About this file

This document is Attachment 2.1 to a federal janitorial services contract (1240LS26Q0013) for the Bridger-Teton National Forest Supervisor's Office, establishing mandatory contractor credentialing and training requirements.

The attachment specifies a USDA Credential Matrix detailing access requirements for contractor personnel, including IT access levels (Privileged IT, General IT, No IT) and physical access categories (General or Privileged Physical Access) with corresponding durations and required credentials such as LincPass, PIV-A badges, and Site Badges. Contractors must ensure all employees, including subcontractor personnel, complete five mandatory annual training courses delivered via AgLearn (or paper-based for USDA Records Management): Understanding and Interrupting Unconscious Bias (90 minutes, due within 90 days of assignment); Anti-Harassment Training: Identifying and Preventing Workplace Harassment (60 minutes, due within 90 days); Information Security Awareness (60 minutes, due annually); USDA Records Management (60 minutes, due within 60 days); and Section 508 (60 minutes, due within 45 days). Additionally, contractors must comply with Presidential Directive HSPD-12 by providing complete background check information for all employees within ten calendar days of contract award, with the first three background investigations per 12-month period at government expense. Excessive personnel turnover is defined as more than three occurrences within a rolling 12-month period, with additional background investigations beyond three in a 12-month period charged to the contractor and deducted from final invoices. Contractors must maintain records of all course completions and provide them to the Contracting Officer upon request, with no adjustment to contract price permitted for employee time spent obtaining credentials or background check information.
