About this file
This document contains questions and answers regarding a federal solicitation for pavement maintenance projects on Stanley Lake Road and Alturas Lake Road in the Sawtooth National Forest. The Forest Service solicitation includes plans to chip seal the entire lengths of both roads, which entail chip sealing 3.42 miles and 1.7 miles that are being reconstructed on Alturas Lake Road. Bidders should follow the testing requirements in the supplemental specifications. The roads will remain open to traffic with additional line items included for control. Work is intended to start on September 6, 2022, with crack sealing required for cracks wider than the FP-14 specification.

Stanley Lake –
1. Our calculation of this road is 4.17 miles x 24’ = 58,688 SY. Bid item shows CQ of 48,576. Is it the intent of doing the entire road or just a portion?
0. The length of road that is used for the calculations is 3.6 miles, from the drawing 18,984 feet, with a width of 23 feet. The mileage mentioned in Section C, of 4.4 miles is from an older length that no longer exists. The FS will change the method of measurement to Actual Quantity (AQ) SY so that both the contractor and FS can measure it together after award.
1. Our calculations covered mainline only and does not include approaches, or turnouts. Is it the intention to only do only mainline?
1. The intention is to chip seal the mainline, the approaches, and turnouts.
1. At the site visit, the areas of asphalt repair totaled approx. 576 SY. The current bid items show 65SY of Removal of asphalt, patching with 15 tons of asphalt for repair. Because the areas appear to be road settling depressions it appears that an asphalt scrub patch could fill the depression equally as well and would then be locked in with the chip seal. Please advise how you would like these items to be bid.
2. An asphalt scrub patch will be acceptable, disregard the note from the previous amendment regarding ‘preference will be given to…’. No preference will be given.
Alturas Lake –
1. In the description of work, Pg 9, C.1 it calls for 6” of road base mix. Is it the intent to import 6” of ¾” Road Base over the full 1.7 miles and place and compact it on top of the pulverized asphalt thus raising the entire road 6” or is the pulverized asphalt to be considered as the 6“ of road base mix?
0. The pulverized asphalt is to be considered as the 6” of road base mix. There is no expectation to import road base.
1. Alturas road mainline is 5.12 miles. The 48,154 SY of chip seal covers 3.42 miles of 24’ wide roadway. Are we to assume that the 1.7 miles of roadway reconstruction will not be chip sealed?
1. The intent of the project is to chipseal the entire roadway including the first 1.7 miles that is being reconstructed. We are adding optional bid items to the schedule of items. See New schedule of Items.
General –
1. What will be expected for testing on this project both base work, asphalt paving and chip seal?
0. Look in the Supplemental Specifications, associated with this project, for the testing requirements.
1. What will we need to figure for traffic control, will each road be completely closed to the public?
1. At this time the plan is to keep the roads open to the public for the duration of the project. Please see the additional Line item for Traffic Control, the specifications are in the FP-14, specification 635.
1. Confirming that the intended start time is September 6th is this correct?
2. Yes, the work is intended to start right after Labor Day, September 6, 2022.
1. How wide do the cracks have to be before they are required to be filled?
3. There is not a supplemental specification for crack sealing so use the specification in FP-14.
