About this file

This is a Questions and Answers document for federal contract 1240BJ26Q0052 regarding HVAC replacement work at two locations in Washington State.

The document clarifies six key technical and contractual requirements for the project. Regarding wage determinations, contractors must apply Snohomish County rates for Darrington work and King County rates for North Bend work. For the Darrington location, an Energy Recovery Ventilator (ERV) or alternative makeup air system is required to provide 25-35 CFM of outdoor air with continuous operation. The ERV must condition and dehumidify the air sufficiently for occupancy and provide both supply and exhaust functions to maintain a balanced system; a separate dedicated exhaust system is not required. For the North Bend option item, a five-year compressor warranty applies to replacement compressors installed in the existing Trane TTA120E30RAA unit when performing like-for-like replacement of both compressors identified in the plans.

Questions and Answers for HVAC Replacement - 1240BJ26Q0052

1. The attached wage determination lists King County, but the base project is located in Snohomish County. Please confirm the applicable wage determination for the Darrington work.

Yes, Darrington should be using the Snohomish County while the North Bend project is King county.

2. The Darrington plans require an ERV or another means of providing makeup air.

Please confirm the required outdoor-air quantity in CFM and whether the system should operate continuously, on a schedule, or only when the HVAC system is running.

Acceptable range of makeup air is 25-35 CFM. With continuous operation.

3. For the North Bend option item, we intend to provide like-for-like replacement of both compressors identified in the plans. Does the specified five-year compressor warranty apply to these replacement compressors installed in the existing Trane TTA120E30RAA unit?

Warranty applies to the replacement compressors installed in the existing unit.

4. The required outdoor-air CFM for each space.

25-35 CFM

5. Whether the outdoor air is required to be conditioned and/or dehumidified before entering the space.

The ERV conditions the air enough for this purpose.

6. If an ERV is specifically required, please identify the associated exhaust-air source, since the documents appear to indicate that no exhaust is required.

ERV would provide both supply and exhaust to maintain a balanced system. A separate dedicated exhaust system is not required.
