Description of Requirement

C.1 Scope of Work

Description of Work:

This project consists of dismantling/deconstruction and disposal of a railway caboose car and removal from the Lake Owen Trailhead site and off National Forest lands.

C.2 Project Location & Description

Location:

Medicine Bow National Forest, Albany, Wyoming. Forest Road #540, Lake Owen Trailhead, 41.15015, -106.10945 Description:

The existing caboose was burned in a fire and is currently intact and sitting on an isolated section of railroad line. The intent of this project is to have the caboose demolished onsite such that it can be removed from the site. This item is a heavy load with the body of the caboose weighing approximately 44,000 pounds and the trucks weighing approximately 15,000 pounds. The steel body of the caboose measures approximately 10 feet wide and approximately 41 feet long and 14.7 feet top to ground.

The Lake Owen Trailhead is a semi-remote location located in the Snowy Range Mountains and accessible via single lane natural surface roads. These roads can be extremely difficult to navigate with large scale equipment necessary to remove the caboose. Accessibility to the sight is seasonally restricted due to heavy snow. The sight is normally accessible from mid-June through October dependent on weather. The caboose shall be dismantled/deconstructed on sight and removed in pieces.

Proposals to remove the caboose intact will be rejected.

Removal of the track is not included in this contract.

All permits and disposal fees shall be the responsibility of the contractor.

Traffic control and construction signing as needed shall be the responsibility of the contractor.

Exclusions (Non-Work Areas):

Accessibility:

Accessibility to the site is by Forest Service low volume natural surface roads which are closed seasonally due to heavy snow. The caboose is located adjacent to a tree line next to the main access road and the Lake Owen Trailhead parking area.

C.3 Maps

Any maps included in enclosures 1 and 2 are general in nature and are not to be considered as definitively identifying locations.

C.4 Estimated Start Date & Contract Time

Estimated Start Date: July 15, 2024 Number of Calendar Days Required: 90 See also Section F

C.5 Restrictions on Work

Work may be performed at any time during the period of the contract, except as outlined here. Nothing in this part shall be construed to take away any of the Government's rights under the Suspension of Work Clause (52.242-14). Restrictions are as follows:

1. In accordance with the fire plan.

2. When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.

3. Work shall be performed Monday through Friday, excluding federally recognized holidays between the hours of 7am and 5pm.

C.6 Technical Requirements

C.6-1 Specifications

The parking area, approximately 30’ from the railcar, may be used for staging equipment to remove the deconstructed caboose sections from the tracks.
