place?

Stock are authorized on the trail. The Forest Service has concerns with using stock to transport 27’ glulam sections given the tight switchbacks. Detail transportation plan in technical methods section if using stock for any portion of transportation of materials or tools.

Is the 12-1/4" deep glu-lam deck panel on the bridge required to be full 27' sections or can it be built using

No.

8' sections?

6 Are we allowed to use and ATV/UTV to access the site/transport tools and equipment?

ATV/UTV will not fit on trial. Equipment which fits within single track pedestrian trail will be approved if necessary for transport of materials or equipment and low risk of trail damage. The trail is steep and contains multiple tight switchbacks. Any trail damage caused during transport or construction is the responsibility of the contractor to repair.

7 Would the assembly of the bridge on site be permitted if it is pre-drilled and assembly ready (as a kit)?

Yes. Bridge manufacturer should be able to provide bridge as designed in pieces for assembly onsite.

8 C 6 Do you allow the use of stock for this project?

Stock are authorized on the trail. The Forest Service has concerns with using stock to transport 27’ glulam sections given the tight switchbacks. Detail transportation plan in technical methods section if using stock for any portion of transportation of materials or tools.

RFP Page # Question

Due to the location, elevation/altitude and helicopter capabilities; a single beam section of a glulam bridge section is over the max capacity of the locally available helicopter. Will alternate bridge material be allowed such as aluminum? An Aluminum bridge was utilized in a Colorado park last year.

No major design changes will be considered.

Design meets FS standards and is specialized to unique site conditions and requirements. Minor changes approved by a professional engineer will be considered but may not be accepted.

Prior market research and similar projects indicate helicopter are an appropriate and available method of transport.

RFP Section

Can off-road bikes be allowed to shuttle materials up to the site?

Equipment which fits within single track pedestrian trail will be approved if use case is reasonable and risk of trail damage is low. The trail is steep and contains multiple tight switchbacks. Any trail damage caused during transport or construction is the responsibility of the contractor to repair. Motorized equipment, such as dirt bikes, used for the express purpose of transporting people or tools which could reasonably be carried by people will not be accepted due to high risk of trail damage.

RFP section L.2.2.iii states that the entire RFP/solicitation is to be returned. Please confirm the entirety of the RFP (41 pages) is to be included regardless of signatures or filled in data?

Yes, all RFP pages need to be returned filled out, signed and dated.

How many Flights are permitted & how many days can’t see to find were it states in the contract.

There is no express limit on flights and days;

however, minimization of flights and days of disruption to trail users is preferable. Flight plan, or alternative transportation/logistics plan, must be provided as part of technical approach.

The existing abutments/sills are shorter than the 7.5 feet specified. Is it the EOR intention to extend the abutments to accommodate the new 7.5 wide sill/abutment?

New sill length shall be 6’-0”. Countersink holes in the top of the timber sill to accommodate the bolt head and malleable washer. Top of bolt head shall be level with top of sill. Treat the hole with preservative after drilling. Ensure that 5/8” X 24” bolt connecting timber sill to existing rock abutment does not interfere with ¾” X 20” lag screw connecting deck to timber sill.

If the weather is permitting, would we be allowed to start the project earlier than July 14? (For example, if weather was permitting in middle to end of June would we be allowed to start?

No, the period of performance must stay as follows:

• Start Date: 07/14/2025

• Completion Date: 09/12/2025

RFP Section

• Notice to Proceed: 05/15/2025

• All construction work must be completed no later than 09/12/2025.

The plans indicate that the bridge is 27 feet long, but they do not specify the length of lumber we can use for the glulam. Would it be permissible to bring them in 9-foot sections to facilitate easier transport?

No. Glulam deck panels must be continuous spans.

The top rail is shown as 2x2x27’. Could this piece be delivered in two sections instead of one continuous length?

Top rail should be continuous span.

Will a low impact electric single track trail scooter be approved for transporting equipment/tools/supplies/personnel? Minimizing the environmental impact of multiple helicopter trips.

Equipment which fits within single track pedestrian trail will be approved. The trail is steep and contains multiple tight switchbacks.

Any trail damage caused during transport or construction is the responsibility of the contractor to repair.

18 Would you be willing to consider an FRP alternative to the glulam bridge design?

No major changes will be considered. Design meets FS standards and is specialized to unique site conditions and requirements. Minor changes approved by a professional engineer will be considered but may not be accepted.
