This document is an amendment to Solicitation No. 1240LT24R0017 for the Carolyn Creek Trail Bridge Project. The purpose of the amendment is to provide contractor questions and corresponding government answers related to the project.

The key details are:

  • The project consists of designing, purchasing, delivering, and installing a 27-foot span glulam timber trail bridge with metal railing on the Humboldt-Toiyabe National Forest.
  • The site is approximately 1 mile up a hiking trail and may require helicopter transport, which the contractor would be responsible for coordinating.
  • The magnitude of the project is estimated between $50,000 and $110,000, and it is a total small business set-aside.
  • Questions are due by 08/02/2024 12:00 PM PT, and the proposal solicitation closes on 08/06/2024 12:00 PM PT.
  • The Forest Service will provide all inspections at no cost to the contractor, and the contractor is responsible for temporary signage and protection during construction.

Confirm width of bridge is 6’0”. This is the dimension listed in D-01 table. The drawing in D-02 shows 5x12” wide glulam panels.

Yes, the new bridge is 6’-0” wide. There are conflicting details on sheet D-02. The detail on the bottom left of the sheet shows it incorrectly and the detail on the top right shows it correctly.

New sills are 12”x12”x7’6”. Old sills are about 6’. On one side of the bridge, the abutment is the width of the existing sill so the new one will hang off. On the other side, part of the mortar could be removed from the abutment, and it might fit. Is there anything we can do to shorten new sills to match existing? Can bolts be countersunk into sill and glutamate placed on top to reduce width?

New sill length shall be 6’-0”. Countersink holes in the top of the timber sill to accommodate the bolt head and malleable washer. Top of bolt head shall be level with top of sill. Treat the hole with preservative after drilling. Ensure that 5/8” X 24” bolt connecting timber sill to existing rock abutment does not interfere with ¾” X 20” lag screw connecting deck to timber sill.

Glulam panel width is designed at 12".

Can they be smaller widths?

Panel widths do not need to be 12” wide. They can come in whatever widths the manufacturer will provide, as long as it does not affect the strength of the bridge and its load carrying capacity. Forest Service can provide drawings for larger widths and will accept larger widths.

Designs for smaller panel widths with load capacities matching original designs must be provided with bid documentation for Forest Service review and acceptance.

Rocks are placed right up against back of existing sill. Can new bridge be shortened by 1-2” so that when current bridge is removed, new bridge will fit with settling.

No. Keep the bridge at 26’-0”. The contractor can move whatever rocks need to be moved.

1. Does decking material need to be treated? Drawing specs say to treat if lifespan is greater than 10 years, not if less, but doesn’t specify lifetime.

Yes, the decking needs to be treated. Jordan Burge

6 7/30/2024 Pre-bid site visit

Can contractor drill small holes into adjacent to stream bed rock to project site to set up safety netting/railing during construction? Holes will be filled with matching sealant to surrounding rock.

Yes. Dakota Krist

7 7/30/2024 Pre-bid site visit

Does a helicopter have to be used? No, but the trail has many tight sections and a steep grade. Contractor must not do any damage to the trail, is fully responsible for any damage done as a result of transportation or construction and is not authorized to bring any mechanized equipment up the trail except in limited circumstances with written CO approval.

What are some examples of bridge manufactures who are familiar with forest service standards and correct lumber treatments?

Western Wood Structures, Wheeler Lumber and Perma Post are examples of manufactures who have historically provided bridges to the forest.

Other reputable manufactures who have similar qualifications will be appropriate. The list provided is not meant to be extensive or a recommendation, rather examples of manufactures.

Can the Forest Service provide an employee to direct traffic or maintain closed areas during helicopter operations?

Yes, given at least two weeks’ notice. Forest service will provide Forest Protection Officer during active helicopter operations. Contractor is responsible for providing fencing or protection for any materials and equipment left in staging area or construction site.

Could you please confirm if an offer guarantee is required for this solicitation?

The SF 1442-page 1-part 13b states a guarantee is not required, but in section 452.215-71-part c(v) [page 42], the bond is in the list of proposal documents. Also, part c(V) text was updated from “bid guarantee” to “bid bond”, are these terms synonymous?

The magnitude for this project is between $50,000.00 and $110,000.00. Bid bonds are required for projects that are estimated to be over $35,000.00 but no more than $150,000.00, so a bid bond would be required for this project. Bid guarantees (“offer guarantee” as seen in 1442 13b) are required for projects that are over $150,000.00, so contractors won’t have to worry about that. The contracting system it supposed to generate this text to say, “Bid Bond” (SF-24 and Power of Attorney) not Bid Guarantee, since SF-24 is used for Bid Bonds as (seen if you click on the link), this is why it was updated due to system error.

Section 1.2 E states implementing the weed protection measures outlined under the Forest Service Manual 2080.

Given the nature of our work, which primarily involves the assembly and installation of a bridge rather than extensive ground or vegetation disturbance, could you clarify at what stage of our process these specific measures are applicable? It seems these specifications may not directly relate to the type of work we are conducting.

Make sure all construction equipment, tools, boots, and anything else brought to site is clean, washed, and weed free as to not bring invasive species or pests into the forest.

Could you please clarify if any special inspections will be required for the bridge, apart from the certificate of inspection demonstrating compliance with AWPA/WWPI standards? If so, who is responsible for special inspections cost?

Humboldt-Toiyabe engineering is to provide all inspections at no cost to the contractor. Shop drawings are required submittals and will be reviewed by design engineer. Bridge inspection will be completed when construction is complete before project close out.

In the notes of the drawings [Sheet number S-02], it is mentioned that the number of flights and flight days should be within the allowable range. Could you

Minimum Requirements Analysis does not apply to this project. Disregard MRA allowable range but do provide detailed transportation/flight plan in bid documents.

Dakota Krist please provide detailed information on where the Minimum Requirement Analysis can be obtained, and who is responsible for conducting it?

For rental of a helicopter services to move the materials, do they need to provide certified payroll? If so, what the wages should be?

For the rental of helicopter services to move materials to the remote location, the need to provide certified payroll would depend on whether the helicopter services are considered a subcontracted activity under the Davis-Bacon Act. If the helicopter service involves the performance of construction, alteration, or repair work, then the service provider would indeed be considered a subcontractor, and certified payroll would be required. The wages for such services should comply with the prevailing wage rates as determined by the Department of Labor for the specific job classifications involved in the project.

You can find the applicable wage determinations for this project on the Department of Labor’s website or refer to the wage determination section of the solicitation attachments.
