About this file

This document contains questions and answers regarding Solicitation Number 1240LT22R0005 for the GAOA Silver Lake Boardwalk project. The Forest Service is seeking to completely reconstruct the boardwalk and fishing pier improvements at Silver Lake, located on the Salt Lake Ranger District of the Uinta-Wasatch-Cache National Forest in Utah. The work includes removal of existing structures, installation of a new boardwalk and fishing pier, salvage and reinstallation of interpretive signs and a kiosk, and installation of aggregate paths. Questions were answered regarding alternative materials, snow coverage, water levels, period of performance flexibility, wood treatment specifications, and construction methods. Bidders must submit technical and pricing proposals separately by the April 20th deadline. Performance and payment bonds are required, and the estimated contract value is between $1,000,000 to $5,000,000.

Solicitation No: 1240LT22R0005 GAOA-Silver Lake Boardwalk-Uinta-Wasatch-Cache National Forest, Utah

Solicitation Questions Page 1 of 3

Q: May alternative materials be submitted (prefabricated galvanized steel frames or similar)?

(Question was paraphrased)

A: At this time the proposal shall be based on the drawings and specifications. Alternative materials may be mentioned in the technical proposal and a second price may be proposed. After the award, value engineering may be approved. However, there is no guarantee that these methods will be accepted and if that is the case, the installation will need to proceed per the drawings and specifications.

Q: Do you have any way of finding out if there is currently snow coverage at the boardwalk? I’ve tried calling multiple places local to no avail. I’m planning to visit the site around May 1.

A: There is still snow at the site. Snow at this elevation can remain until June.

Q: Is the water level going to be lowered to soil levels for ease of construction at the new Fishing Dock locations?

A: No.

Q: Can you release the site visit sign in sheet from November 2021?

A: The site visit sign in sheet will be attached to this modification.

Q: Period of performance is listed at 120 days plus 15 days per option. Is this timeframe flexible? the project is quite large to complete in four months.

A: This is the allotted time to complete the work. If additional time is needed to procure materials it may be negotiated. Also, if the work is stopped by winter, a stop-work can be issued to delay work until the next season.

Q: Would Southern yellow pine be an acceptable alternate wood species?

A: After award, value engineering requests may be approved if they benefit the government.

Q: Glu lam design spec needed. Normally a glulam design code is given which indicates the member types, etc. Would treated paralam beams be an acceptable alternative?

A: See SECTION 061800 - GLUED-LAMINATED CONSTRUCTION in the specifications. The member sizes are shown on the plans. After award, value engineering requests may be approved if they benefit the government.

Q: We do not see a design page for deck #6. is it the same as deck 3?

A: The layout of Deck #6 is on sheet D3. Structural design is per detail B/S104.

Solicitation Questions Page 2 of 3

Q: Plan pages C2-C6 have notes denoting handrail begin and stop. We assume these are the only areas with handrails. Does the balance of the boardwalk have a curb or just open side deck? We would request a cross section of boardwalk without handrail.

A: Handrails are only to be built in the areas shown in the details on SP3-SP8 and D1 through D4. The boardwalk has edge protection in all areas per the detail on sheet D5. The framing members below the decking are shown on detail 1/A1.01.

Q: Wood treatment plan notes call for Copper Napthenate or Penta in heavy oil for structural and Penta in light oil for handrails. Specs call for waterborne treatment without arsenic. Please advise which is to be used.

A: Since Penta is no longer available, the handrails may treated with arsenic-free waterborne treatment that meets category UC4a such Clearguard 25 or other equal. Please price all other decking, curbing, joists, and beams with copper napthenate in heavy oil meeting category UC4b.

Update: ***This supersedes any information shown in the plans and specifications regarding treatment of the wood members.

All decking, curbing, handrails and posts shall be treated with arsenic-free waterborne treatment that meets category UC3b such as Clearguard 25 or other equal. All of these members shall receive a stain per the specifications.

All beams, glulams, stringers, and wood members below the decking shall be treated with copper napthenate in heavy oil meeting category UC4b.

Q: We would like to know the following loading info that will be applied to the piers:

1. Axial loads Compression and Tension

2. Lateral loading or shear

3. Any moments applied to the piers.

A: The axial loads have been specified on the structural plans (sheets S001 through S202). Many of the piers will be installed with a batter to resist lateral loads. Specific vertical load, moments, and lateral load values have not been specified by the structural engineer.

NEW QUESTIONS 5/2/2022

Q: Sheet S102, Detail A/S102: can you use multiple glulam beams to make up the 37’ 1 ½” width of the dock? IE 1ea 12’ and 2ea 12’ 6 ¾”?

A: Glulam beams that span over multiple helical pier supports may be spliced with approval from the structural engineer.

Q: Substructure materials (glulam beams and 4x12 or 4x16 joists) treatment type required is Copper Naphthenate or Pentachlorophenol Type A (heavy oil) to their respective UC4A retentions?

A: See revised treatment specification above. All beams, glulams, stringers, and wood members below the decking shall be treated with copper napthenate in heavy oil meeting category UC4b.

Solicitation Questions Page 3 of 3

Q: Superstructure materials (decking, handrails, rail posts, curb) treatment type required is UC4A and is required to be Kiln Dried After Treatment (KDAT)?

A: Lumber shall meet maximum moisture content per specifications. Normally this is done without additional kiln drying.

Q: The decking is a standard dressed S4S 2x6, not Radius Edge Decking, correct?

A: Provide radius edge on the railing only. All members shall be S4S (sanded on four sides).

Q: The 2x6 edge protection as shown on drawing A1.01 (Sheet 39 of 40) is run continuous on the entire boardwalk or just where there is handrail called out for install?

A: The boardwalk has continuous edge protection in the entire boardwalk per the detail on sheet D5.

Q: We understand that it is the intent of the FS to keep equipment on the existing & new boardwalk as much as possible to minimize disturbance to the ground / soil underneath and around the boardwalk. Considering the process necessary to install the helical piles, will tracked equipment be permitted to operate on the ground as necessary, with the possibility of using protective ground mats to alleviate the tracks ‘sinking’ into the soil during construction?

A: Construction methods that restrict tracked vehicles to travelling only on the existing boardwalk (for foundation construction) are preferred. In all cases, the wetland alteration permit from the Army Corps of Engineers shall be adhered to (attached). Per the Preconstruction Notification 4d (see attached PCN) the construction limit for tracked vehicles is 5’ from boardwalk centerline.
