About this file

This is a Solicitation Amendment for the Northern Region (R1) Indefinite Delivery/Indefinite Quantity (IDIQ) Tree Planting and Associated Services contract. The amendment provides detailed explanations of Add-on Walk-in Items for multiple national forests across different geographical pods (Eastern Montana, Western Montana, and Northern Idaho). The document outlines three distinct calculation methods for walk-in costs based on forest location, with variations in pricing units (per thousand trees, per acre, or per daily trip) and different distance multipliers.

The amendment covers national forests including Beaverhead-Deerlodge, Custer Gallatin, Helena-Lewis and Clark, Dakota Prairie Grasslands, Idaho Panhandle, Nez Perce-Clearwater, Bitterroot, Flathead, Lolo, and the BLM Missoula Field Office. Each forest pod has a specific included walk-in distance (ranging from 1,000 feet to 1/2 mile) beyond which additional costs will be calculated. The calculation methods account for variations in walk-in distance, quantity of work, and unit of measure, providing contractors with a structured approach to pricing additional walk-in expenses for tree planting and associated service activities.

Explanation of Add-on Walk-in Items This is a supplemental explanation of Add-on Walk-in Items for the Northern Region (R1) IDIQ Tree Planting and Associated Services IDIQ contract solicitation. It is intended to provide further clarification of Add-on costs for Walk-ins, to assist contractors in supplying appropriate bid prices for these items.

For all forests within R1, some length of walk-in is included within the bid price for tree planting and artificial shade/ADC treatment, according to the table below. Where the walk-in exceeds the included length, it will be an “add on” cost that is paid in addition to the base tree planting or artificial shade/ADC price.

• Example 1: A 10-acre tree planting unit with a bid price of $200 Per Acre for Tree Planting would receive $200 X 10 = $2,000 for the base tree planting cost. If the unit is a ¾ mile walk-in and Add-on Walk-in costs are calculated at $210, the contractor would receive $2,000 + $210 = $2,210 total for the unit.

Northern Region (R1) National Forests Included Walk-in Distance (Included in base planting or artificial shade/ADC treatment price) Beaverhead-Deerlodge National Forest - (EMT Pod) 1,000 feet Custer Gallatin National Forest - (EMT Pod) 1,000 feet Helena-Lewis and Clark National Forest - (EMT Pod) 1,000 feet Dakota Prairie Grassland - (EMT Pod) 1,000 feet Idaho Panhandle National Forest - (NID Pod) ¼ mile Nez Perce-Clearwater National Forest - (NID Pod) ¼ mile Bitterroot National Forest - (WMT Pod) 1,000 feet Flathead National Forest - (WMT Pod) 1,000 feet Lolo National Forest - (WMT Pod) 1,000 feet BLM Missoula Field Office - (WMT Pod) 1,000 feet Kootenai National Forest - (KNF) ½ mile

Each Pod/Forest Division structures their walk-in items differently, but the walk-in calculations can be broken into three broad types:

Type 1 Applies to the following forests within the Eastern Montana and Kootenai National Forest Pods:

Eastern Montana Forests Pod Kootenai National Forest Pod Custer Gallatin National Forest Kootenai National Forest Beaverhead-Deerlodge National Forest Helena-Lewis & Clark National Forest Dakota Prairie Grasslands

Add-on Walk-in items for these forests will use the same Unit of Measure (UOM) as the tree planting or artificial shade/ADC treatment that it is associated with. For example: If a tree planting unit is priced at the MTR unit of measure, the Add-on Walk-in item used will also be MTR. If an ADC treatment unit is priced at the Per Acre unit of measure, the Add-on Walk-in item used will also be Per Acre.

Add-on Walk-in items for these forests are calculated using a single multiplier of Price X Quantity, where:

• Price is the bid price for the add-on walk-in item, and

• Quantity is the amount ordered, which is equal to the quantity of the associated tree planting or artificial shade/ADC treatment unit.

https://www.fs.usda.gov/main/r1/about-region/offices https://www.blm.gov/office/missoula-field-office

The contractor is required to price the add-on walk-in items separately for various lengths of walk-in, based on the assumption that longer walk-ins may incur a higher price.

Example calculations:

• Example 1: A unit planted with 12.0 MTR seedlings with a walk-in distance of 0.35 miles and an Add-on Walk-in bid price of $50 per thousand trees (MTR) would receive $50 X 12.0 = $600 for Add-on Walk-in costs.

• Example 2: A unit planted with 12.0 MTR seedlings with a walk-in distance of 0.75 miles and an Add-on Walk-in bid price of $70 per thousand trees (MTR) would receive $70 X 12.0 = $840 for Add-on Walk-in costs.

• Example 3: A 20-acre unit of ADC maintenance with a walk-in distance of 0.75 miles and an Add-on Walk-in bid price of $28 Per Acre would receive $28 X 20 = $560 for Add-on Walk-in costs.

Type 2 Applies to the following forests within the Western Montana Forests Pod:

Western Montana Forests Pod Bitterroot National Forest Flathead National Forest Lolo National Forest BLM Missoula Field Office

Add-on Walk-in Items for these forests are calculated using two multipliers of Price X Distance X Quantity, where:

• Price is the bid price for the add-on walk-in item,

• Distance is the distance in thousands of feet from the access point to the unit boundary (i.e. 2,400 feet equals 2.4 distance multiplier), and

• Quantity is the amount ordered, which is equal to the quantity of the associated tree planting or artificial shade/ADC treatment unit.

There is only one walk-in bid price for this method of calculation, regardless of distance. Because distance is a multiplier in the calculation, the calculated walk-in cost increases as the distance increases. Contractors should bid a price per thousand feet for the Add-on Walk-in item.

Example Calculations:

• Example 1: A 20-acre unit with a walk-in distance of 2,400 feet and a bid price of $10 per thousand feet and per acre would receive $10 X 2.4 X 20 = $480 for Add-on Walk-in costs.

• Example 2: A 20-acre unit with a walk-in distance of 4,500 feet and a bid price of $10 per thousand feet and per acre would receive $10 X 4.5 X 20 = $900 for Add-on Walk-in costs.

• Example 3: A unit planted with 12.0 MTR seedlings with a walk-in distance of 2,400 feet and a bid price of $25 per thousand feet and per thousand trees would receive $25 X 2.4 X 12.0 = $720 for Add-on Walk-in costs.

Type 3 Applies to the following forests within the Northern Idaho Forests Pod:

Northern Idaho Forests Pod Idaho Panhandle National Forest Nez Perce-Clearwater National Forest

Add-on Walk-in items for these forests will be priced Each, where Each is a single trip for one planting crew per day.

Add-on Walk-in items for these forests are calculated using a single multiplier of Price X Quantity, where:

• Price is the bid price Each for the add-on walk-in item (for one trip per day), and

• Quantity is the number of daily trips used to complete the associated tree planting or artificial shade/ADC treatment unit.

The contractor is required to price the add-on walk-in items separately for various lengths of walk-in, based on the assumption that longer walk-ins may incur a higher price.

Example Calculations:

• Example 1: A 20-acre unit planted in one day with a walk-in distance of 0.35 miles and a bid price of $400 per Each and per day would receive $400 X 1 = $400 for Add-on Walk-in costs.

• Example 2: An 80-acre unit planted in two days with a walk-in distance of 0.35 miles and a bid price of $400 per Each and per day would receive $400 X 2 = $800 for Add-on Walk-in costs.

• Example 3: An 80-acre unit planted in two days with a walk-in distance of 0.9 miles and a bid price of $500 per Each and per day would receive $500 X 2 = $1,000 for Add-on Walk-in costs.
