QUESTIONS AND ANSWERS

1. If you could share more information behind the inability to haul the caboose away intact, because hauling it away intact seems like a potentially cost-effective solution.

Answer 1: The height of the caboose it will require a specialized trailer that will be difficult to maneuver around the winding curves of the roads that access the site. These roads are very difficult to navigate with large scale equipment necessary to remove the caboose.

2. Can the previously burnt trees be removed to gain better access to the Caboose? (The cut trees would be stacked and could be used for campfires)

Answer 2: Yes, the burnt hazard trees can be cut to provide better access to the caboose from the road.

However, the terrain in that space may be soft and could require a plan to prevent damage to that ground.

3. Is it possible to propose two solutions for Caboose removal?

Answer 3: Yes, FAR 52.212-1(e) states, “Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation.

Each offer submitted will be evaluated separately.

4. Is there a budget cap for this?

Answer 4: While limited funds are available, the Government will not divulge their estimate for removal costs.

5. Could you please clarify whether the stated height of 14.7 feet includes the tires?

Answer 5: It does not include the tires.

6. Since the contractor will be responsible for disposing of the caboose scrap metal, will they take ownership of the caboose itself from the Government?

Answer 6: Once the caboose is dismantled/deconstructed it is the responsibility of the contractor to dispose of the scrap metal. By taking responsibility of the scrap metal, contractor is taking ownership.

7. I’m assuming that any LBP or ACM was burned out when the caboose was burnt/set on fire?

Answer 7: It is unknown what paint was used or if there is lead. The caboose was completely burned and there is only debris and ash on the inside.

8. Has anything else changed from when this was bid before?

Answer 8: The Statement of Work/ Description is more specific on the requirements of the removal of the caboose.

9. Will it be possible to see the sign in sheet if you are unable to attend the pre-bid walk-through?

https://www.acquisition.gov/far/part-4#FAR_Subpart_4_10

Answer 9: The attendance roster will be posted in the questions and answers page after the meeting.

10. Will you be able to get the longitude & latitude to look on Google Earth or similar service.

Answer 10: This information is found on page 21 of the RFQ. 41.150134, -106.109453

12. Can the interpretive signs be removed and replaced to prevent damaging them during the removal of the caboose?

Answer 12: Yes, however the signposts cannot be removed. Coordination can be made to ensure that the signs are removed to safeguard them from damage.

13. Can the water in Lake Owen be used in conjunction with a fire plan to draw water for a pump or water truck in case of emergency?

Answer 13: No. The water in Lake Owen is the property of the City of Cheyenne and any use of the water must be requested from the City of Cheyenne Board of Public Utilities.
