A. Yes, the magnitude is the total value of the project including base and optional items.

Q. Do the lane closures (if necessary) have time restrictions for irrigation installations?

A. Lane closures should not be necessary. The main Lucerne Campground Road that accesses Loops A, B, C, and D shall remain open and shall allow campers to come and go throughout the entire period of performance. Loops E, F, and G shall be closed throughout the period of performance. No public access is allowed during the period of performance in Loops E, F, and G where the scope of work is located. If it is determined that a lane closure is required, coordinate with the COR on site.

Q. Are there funds available for the optional items?

A. Funding is currently available for the project. It is unknown if funding will be available to exercise options until proposals are received.

Q. If the select borrow is sourced by the government, what would the contractor’s cost be? Just the hauling?

A. The contract specifications require that the contractor must sort, screen, process, load, haul, place. Select borrow material incorporated into the work shall comply with materials specifications. All costs associated with the select borrow material as specified shall be included in the contractor’s price proposal.

Access to, and permission to extract from, the borrow sites is what is included as Government provided. Borrow sites are AS SPECIFIED (see below).

A. See Above. Only pit run material, in place, is provided by the Government. There is NO material provided by the Government that is sorted, screened, or processed, Q. Does the contractor remove tables?

A. Contractor shall retain and stockpile all tables for Government retention. There shall be no requirement for off-site disposal. Tables shall be stock piled, out of the way on construction activities, between Loops E & F. There they shall be left, and no further disposal is required.

The same holds true for the fire rings. All fire rings shall be stock piled between Loops E & F and no further disposal is required.

Q. If the contractor removes the tables will there be a government furnished disposal site?

A. See above.

Q. Fencing for closures. Is there a specific fencing required? Or is it contractor's discretion?

A. Fencing shall be in accordance with Contractor’s site safety plan. There is no specified fencing type or location. Contractor shall secure the site as specified, to provide site safety and to keep the general public out. Temporary chain-link panels, vinyl safety fencing, or other shall be acceptable upon receipt and approval of site safety plan upon contract award. Temporary safety fencing would be expected between Loops D and E; the boundary between Loops that remain open to Public and the Loops that will be closed for construction.

Q. Existing gradation on site, can be reused?

A. Yes, as long as gradation specifications are met. Any on-site excavated materials per the demolition plan drawings, and any re-purposed asphalt demolition, can be used in the work as long as specified gradation requirements are met.

Buildings shall match with all the OPTIONS listed in the two (2) separate attachments showing all options for the Montrose Screen CXT Toilet Building and for the Cheyenne CXT Toilet/Shower Building. All options shown on the order forms for each of the buildings shall be required and included in your cost proposal.

Q. There is not any detail for the 14’ x 14’ shelters in Option 1. Can you provide that detail?

A. Drawings and details may be obtained from the manufacturer and/or supplier of the product AS SPECIFIED. Drawings are the property of the manufacturer and are not included in the contract documents. Make and model of the shelters is specified. Drawings & details can be obtained by manufacturer and/or supplier.

Q. On page 50 of the RFP (under Technical Approach in Section L(b)(1) – first bullet) it references “sequence or procedure outlined under Section 108.01”. We do not find this section. Please provide.

A. The reference to Section 108.01 was incorrectly included. This bullet item is changed to the following:

• Work Plan and Schedule. Provide a detailed Work Plan, specific to this project, which includes your crew size, work schedule, and sequencing of work that will allow you to complete the project in an orderly and timely fashion. For evaluation purposes, the detailed Work Plan description should include, at a minimum, your firm’s qualifications and/or management of the general work sequence for this specific project.

A more comprehensive Work Schedule will be required for submission after contract award. Offeror shall identify the biobased products to be purchased and used under this contract.

Q. For past performance, can offeror's use experience from sister/affiliate companies?

A. Per L.2(2)(b)(2) Describe in detail your company’s past performance history in successfully completing contracts for similar work activities/tasks listed in the Schedule of Items and detailed in the Plans ad Specifications. Past performance shall be submitted for offeror submitting the proposal. Past performance for subcontractors may be used.

Q. Section M.3 (4) of the Technical Evaluation Factors lists a site-specific safety plan. Does the USDA want an actual Accident Prevention Plan (APP) type of document submitted with proposals? This type of document is typically submitted after award prior to beginning any work.

A. In accordance with Section L.2(b)(4) The safety plan shall describe equipment and safety procedures, as they relate to this specific project, that are intended to be used to assure safety of on-site workers as well as the general public, as this project is located in a very highly used recreational area.

Q. Will construction workers be allowed to temporarily live on site during the project (e.g. trailers/RVs)?

A. If the contractor desires, the forest has agreed to allow the contractor to stay on site; but only in the Loop F and Loop G areas of the project site. There will be no charge for camping in that closed area. These areas are sufficiently removed from the remaining camping areas and are within the closure areas for this project. For these reasons, the forest has agreed to allow camping in those areas. There are no water hookups, no sewer hookups, and no electrical hookups in these areas. Camping shall be fully-contained, and camp sites shall obey quiet hours of 9:30pm – 7:00am. No camping is allowed by the contractor in Loops A thru E.

The same quiet hours apply to construction activities. No work shall occur between 9:30pm and 7:00am.

Q. How does Phase 3 "Loop" separate from Phase 4 in terms of the contract and the work to be performed?

A. See solicitation documents and schedule of items. The schedule of items explains how the Loop G drawings and specifications, and the Loops E & F drawings & specifications are related and are structured for solicitation and any subsequent contract award.

Q. Section H - Special Contract Requirements, H.1 Required Field Staff. Please confirm that the Superintendent/Foreman is the only required field staff for this project, and not also safety and QC personnel.

It is required that an on-site contractor representative is always available when work is occurring. That designation shall include a delegation as safety and quality control and who the Government shall coordinate with in the field. Separately, for proposal submission & review, please refer to Sections L & M for key personnel and providing the team as requested in solicitation.

Q. Are any permits required? If so, please clarify what these include.

A. No dates are blocked out. Work will be allowed Monday through Saturday, 7:00am to 9:30pm. No work will be allowed on Sundays.

Q. Please confirm that a trailer parking area(s) will be provided for contractor employees working on the project.

A. See above. If desired, contractor may camp in the Loop F and Loop G areas, within the closure area of the work, at no cost.

Q. According to the solicitation, toilet facilities are available on site. Is the contractor allowed to use these facilities, or do we need to provide temporary toilet facilities?

A. Flush Toilets in Loop E, Loop F, and Loop G are available to the contractor. They are all within the closure area for the work. There will be no cleaning services provided, so it will the contractor’s responsibility to keep clean and sanitary and to provide their own paper products.

Showers may also be purchased in the Loop B and Loop D toilet/shower buildings. The campground host maintains those, and they are available to anyone, for the required shower Fee that is posted ($6 approx.).

Q. Please provide a floor plan for bathrooms and showers.

Please advise if additional days for each option 1 through 7 will be provided and the anticipated award timeline expected of each option.

A. 180 Calendar Days are specified for Phase 3 (Loop G) work.

180 Calendar Days are specified for Phase 4 (Loops E & F) work.

A Total of 360 Days for period of performance, regardless of which combination of optional items are awarded. There is no separate breakout of Period of Performance for option items.

There is a total combined Period of Performance of 360 days for this project.

Q. The code for the single site pavilions is MSL14x14. This code references a pavilion that has its columns spaced at 12’ and the roof is 14’. The plans show the columns spaced at 14’ with the roof at 16’. The drawings above are the actual column spacing and roof lengths for the MSL14. If you compare it to the drawings on the plans there is a bit of a discrepancy. Can you please clarify which pavilion you are looking for?

A. Structures shall be AS SPECIFIED in the Technical Specifications. Structures shall be Fabricated and Erected AS SPECIFIED. Specifications are CORRECT and take precedence over Drawings. Construct and erect in accordance with the manufacturer’s instructions and detailed drawings (see below).

2.1 PRE-MANUFACTURED SHELTER

D. Style:

1. Family Units: The shelter shall be pre-manufactured. Model number:

POLIGON, MSL 14 X 14, multi rib metal, monoslope roof (MSL), w/ powder coat or approved equal with anchor bolts at the base of each column for attachment to the top of the concrete anchors or approved equal.

2. Size: 14’ width x 14’ length

3. Roof: Monoslope, Pitch 4:12

4. A known distributor of these products is Playspace Designs Inc. 6321 Heughs

Canyon Dr., Salt Lake City, Utah 84121-6329 801-274-0212 or www.poligon.com

3.4 FABRICATION AND ERECTION

B. The shelter shall be constructed in accordance with the manufacturer’s instructions and detailed drawings. Field labor will be kept to a minimum by pre-manufactured parts. No onsite welding shall be permitted.

Q. During the site visit, phasing and mobilization costs were discussed. In the Schedule of Bid Items, there is a CLIN line item in both Phase 3 and Phase 4 base bid sections, although at the site visit, it was explained to the attendees that Loops E, F and G will be available to the contractor concurrently. Please confirm that it is acceptable for the contractor to completely close and work in Loops E, F and G concurrently.

A. Yes. Confirmed.

http://www.poligon.com/

Q. Please confirm that the government intends to award BOTH Phase 3 and Phase 4 under one contract, so contractors should only include costs for one mobilization prior to the overall project start date.

A. Base item work includes ALL of Phase 3 (Loop G) and a large portion of Phase 4 (Loops E & F). If a contract is awarded, it will include at least the base items. It is the intention of the Government that any award will have Loops E, F, and G as scope of work and mobilization applies to that work. Any additional award of optional items will occur early in the period of performance. It will not be necessary for contractor to re-mobilize just to complete optional items.

Q. Please confirm that Option Items #1 through #7 do not need to require separate mobilizations, as the government will award any selected Option Items while the contractor is working on-site.

A. See above. Award of any optional items (Items # 1 thru #7) will occur early in the period of performance. Contractor will not be needing to re-mobilize to perform optional items.

Q. Please confirm that the full-time on-site superintendent may also act as Quality Control and Safety Supervisor (one person wearing multiple hats), rather than budgeting for separate people for each of these roles. If a triple hat is not acceptable, please advise if a dual hat is acceptable and which 2 roles (PM, QC, Safety) can be dual hatted.

A. Yes. Confirmed. Please see above. An on-site representative will be required in writing and will be required to be on site at all times that work is occurring. That person, if qualified, may perform multiple positions under the contract that the contractor desires, as long as they are the delegated as the on-site contractor representative for the contract.

Q. At the site visit, camping on-site was discussed. Please confirm that it is allowable for worker crews to camp on-site either in one of the open camping loops (where camping fees would be required), or inside the closed loops E, F and G without requiring a camping fee. If worker camping in closed loops is allowed, it is understood that no water, sewer or electrical services would be available.

A. See above. Allowed as discussed above.

Q. The shade structure specs call-out Poligon products “or approved equal.” During the site visit, it was noted that prior campground upgrade projects installed Poligon shade structures in other loops of this campground. Please confirm that other pre-manufactured shade structure manufacturers that can meet or exceed the performance standards noted in the specs, will be allowed on this project.

A. If the structures meet or exceed the specifications than we are obligated to review and consider them for approval. The make and model desired is specified. That is the make and model that is in all of the existing, adjacent campground loops. Government will consider any as equal or better substitutions per specifications. Substitutions are not approved in the pre-award phase. After contract award, any product substitution would be reviewed through the submittal procedures outlined in specification 013300 submittals, such substitutions would be considered.

Q. The timing of this project start will create a few potential challenges with winter weather, possibly impacting our ability to procure concrete and asphalt materials, or to install water piping during winter months. Please advise if an equitable adjustment will be allowed for winter work, or as an alternative extend the period of performance so that some work takes place in the fall, and some work takes place in the spring.

A. Yes. We recognize that work will push us into the winter months. Seasonal shutdowns will be considered at that time. At no time will be allowed to occur in weather conditions / temperature conditions that could compromise the quality of the work. The Government will work with the Contractor for all equitable time extensions and seasonal shutdowns as deemed necessary and in the mutual best interest all parties.

Q. Will the water supply to the campground will be shut off during winter months?

A. Yes. It is a seasonal water system. The system will be shut off in late September, weather dependent. It will be turned back on in spring around Memorial Day weekend.

Q. Please provide a copy of the site visit attendance roster.

A. Provided as an attachment to the amendment.

Q. In Phase 3 Schedule of Items, Line item 10 29 41 – Group Sites, the list of items to include lists “grills.” However, grills do not appear in the plans and specs at Group Sites A & C. Please confirm that no grills are required for this project.

A. Provide all site furnishings as shown in drawings and specifications

Q. This is for the Phase 3 drawings. On page D4, the typical drawing for the sidewalk shows the width at 5' (which matches that of the sidewalks in the Phase 4 drawings) On page S4 where the typicals are for the asphalt roads, it is showing a 4' sidewalk with a reference to page D4, which as mentioned, shows a 5' sidewalk.

Will 5' in width be the consensus for all sidewalks on the project for both phases?

A. Yes. 5 ft width for sidewalks.

Q. Page 19 section F.2 – Commencement, Prosecution, and Completion of Work (APR 1984). Please advise after funding is received and project awarded, when is the expected start month and year.

A. Due to the time extensions in the solicitation period, the anticipated award and notice to proceed is July 2022. Note: This date is only for submittals, reviews/approvals, ordering materials/supplies, and other work that does NOT disturb Loop G Group Sites until after August 15, 2022.

Site work that disturbs Loop G Group Sites shall not occur until after August 15, 2022.

Q. It is the contractors understanding that if there are any conflicts within specifications, plans and amendments, FAR Requirement 52.215-8 Order of Precedence—Uniform Contract Format (OCT 1997) should be followed. QUESTION: Please confirm if it is your intent that sheet R1-Roads Overview & Control Points NOTES: 1 thru 20 takes precedence over project specifications in the Asphalt Construction, Asphalt Pulverizing SOW and Subgrade Construction means and method?

A. Yes, drawing notes and details for the contract drawings are more specific and more appropriate for this project.

Q. In reviewing the wage determination for Lucerne Marina project it appears that there is nothing called out for the electricians. Would it be possible to get a Wage for them that will be required on this project?

A. In accordance with information found on the Department of Labor website:

When a contractor performs work on a DBA-covered contract and the applicable wage determination does not provide a rate for a classification of work to be performed, the needed classification and wage rate must be added in conformance to the contract wage determination. This is the conformance process. Accurate and current wage rates are the cornerstone of the DBA’s protections and provide the framework around which prevailing wage requirements protect contractors, employees, and local economies. The Wage and Hour Division has been working to improve opportunities for stakeholder participation; to improve outreach before surveys; and to improve the quality of the wage determinations that result.

The conformance process occurs only after contract award. At that time a conformance request form (SF-1444) must be initiated by the contractor and submitted to the contracting officer for processing. For additional information regarding the conformance process can be found on the Department of Labor website at https://www.dol.gov/agencies/whd/government-contracts/construction/faq/conformance.
