Questions and Answers June 27, 2022

Solicitation 1240LT22R0026 Stunner Bridge Repair

1. Schedule of items, 208-04, Structural backfill, existing screened, 1,250 CY.

Please clarify the scope and specification of this line item.

2. The FP-14 section 208.04 is titled as follows:

Channel Preservation - perform work in or next to a running waterway as follows:

a. Excavate and conserve material inside cofferdams, sheeting, or other separations (such as dikes, or sandbags);

b. Do not disturb the natural bed of the waterway adjacent to the work; and

c. Backfill the excavation to original ground-line with conserved material.

In the contract section SCR – 208 – Structure Excavation and backfill for selected major structures, section 208.04 General:

Replace the second sentence of the sixth paragraph with the following:

Dispose of excavated material in accordance with the plans, specifications, and as directed by the CO.

Add the Following:

Stockpile the material as directed by the CO

Add the following to the end of the second sentence of the third paragraph:

“…to the CO a minimum of 5 days prior to beginning excavation work.”

Add the following the end of the third sentence of the third paragraph:

“…to the CO a minimum of 15 days prior to installation.”

Please clarify the scope and specification required for this line item as the specification referenced and revised does not correlate.

1 & 2: The US Forest Service believes this is based on the JVA developed cost estimate. The cost estimate has this material at $5.00/CY, so this item may be there to provide some screening of material before it’s reused as part of the embankment construction.

3. Additionally, would It be possible to get an earthwork breakdown as it is unclear if the embankment required (Item 204(20)) is available onsite i.e. as there is no excavation bid item and or a quantity of available onsite material provided.

SCR 204.03 discusses material sources.

4. On sheet B6, Abutment #2, note 2, speaks of granular backfill and geotextile under the approach slab to be incidental to structural backfill. Please provide specification for the granular backfill, additionally sheet B5 abutment #1 does not show the same detail. Is this correct?

Section 704 of FP-14 defines various types of soil, including “Select Granular Backfill”. The difference between abutment 1 & 2 appears to be intentional.

5. What is covered under pay item 208(04)?

Screening of material before it’s reused as part of the embankment construction.

6. Arrow Direction on Page 16 of drawings is incorrect.

The arrow is shown backwards.

7. Is there a price escalation clause in the contract?

No. There will not be a clause for EPA in the contract.

8. As this project is getting started late, what happens if we can’t get asphalt to the site before the hot mix plants shut down?

Project will stop and resume the following spring.

9. Is camping allowed near the site?

Yes. Camping will be permitted near the site.
