About this file
This document is a Questions and Answers (Q&A) file addressing inquiries from prospective vendors regarding a federal cleaning services contract opportunity.
The solicitation pertains to janitorial and facilities maintenance services at a government office location, with services required five days per week. Bio-Preferred cleaning products are mandatory unless the Contracting Officer's Representative (COR) approves an alternative. The contract will be awarded using best value evaluation through a comparative evaluation process and is set aside for small business competition. All contractor staff entering the facility must pass background checks and be issued Photo Identification and Verification (PIV) cards. The primary vendor entrance and exit is the employee entrance on the building's side, accessed via push key code. High-traffic areas requiring attention include the employee side entrance, back parking lot entrance, and front door. Cleaning responsibilities include dusting pictures and frames, cleaning exterior windows (36 total windowpanes of varying dimensions), and trash removal using the external dumpster. Government and vendor products will be separated and annotated on storage shelves.
The incumbent contractor is Eco-Friendly Cleaning Specialist LLC, with a performance period of June 1, 2021 through May 31, 2026 (Award #1240LS21P0052) totaling $93,173.88, plus a three-month extension of $4,436.82. Wage determinations are required per the Service Contract Act (SCA), with current rates available via SAM.gov. The Contracting Officer will conduct price reasonableness and price realism evaluations, contacting vendors regarding excessively low or high quotes. Wage compliance monitoring will be performed by the COR, with the Department of Labor handling investigation of discrepancies.
