About this file
This is a Questions and Answers document from a site visit regarding janitorial services at the White River National Forest (WRNF) Supervisor's Office in Glenwood Springs, Colorado. The document addresses operational procedures and contractor responsibilities for the approximately 7,600 square foot facility containing both carpeted and tile/linoleum flooring.
Key operational details include: cleaning checklists will be maintained on clipboards in janitor's closets on each floor, with contractors responsible for marking completed tasks and the Forest Service providing a separate Quality Assurance inspector; contractors may use their own cleaning equipment and products subject to prior approval and contract requirements; steam cleaning is permitted on tile floors if it does not damage the flooring, surrounding objects, or wax coating; contractors are responsible for Quality Control supervision while the Forest Service handles Quality Assurance inspection. Additional clarifications address contractor responsibilities for waste management (recycled materials in blue bins, cardboard disposal only if contractor-originated), exemption from emptying shredded materials or locked paper recycle bins, availability of Forest Service-provided ladders for high dusting up to 14 feet, and the possibility of additional time for initial building cleaning to be discussed in pre-work meetings. The document also confirms that light fixtures on stairwells fall under glass/mirror cleaning requirements and that contractors may submit safety plans referencing the building's existing safety procedures.

SITE VISIT QUESTIONS
· How do the checklists work?
· There will be a checklist attached to a clipboard on each floor in the janitor’s closet. The cleaning crew will remove the checklist for that floor and mark each task as they accomplish them. They will place the checklist back in the janitor’s closet when complete and move to the next floor. There will be a separate clipboard for each floor. Tasks for that clipboard are designated to that floor only. An inspector will come in the following day and inspect the work completed by the cleaning crew and mark off each area completed.
· Is the contractor able to use their own cleaners and tools (vacuum, duster, etc.)
· Yes, as long as the items meet contract requirements
· A list of all cleaning products must be provided and approved prior to use.
· Is the contractor able to use a steam cleaner to clean tile floors?
· Yes, as long as it does not ruin the tile floor, objects around the floor (bookshelves, baseboards, chairs, etc.), or wax coating on the tile.
· Is the “Inspector” the responsibility of the Forest Service or Contractor?
· The contractor is responsible for providing a Supervisor to assure Quality Control.
· The Forest Service is responsible for an Inspector to provide Quality Assurance.
· Is there a different disposal container for recycled material and cardboard?
· There is a blue plastic bin outside next to the dumpster that will hold recycled material.

· Can the Forest Service provide a ladder to cover high dust cleaning 7-14 feet?

· Does the contractor get additional time to complete initial cleaning of the building?
· This is a possibility and can be discussed in the pre-work meeting.
· Do the lights on the 1st floor stairwell fall under windows/mirrors cleaning or high dusting?
