Q: Regarding the window washing every 4 months. Are there windows with a great height or are all windows low?

A: All of the windows are on the ground floor and are not at a great height.

Q: Is this a new contract or is there an incumbent? If not new, what is the current/previous contract number, and award amount?

A: The previous contract number was 1284N820P0010, the incumbent is Kristy’s Quality Cleaning, and the award amount is $43,300.00.

Q: How many offices are to be cleaned?

A: Please refer to the floor plan contained in the solicitation. There are 3 offices, a briefing room, a copy room, 5 restrooms, a conference room, mechanic’s office, and office cubical areas.

Q: How much of the building is to be cleaned?

A: This information is in the statement of work. Currently, the area to be cleaned or maintained consists of approximately 4,925 square feet of office, 5 restrooms, storage space (janitorial closet), and garbage cans in the hangar.

Q: Is the flooring hard surface or carpeted?

A: Please refer to the floor plan. There is a mixture of tile and carpeted areas

Q: Are there multiple levels that need to be cleaned?

A: Only the main floor is to be cleaned.

Q: Is there a janitorial closet on each floor?

A: There is one janitorial closet on the main floor.

Q: Are there glass front doors that will need to be cleaned each visit?

A: Please refer to the statement of work. Under Weekly: Clean entrance glass doors, partition glass, thresholds and frames. There are two entrances.

Q: Do carpets need to be cleaned once per year, twice per year, or quarterly?

A: Carpets are cleaned by the owner of the facility. This solicitation only requires the contractor to “Remove spots from the carpeted areas: on a monthly basis.”

Q: Anything else we need to know about this property?

A: All pertinent information is contained in the combined synopsis/solicitation.

Q: Do the overhead lights need to be cleaned?

A: No. High dusting does need to be completed on a monthly basis though.

Q: Are computer monitors to be cleaned?

A: No.

Q: Are the cubicle walls to be spot cleaned?

A: Yes. They will be located in the storage cabinet next to the paper shredder.

A: Yes.

Q: Can contractor provided cleaning solution dispensers be stored in the janitorial closet?

A: Yes. The dumpster is located in the parking lot. There is a key to the dumpster located by the front door.

A: Possibly. There are often pilots/mechanics in the facility afterhours and on weekends.

A: There will be separate codes for the main entrance doors and the alarm system. The contractor will be provided these codes. The alarm is to be deactivated by the contractor upon arrival and will need to be set upon departure. The contractor can use either of the two main entrances to access the building.

A: There isn’t a specific length, but it is anticipated that it would take at least an hour, possibly two.

A: No, that price is for a base and four option years.

Q: What kind of foot traffic do we see?

A: It depends, during the summer months, there is much more foot traffic on a day to day basis.

A: the reason for cancellation of 1240LS25Q0007 and re-solicitation with 1240LS25Q0020 is that the schedule significantly changed from after hours performance to performance between 8:00 a.m. and 4:00 p.m. two non-consecutive days per week, Monday-Friday. (example: once on Tuesday and once on Friday).

Q: Can you advise if there is an incumbent contractor for this current contract? If so, can you please share the Award ID#?

Q: How often do the walls need to be wiped down?

A: According to the frequency schedule, walls are to be spot cleaned on a weekly basis.

Q: Should documents or papers be moved when the desks are cleaned?

A: No. the contractor shall prevent their employees from disturbing papers on desks.

Q: Will the office be open on snow days?

A: Typically yes, unless we are ordered to shutdown by leadership.

Q: How many year contract will this be?

A: Base + 4 option years.

Q: How often are the vestibules to be cleaned?

A: Vacuumed twice a week. Glass to be cleaned weekly.

Q: During the weeks when there is a holiday, do we still expect the building to be cleaned twice?

Q: What is the process and timeline for employee background checks and mandatory training?

A: The COR has not worked through the process and is unsure how long this will take, or what the process will look like. More information will be provided once an award has been made.

Q: Can the Government please inform offerors if there is an incumbent contractor, and if so, what is the contract number of the incumbent?

Q: If there is an incumbent, has the scope of the work changed between the incumbent's contract and this present solicitation?

A: The scope of work has not changed, but the schedule has significantly changed from after hours to during the day cleaning.

Q: The solicitation states under Description of Work: "Currently, the area to be cleaned or maintained consists of approximately 4,925 square feet of office, 5 restrooms, storage space and garbage cans in the hangar." It states under Specifications: "HANGAR Empty garbage cans (55 gallon), replace liners and remove to dumpster. Garbage cans that need emptying will be placed next to the janitorial closet." Neither the description of work, nor the specifications state that the hangar itself needs to be cleaned, other than emptying garbage cans. However, during the site visit today, it seemed apparent that the hangar does need to be cleaned also. Can the Government please make a definitive statement if the hangar does need to be cleaned, or if the hangar only needs to have the garbage cans emptied and liners changed twice a week. If the hangar does need to be cleaned, can the specifics of the required cleaning be added to the Specifications in the solicitation?

A: The hangar is not to be cleaned. Only the garbage cans in the hangar that are placed next to the janitorial closet are to be emptied.

Q: The solicitation states under Description of Work: "Currently, the area to be cleaned or maintained consists of approximately 4,925 square feet of office, 5 restrooms, storage space and garbage cans in the hangar." No mention is made of storage space in the Specifications. Can the Government add specifics about the cleaning of the storage space into the Specifications in the solicitation?

A: There is no storage space that needs to be cleaned, the storage space referred to in the solicitation is the janitorial closet.

Q: Can contractor-provided equipment, materials, and supplies used in the performance of this contract be stored on-Government site?

A: The contractor is welcome to store their supplies and equipment in the janitorial closet.

Q: During the site visit, it appeared that the quality of current housekeeping was not at the standard set out in Attachment E – Performance Requirements Summary. For offeror planning purposes, does the Government consider the current condition to be acceptable, or is it falling short of acceptable?

A: It is falling short of acceptable. The facility has not had janitorial services since January.
