1240BK26R0018 – PSW Hilo, Hawai’i Landscaping Questions and Answers

18 September 2026

1. Is there an opportunity for a prospective contractor or its local representative to conduct a site visit at the Institute of Pacific Island Forestry, 60 Nowelo Street, Hilo, to view the areas included in the landscaping requirement? Available dates and times, and any check-in, badging, or safety requirements? How many people may attend?

Flint Hughes (Director of the Institute Pacific Islands Forestry) said that Monday September 21 at 1:00 pm Hawaiian-Aleutian Standard Time.

2. SOW Section 7.0 (Contractor’s Key Personnel) requires personnel doing the mowing and trimming to have a minimum of one year of experience. Our proposal plans a hybrid management model where Peractos LLC retains ultimate administrative oversight, but we designate our Hilo-based subcontractor's lead technician to serve as the on-site Quality Control representative and supervisor. Could the Government confirm if a subcontractor's employee is acceptable to act as the on-site QC lead, provided they meet the minimum one-year experience threshold?

The personnel doing the mowing and trimming will have a minimum of one-year experience.

3. SOW Section 4.0 (Government Furnished) states that the Government will furnish on-site electricity but does not explicitly mention water access. SOW Section 5.0 clarifies that the existing lawn sprinkler/irrigation system is completely inoperable and excluded from maintenance. Could the Government clarify if on-site water connections will be made available to the contractor for green waste cleanup, hand-watering landscape beds, and washing equipment?

There is water at the site a contractor can use as well as electricity.

4. SOW Section 3.0(7) requires that any chemical weed control utilize pre-approved bio-based products with a minimum bio-based content of 25%. To assist our team with compliant material sourcing, could the Government provide a list of pre-approved bio-based chemical weed control brands or products currently permitted on-site?

Refer to the Biobased Federal government guidelines at the following site:

https://www.biopreferred.gov/BioPreferred/faces/catalog/Catalog.xhtml

5. Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number and the total value?

There is no incumbent.

6. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?

There are no post award submittals required.

7. The "SUBMIT FOR REVIEW" instructions on page 20 of the solicitation specify that offerors should submit "SF 1149 containing contractor contact information, DUNS and TIN" as Part 1 of their proposal. However, standard federal contracting utilizes the standard SF 1449 cover sheet (Solicitation/Contract/Order for Commercial Products and Commercial Services) included at the front of the solicitation package. Could the Government please confirm if the completed SF 1449 cover sheet is the correct submission form, or if SF 1149 is indeed required?

This is a typo, form number is SF1149.

8. Could the Government please clarify if an out-of-state prime contractor utilizing a local Hawaii first-tier subcontractor will satisfy the Hawaii local preference criteria during evaluation?

All contractors are encouraged to submit a proposal. Price and technical capability will determine awardee, however, when technical capability and price are similar between proposals, preference will be given to local Hawaii based contractors.

9. What days of the week is service required, or what is the acceptable schedule window? Monday through Friday

10. What are the permitted hours for servicing the property?

0800 to 1630

11. During our walkthrough, we noticed large trees on the site. Since tree trimming is not explicitly listed in the scope of work, could you clarify if it is required? If so, what is the frequency and required maintenance height?

No need to trim trees

12. Is the scope of work intended to be completed bi-weekly for all items? We noticed references to "weekly" service in the document and the drawn landscape map.

Could you confirm if this is an error or if specific items are required weekly?

Yes, all items are bi-weekly

13. Please confirm whether the resulting contract will include FAR 52.228-5, Insurance

— Work on a Government Installation and identify the minimum insurance kinds and amounts the Government will require, including commercial general liability per occurrence and in the aggregate, workers' compensation and employer's liability, and automobile liability. Please also confirm whether the Government requires those minimums to flow down to subcontractors performing on site, and whether evidence of coverage is required with the proposal or only prior to performance.

FAR 52.228-5 is not included

14. The solicitation requires relevant experience and past performance. Please confirm

(a) whether past performance on commercial or other non-federal contracts is acceptable, and (b) whether the Government will consider the relevant experience and past performance of a proposed subcontractor that will perform the work, and if so, how that is to be presented.

Yes, past performance on commercial or other non-federal contracts is acceptable.

15. Please confirm whether a specific Experience Questionnaire or Past Performance Questionnaire form is required, and if so, please provide it. Please also confirm who is to complete it, whether the completed form is returned to the Contracting Officer directly by the reference or submitted by the offeror with its proposal, and whether it is due at the time of proposal submission.

Questionnaire is not required

16. The solicitation states that failure to submit a Quality Control Plan will result in the offer not being evaluated. Please confirm (a) whether the individual identified as responsible for performing quality control must be an employee of the offeror, or whether a named employee of a proposed subcontractor performing the work on site is acceptable, and (b) whether there is any page limit applicable to the proposal or to the Quality Control Plan.

Prime contractor is responsible for performing quality control. There is no page limit applicable.

17. Wage Determination 2015-5691 applies. Please confirm which classification or classifications the Government expects for this work — for example Laborer, Grounds Maintenance versus Gardener — as the applicable rate differs materially between them.

Refer to page 12 of the solicitation. It lists Laborer, Grounds Maintenance.

18. If the Government is not able to provide the acreage requested in question 4, please advise whether it can instead provide any of the following, so that offerors unable to travel to the site can quote on the same basis as those who can: a scaled or dimensioned site plan or the CAD or GIS file for the grounds; current photographs of the maintained areas; or the workload data used to develop the Government estimate. Please also confirm whether there are any enclosed courtyards, fenced areas or interior grounds within the scope that are not visible from aerial imagery or from the public right of way.

Site visit is scheduled. See first question for details.

19. Please confirm whether option years are to be priced at the offeror's proposed rates with no Government-directed escalation, and whether the Government evaluates the total of the base and all option periods for award purposes.

Base year with options years

20. The preferred method for submitting our offer?

Please submit proposal by email at kevin.flores@usda.gov

21. If by email, should all documents be combined into a single PDF, or submitted as separate files?

Please send as separate files. 1. Pricing proposal 2. Technical proposal.

22. Any file size limits or naming conventions we should follow?

No specific size limit. Label by company name and technical proposal/pricing proposal

23. Service frequency by zone: The Statement of Work specifies lawn maintenance twice per month throughout, but Attachment 1 (Landscape Irrigation Plan) marks the entry/parking loop area as "Maintain Weekly." Could you confirm which specific zones on the site require weekly service versus biweekly service?

Please refer to the current google map and zone map for the bi-weekly locations areas of work.
