Answers to pre-bid questions
1. Can the Owner please clarify the intent of breaking the Bid Items in the Schedule of items into its current state? The Equipment is listed in days with the physical work being broken into miles or quantities. Would we be able to utilize Lump Sums for each location broken out into Equipment, Material, and Labor?
The SOI is designed to provide flexibility to the contract to cover unknown items that come up during construction. Sometimes there will need to be additional drainage features etc.. constructed and the intent of the equipment days is to cover this kind of work. Please bid as listed in the SOI.
2. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road b1: Pickle Guch – NFSR 718.1” item “303(04) – Roadway Reconditioning Maintenance” is specified as “Shoulder Reconditioning.
Remove slide material, vegetation and other debris from existing shoulders…Repair soft unstable areas according to Subsection 204.07...Reshape shoulders to the widths and slopes shown in the plans…Dispose of waste.” Per the FP14 (standard specifications for construction of roads and bridges on federal highway projects) document. The Drawings (“plans”) do not have specified lengths for the shoulder reconditioning to take place.
Can the Owner Supply specified lengths for the “shoulder reconditioning”?
Can the Owner confirm the scope of work is Section 303.04 from the FP14
Yes, the scope of work for item 303 is correct and should be used for bidding purposes. This work item is intended to clean out and re-shape existing road features. Please consider that the FP-14 is designed for Federal highways and FS roads are low standard dirt or gravel roads. This work is typically completed with a road grader making one or two passes depending on the number of ditches and culverts. A backhoe will be needed to clean culvert inlets and outlets. The total length of road reconditioning is what is stated in the schedule of items 2.2 miles and shoulder reconditioning is included in this work.
Shoulder reconditioning would mostly include blading off rocks and debris, soft and unstable areas are rare and unless they are very minor would be handled with the equipment in items under the 622 specifications.
3. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road b2: Yankee Hill – NFSR 175.1” item “204(18) – Embankment Construction Drainage, Rolling Dip Reconstruction” is not located in the specifications, drawings, or the FP14 (standard specifications for construction of roads and bridges on federal highway projects) document. Can the Owner please supply the scope of work and specifications for the “204(18) – Embankment Construction Drainage, Rolling Dip Reconstruction”?
Rolling dip reconstruction involves rehabilitating an existing rolling dip. If an existing dip is damaged/worn out beyond simply cleaning sediment out of the bottom of the dip and lead-off ditch, then reconstructing is required. the drawing for the drainage dip in the solicitation can be used. This item should be like constructing a new rolling dip but much less work because the feature has already been constructed previously.

4. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road b3: Kingston Peak – NFSR 353.1” contains Mobilization, a Crawler Dozer, and a Backhoe/Loader. This location does not have a scope related to the work to take place at the location. Can the Owner please supply the scope of work and specifications for the “Road b3: Kingston Peak – NFSR 353.1” location that the specified equipment are to perform?
Please bid for just the equipment days for this road. The intent is to allow in field flexibility for work. No specific specification was needed for this road. There are culvert inlets and outlets that need to be cleaned and likely some large rocks that need to be moved and the estimator only allowed for one day on this road.
5. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road b4: Yankee Hill Area – NFSR 739.1” contains Mobilization and Roadway Reconditioning. This location does not have equipment related to the work. Can the Owner please supply equipment required at this location for the Roadway Reconditioning to take place?
The roadway reconditioning work item includes the cost of the equipment that is needed to do the work. If there is no need for additional equipment days, then this item was not included.
6. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road b5: Stillwater Pass – NFSR 123” item “204(18) – Embankment Construction Drainage, Rolling Dip Reconstruction” is not located in the specifications, drawings, or the FP14 (standard specifications for construction of roads and bridges on federal highway projects) document. Can the Owner please supply the scope of work and specifications for the “204(18) – Embankment Construction Drainage, Rolling Dip Reconstruction”?

7. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road b6: LeLand Creek – NFSR 159” item “204(18) – Embankment Construction Drainage, Rolling Dip Reconstruction” is not located in the specifications, drawings, or the FP14 (standard specifications for construction of roads and bridges on federal highway projects) document. Can the Owner please supply the scope of work and specifications for the “204(18) – Embankment Construction Drainage, Rolling Dip Reconstruction”?

8. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road b6: LeLand Creek – NFSR 159” item “607(04) – Cleaning Culvert in-place, diameter 18in-36in” can be found in FP14 FP14 (standard specifications for construction of roads and bridges on federal highway projects) document stating “Remove debris from structures designated to be repaired. Repair leaks and structural damage and replace missing or broken metalwork according to sections 602 and 603”. Can the Owner supply a damage report or information to the 2 stated Culvert at the location to be cleaned and potentially repaired?
Please bid for cleaning of the inlet and outlets of the structure. No repairs of the culvert itself will be required.
9. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road 01: S-Peak Communication Site” item “607(04) – Cleaning Culvert in-place, diameter 18in-36in” can be found in FP14 FP14 (standard specifications for construction of roads and bridges on federal highway projects) document stating “Remove debris from structures designated to be repaired. Repair leaks and structural damage and replace missing or broken metalwork according to sections 602 and 603”. Can the Owner supply a damage report or information to the 2 stated Culvert at the location to be cleaned and potentially repaired?
Please bid for cleaning of the inlet and outlets of the structure. No repairs of the culvert itself will be required.
10. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road O2: Barbour Fork – NFSR 194.2” item “204(18) – Embankment Construction Drainage, Rolling Dip Reconstruction” is not located in the specifications, drawings, or the FP14 (standard specifications for construction of roads and bridges on federal highway projects) document. Can the Owner please supply the scope of work and specifications for the “204(18) – Embankment Construction Drainage, Rolling Dip Reconstruction”?

11. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road O5: Muddy Creek – NFSR 134.1” item “202(05) – Roadside Brushing, Moderate Vegetation” FP14 (standard specifications for construction of roads and bridges on federal highway projects) document states the term “selective” and “limits designated in Section 201…202.02”. Can the Owner provide designated limits for the location?
The clearing limits will be 4 feet from the edge of the road up to 14 feet above the traveled way surface elevation. Assume a 12 ft. road with 4ft. clearing on either side resulting in an 18 ft. cleared area 14 ft.
high. Please see the drawing for roadside brushing. The brushing limits on the drawing should be 18 ft.
and the clearing from the roadbed shoulders or the bottom of the ditch should be 4ft.
12. On the Solicitation (Part 1 – B.1 Schedule of Items), “Road O5: Muddy Creek – NFSR 134.1” item “202(05) – Roadside Brushing, Moderate Vegetation” does not contain a drawing. Does the owner have a drawing for this item?
The roadside brushing drawing for all roads is included in the solicitation. The standard clearing limits are shown above in question 11. (They were left out of the drawing).
Moderate Vegetation - Light to moderate groups of merchantable logs. Many tops and limbs.
Tall brush or dense unmerchantable trees requiring felling. Some unmerchantable material requiring skidding.
13. Can the Owner please extend the bid date at least two weeks from the time of receiving the answers/clarifications to these questions?
