About this file
This document is a Questions and Answers (Q&A) memorandum for Request for Quote (RFQ) 1240LP25Q0014, issued by the United States Forest Service Procurement & Property Services (USFS PPS) Intermountain Zone on March 19, 2025. The RFQ concerns vault toilet pumping services for the Black Hills National Forest, which is set aside exclusively for small business entities. The Q&A memo addresses seven key contractor inquiries, including clarifications about past performance weighting (not weighted), signature requirements (digital and wet signatures accepted), documentation submission (contractors can decide what to submit), and specific form completion instructions.
Notably, the solicitation indicates that the contractor will be responsible for supplying their own water and that there is no incumbent for this service. The Q&A provides specific guidance on completing the Standard Form 1449 (SF1449), such as leaving certain blocks blank and ensuring all requirements are submitted. The document is signed by Ismael Sanabria, a Contract Specialist for USFS PPS SPOC SW, and provides direct, concise responses to potential offerors' procedural and administrative questions about the vault toilet pumping contract opportunity.
