B. Brainard Lake Recreation Area is a unique set of developed sites that are nestled up next to the Indian Peak Wilderness Area on the Boulder Ranger District. This project covers a few of these recreation sites including Niwot Trailhead, Red Rock Lake Picnic Ground, and Arickaree Picnic Ground. This area is a heavily utilized recreation area for the winter and summer months. There are a lot of recreation opportunities within this area, and it sees approximately one-quarter of a million visitors annually.
C. The Niwot Trailhead has 3 picnic sites with some historic retaining walls and some sites that need to be reconstructed with all new picnic tables. There are several undesignated and unimproved trails that are not accessible and not maintained which will be designated and reconstructed. The site has a degraded 15 space asphalt parking lot that will be reconstructed, reconfigured, and re-striped. The toilet will remain as it was replaced within the last decade and is functioning well.
D. The Red Rock Lake Picnic Ground has a 10-vehicle asphalt parking lot that is crumbling and is immediately adjacent to the main road’s flow of traffic. There is a lower dirt parking area that services the old toilet and a network of social trails. The toilet will be replaced and relocated up to the asphalt parking area and formalized aggregate trails may be constructed.
E. The Arickaree Picnic Ground has a 1980’s era Inter-L style toilet that will be replaced in the same location. The old concrete pathway is in very poor condition and not accessible which will be replaced with an accessible concrete pathway.

ARAPAHO & ROOSEVELT NATIONAL FORESTS MEASUREMENT & PAYMENT
SECTION 010250
MEASUREMENT & PAYMENT
PART 1 – GENERAL
1.01 MEASUREMENT & PAYMENT
A. Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered as included in the payment for items shown.
1.02 DETERMINATION OF QUANTITIES
The following measurements and calculations are used to determine contract quantities.
A. For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified. Measurements for seeding, mulching, geotextiles, netting, erosion control blankets, and sodding will be along slope lines.
B. The average end area method will be used to compute volumes of excavation or embankment. However, if in the judgment of the CO, the average end area method is impractical, measurement will be made by volume in hauling vehicles or by other three-dimensional methods.
C. Structures will be measured according to neat lines SHOWN ON THE
DRAWINGS or as altered by the CO in writing to fit field conditions.
D. For items that are measured by the linear foot, such as pipe culverts, fencing, guardrail, and underdrains, measurements will be made parallel to the base or foundation upon which the structures are placed. Pipe and pipe arch culverts shall be measured along center of invert and arches shall be measured at spring line.
E. For standard manufactured items identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions. Unless controlled by tolerances in cited specifications, manufacturer's tolerances will be accepted.
1.03 UNITS OF MEASUREMENT
A. Payment will be by units defined and determined according to U.S. Standard measure and by the following:
a. Lump Sum. Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete
BLRA DEFERRED MAINTENANCE PHASE #1 – REC. SITE IMPROVEMENTS 010250-2
ARAPAHO & ROOSEVELT NATIONAL FORESTS MEASUREMENT & PAYMENT
the work for that item.
b. Linear Feet (LF). One linear foot measured horizontally.
1.04 METHODS OF MEASUREMENT
A. One of the following methods of measurement for determining final payment is DESIGNATED on the SCHEDULE OF ITEMS for each pay item:
a. Designed Quantities (DQ). These quantities denote the final number or units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units SHOWN in the SCHEDULE OF ITEMS may be authorized under any of the following conditions:
i. As a result of changes in the work authorized by the CO.
ii. As a result of the CO determining that errors exist in the original design that cause a pay item quantity to change by 15 percent or more.
iii. As a result of the contractor submitting to the CO a written request showing evidence of errors in the original design that cause a pay item
iv. quantity to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.
b. Actual Quantities (AQ). These quantities are determined from measurements of completed work. The contractor shall be responsible for measuring all "AQ" items.
c. Lump Sum Quantities (LSQ). These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They will not be measured.

3.3 BASIS FOR PAYMENT AND COST LOADING SCHEDULE
A. The schedule is the basis for determining contract earnings during each update period and therefore the amount of each progress payment. The aggregate value of all activities coded to a contract CLIN or Bid Schedule Item must equal the value of the CLIN or Bid Schedule Item.
B. Activity cost loading must be reasonable and without front-end loading. Provide additional documentation to demonstrate reasonableness if requested by the Contracting Officer.
C. Failure to meet the requirements of this specification may result in the disapproval of the preliminary, initial, or periodic schedule updates and subsequent rejection of payment requests until compliance is met. In the event that the Contracting Officer directs schedule revisions and
BLRA DEFERRED MAINT. PHASE #1 – REC. SITE IMPROVEMENTS 013200-3
those revisions have not been included in subsequent Project Schedule revisions or updates, the Contracting Officer may withhold 10 percent of pay request amount from each payment period until such revisions to the project schedule have been made.
3.4 PROJECT SCHEDULE DETAILED REQUIREMENTS
A. Develop the Project Schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution. Failure to develop the Project Schedule to an appropriate level of detail will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:
1. Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods. Less than 2 percent of all non-procurement activities may have Original Durations (OD) greater than 20 workdays or 30 calendar days.
2. Include activities associated with the critical submittals and their approvals, procurement, fabrication, and delivery of long lead materials, equipment, fabricated assemblies, and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days.
B. Contract Milestones and Constraints: Milestone activities are to be used for significant project events including, but not limited to, project phasing, project start and end activities, or interim completion dates.
