About this file
This document is a Request for Quotations (RFQ) for a Blanket Purchase Agreement (BPA) call for "WUI Thin – Handpile and Cover" work in the Willamette National Forest, Middle Fork Ranger District. The solicitation (1240BK25Q0056) seeks a contractor to hand pile and cover at least 85% of pre-existing dead and down woody material less than 5 inches in diameter within specified unit boundaries. Offerors will be evaluated on four primary factors: past performance, quality control, work plan and crew management, and price, with each factor receiving an acceptable or unacceptable rating.
Key submission requirements include having an active System for Award Management (SAM) registration, providing pricing on Attachment 1, submitting a written response to non-price evaluation criteria, and including necessary licensing such as MSPA Certificate of Registration and Oregon State BOLI license. Contractors must demonstrate relevant past performance within the last three years, provide a quality control plan, detail work schedules and crew management strategies, and comply with workforce certification requirements. Quotes must be emailed to paula.winningham@usda.gov, with the government reserving the right to use multiple sources of performance information in its evaluation.

(C) In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance submission and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov, and commercial sources.
