Crow Valley Olive Ridge Water System Questions and Answers

13 June 24

1. The solicitation states, “Electronic bid must be received NO LATER THAN 5:00PM, one working day prior to date specified for receipt of bids”. The amendment states, “Bid due date is hereby extended to June 28th 2024 at 1:00pm”.

a. Please clarify the due date and time when proposals are due.

Answer: Bids are due June 18th at 1:00 PM, however if you are submitting your bid electronically it is due June 17th 2024 at 5:00PM.

2. Is this project tax exempt? No 3.

4. Are restrooms available for contractor use?

Answer: Yes the restrooms on site may be used.

5. On the bid schedule attachment there are “Bid Option Category” A through C. If USDA-FS awards any optional items, will all items be awarded within the “Bid Option Category” or can the USDA-FS award some of the line items within the “Bid Category” without awarding all of the line items included?

Answer:

a. If USDA-FS awards “Bid Option’s”, will they be awarded along with the Base Bid items, or can the USDA-FS award optional items after the Base Bid Items have been awarded.

Answer: This depends on funding on hand. They could be awarded with the base bid but depends on funding. Funding could be obtained at a later date. Options can be awarded after the initial award up to 60 days of award date.

b. If yes above, please confirm contractor to hold pricing from 90 days from the time of award.

Answer: Yes, pricing shall be good for 90 days.

c. Can the USDA give a more specific date on when we can expect the “time of award” for the base bid, in order to keep optional pricing valid through this date?

Answer: I cannot give a more specific date due to workload, funding, etc.

6. Bid Option C contains replacement of HDPE water lines throughout the campground loop (with valves, hydrants, and drains). Per the drawings and scope, the lines installed may require roads to be closed / partially closed to complete.

a. Will the campground be required to remain open during construction?

Answer: Please bid assuming that the campground will remain open during construction.

b. If yes, are temporary closures to roads, campsites, facilities acceptable?

Answer: Yes, temporary closures are acceptable, but must be coordinated in advance by at least two weeks.

7. Does the USDA-FS have previous soil reports for both the Crow Valley and Olive Ridge locations?

a. Please provide any additional details the USDA-FS may have on the existing soil at both locations.

Answer: The FS does not have recent soil reports for either of the sites.

8. Does the USDA-FS contain existing electrical drawings of the two existing pump house sheds?

Answer: We do not have the as built drawings for either water system.

9. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Answer: No, if the individual is qualified as specified.

10. Are there any phasing requirements?

Answer: No phasing requirement, but site elevation should be considered when planning work.

11. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Answer: If the delay is considered unavoidable, then we will extend the POP.

12. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

Answer: There are no soil boring reports. I would advise that you assume that rock and obstructions will be present.

13. Please confirm the well depth(s).

Answer: The depth of the Olive Ridge well is 150’, Crow Valley well depth is 302’.

14. Please confirm the static level of water in wells.

Answer: No information available on static water level.

15. Are potential recovery rates available?

Answer: Olive Ridge 5 gpm, Crow Valley 8 gpm

16. Please confirm the distance between all hydrants.

Answer: The distances are shown on the plans.

17. What are the existing pump sizes?

Answer: The existing well pump at Olive Ridge is ½ HP, 230V, 3450 RPM. The existing well at Crow Valley is ½ HP.

18. What size pneumatic tank is required?

Answer: See page 3 of the plans for Olive Ridge. See base bid item 3,b on page 11 of the Crow Valley Specifications.

19. Will additional storage for the pumps be required?
