About this file
This file is a Questions and Answers document for Solicitation 1240LS26Q0047, addressing vendor inquiries regarding bulk diesel and unleaded fuel services at Trapper Creek Job Corps Center in Montana from June 20 to July 30, 2026.
The Q&A clarifies that a single 1500-2000 gallon fuel truck will remain on-site to store both fuel types, with suggested allocation of approximately two-thirds diesel and one-third gasoline based on estimated daily usage of 200 gallons diesel and 100 gallons gasoline per day. The government rejected an alternative proposal to install stationary storage tanks with bulk delivery service, prioritizing the mobility and DOT certification compliance of a certified fuel truck. The solicitation confirms there is no incumbent contractor or previous contract value to disclose, no amendments are anticipated prior to submission, and vendors should reference the main solicitation for submission format requirements. Pricing must be submitted as a fixed price based on current market value without provision for fuel market volatility, ensuring the quoted price will not be exceeded. The vendor must respond to fuel delivery requests within 48 hours' notice, with an estimated two deliveries per week required throughout the performance period.

Fuel Questions
1240LS26Q0047
1. Is stated on site fuel truck for transporting diesel only?
No. On-site fuel truck is meant for storing both gas and diesel
2. The solicitation requires a 1500–2000 gallon fuel truck to be left on site, Will this truck need to be able to hold both the unleaded and diesel that is required or did you need a 1500-2000 gallon separate truck for each fuel type?
One truck to store both types of fuels was the plan. Reference the SOO, section 5.0 for estimated daily usage. Depending on the set-up of the individual truck, maybe 2/3 or ¾ of the capacity could be diesel and rest for Gas.
3. Also, in lieu of one or any 1500-2000 gallon fuel truck could we install the same capacity fuel tank for each, on site, to give you your full capacity and then we would provide a bulk truck to show up and fill as needed?
This option was reviewed and discussed at length. When we considered all the aspects that were relevant to the military partner, the Job Corps, environmental representatives, and Forest personnel, the ability to be mobile remained a potentially high value option (operationally and environmentally). In addition, as a DOT certified fuel transport truck, it ensures all the safety factors are within compliance without need for additional inspections.
4. Whether the incumbent contractor can be disclosed; There is not one.
5, Whether the previous contract value is publicly available; There is not one.
6. Whether additional amendments are anticipated prior to the submission deadline; No.
7. Whether there is a preferred proposal submission format. Please see solicitation for what is required to be submitted.
8. Is there any provision for the volatile fuel market or do we just quote a fixed price with hopes that there isn't much fluctuation? The SOI has Current Market Value for the unit price. Please enter a fixed price that will not be exceeded.
