About this file
This is a Statement of Work (SOW) for a Blanket Purchase Agreement (BPA) call for wildland urban interface (WUI) thinning and hand piling on the Middle Fork Ranger District of the Willamette National Forest. The contract requires the contractor to hand pile and cover at least 85% of pre-existing dead and down woody material less than 5" diameter within designated unit boundaries, using specific methodological requirements. Key specifications include piling materials between 1/2 inch and 5 inches in diameter, constructing piles approximately 5x5 feet and 5 feet high, and covering each pile with 4 mil thick polyethylene plastic sheeting that covers 80% of the pile.
The project is located in the Middle Fork Ranger District, with an estimated 100-mile round trip starting from Eugene, Oregon. The work must be completed by December 12, 2025, and involves hand piling slash and debris using forest roads accessible by standard two-wheel drive pickup. The contractor must provide their own chainsaws, fuel, and plastic, and adhere to specific safety protocols including job-specific personal protective equipment, communication plans, first-aid kits, and an evacuation plan. The contract is being issued under FAR 13.303-5 against an existing BPA awarded to multiple small businesses through a competitive solicitation process.
